Book excerpt: This book features the results of the 2015 UNRC Joint Survey on Trade Facilitation and Paperless Trade Implementation for the Asia-Pacific Region and incorporates them into an econometric analysis estimating the impact of trade facilitation on trade costs. It shows that there is a strong, negative relationship between Asia-Pacific countries' international trade costs and their level of trade facilitation implementation. Reducing trade costs is essential for developing economies to participate in international production networks and effectively use trade as an engine of growth and sustainable development. One effective way to reduce trade costs is to tackle non-tariff barriers and address regulatory procedures and documentation requirements. Trade facilitation, including paperless trade, has taken increasing importance as evidenced by the WTO Trade Facilitation Agreement reached in December 2013, as well as the growing number of regional and subregional initiatives aimed at facilitating the electronic exchange of trade related information and documents along international supply chains.

The survey uses the final list of provisions included in the World Trade Organization's Trade Facilitation Agreement (WTO TFA) and the draft text of the regional United Nations (UN) treaty on cross-border paperless trade facilitation under negotiation at Economic and Social Commission for Asia and the Pacific (ESCAP). Implementation levels of 44 countries in Asia and the Pacific were calculated based on 31 trade facilitation and paperless trade measures. This study also describes trade facilitation projects that promote development through deepening regional cooperation and integration. It also discusses digital trade as a major opportunity for SMEs to better access international markets and global supply chains, giving them the chance to growth both quickly and sustainably. The progress and challenges in the regional and subregional trade facilitation efforts being made to streamline trade procedures are also presented. Book excerpt: International trade and investment have enabled many countries in the Asia-Pacific region to boost economic growth and have lifted millions out of poverty. As the Asia-Pacific region continues to thrive economically, trade and investment barriers are being dissolved and eliminated. As countries begin to depend on each other more, trade policy is gradually becoming a useful measure to achieve inclusive and sustainable development. Trade and investment are linked to the environment and social issues; hence, their impacts are also multi-dimensional. It has now been recognized that sustainable production and consumption are essential for sustainable development. Countries realize that they are not able to approach global and regional problems on their own and require cooperation, both at the level of government and business. As a result, the region has been active in concluding regional cooperation frameworks which routinely are centered on trade and investment. In the meantime, business has forged regional integration through the formation of regional value chains and production networks while governments have paved the way for the expansion of such production networks through the formation of regional trade agreements and economic partnerships. Thus, the Asia Pacific Trade Agreement (APTA), which is the oldest preferential trade agreement in the region with a large consumer base, can play an important role in filling this gap. Given a slow progress in the multilateral negotiations in the WTO, especially when the members have started questioning the utility of the negotiations after 15 years, and a lack of consensus on how to move forward, the regional trade agreements can play a vital role. Even if they pose a challenge to the multilateralism, selected liberalisation of trade and economy in present time can become a building block for future multilateral negotiations. One of the reasons for the surge in these preferential trade agreements is to make binding commitments on WTO-plus and WTO-beyond issues. While there are many agreements that exist in Asia and the Pacific, there is no such attempt to consolidate them in one umbrella framework. Understanding the benefits of the consolidation, one such initiative was started by ESCAP a few years back. The RECI initiate for market integration could well be facilitated by APTA; however, it cannot deliver unless it transforms itself in a new generation agreement. Regional integration and cooperation are also important to meet the 2030 agenda for sustainable development. Instead of wasting resources in discussing a new institutional framework, it would be more effective to use the existing framework and for the Asia-Pacific economies, the APTA provides an existing institutional platform. The cases discussed in this book prepare a ground for the future, and it is expected that all the stakeholders, member States of ESCAP, private sector as well as researchers would benefit from this publication on APTA: South-South Regional Integration and Sustainable Development.

Book excerpt: International trade and investment have been indispensable engines of economic growth in Asia and the Pacific and remain essential means of implementation for the 2030 Agenda for Sustainable Development. However, this economic growth has come with significant social and environmental costs, including the rapidly worsening climate crisis. This report is focused on how "climate-smart" trade and investment-related policies can help address climate change, taking into account the on-going COVID-19 pandemic. The links between trade, investment and climate change are complex. The key is to ensure that the positive effects of trade and investment are maximized, such as by promoting trade and investment in renewable energy and low-carbon technologies, while the negative effects are minimized, such as by digitalizing trade and transport systems. Putting a price on carbon and eliminating fossil fuel subsidies remain fundamental elements on which urgent progress need to be made if trade and investment are to become more sustainable. As key trade partners seriously consider putting in place border taxes on carbon to address carbon leakages and loss of competitiveness induced by domestic carbon pricing policies, economies in the region not taking steps towards reducing emissions risk being pushed out of key markets. While implementing climate-smart policies may come at a cost in terms of required additional investments, particularly for emission-intensive sectors and economies, the cost of inaction is far greater. The roll-out of COVID-19 recovery packages may provide opportunities to invest in low-carbon technologies and sectors, opportunities that should not be missed in light of the urgency for action.

With current practices of paperless trade implementation limited predominately to the national level, the flow of trade information does not continue along an international supply chain; thus, it is being disrupted at the borders and results in traders turning to conventional paper-based trade practices. Yet given the fact that those countries in the region that are benefiting from implementing paperless trade only at domestic level, it is not difficult to see that efficiency gains will be considerably greater when the flow of trade information is facilitated across borders. This will, in turn, undoubtedly lead to major improvements in regional connectivity.
