Initially it provided food and security, later forming important locations for industrial and commercial development. Now the emphasis has shifted towards leisure and conservation, although the former functions remain crucial. However, it is only very recently that people have started viewing the coast as a common and valuable resource that requires rational utilisation and scientific management in order to sustain its attractiveness. Of course, enlightened management comes only through understanding of the complicated coastal regions, which enables coastal managers to balance pressures from different sectors and to minimize risks. Scientific knowledge will continue to be the most important basis for resolving the conflicts between coastal users and interest groups such as developers and ecologists. Coastal management has also shifted from traditional restorative or remedial actions towards planned avoidance of other conflicts. Despite rapid advancement in coastal sciences over recent decades, most of the major coastal issues have remained outstanding in the agenda. Control of shoreline erosion and protecting sea level rise continue to be crucial problems facing coastal scientists. Destructive coastal storms still cause tremendous damage, particularly in low altitudes. Wetland and estuary reclamation have led to the loss of the most valuable estuary wetlands which are required to sustain biological productivity and biodiversity. This volume includes papers on marine and coastal pollution, eutrophication, aquaculture, conservation and utilization, coastal wetlands, and coastal zone management.

These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. It takes as its central theme the movement of fisheries into new fishing grounds, particularly the diverse ecosystems that make up the seas of Southeast Asia. This process accelerated between the 1950s and 1970s in what the author calls "e;the great fish race"e;. Catches soared as the population of the region grew, demand from Japan and North America for shrimps and tuna increased, and fishers adopted more efficient ways of locating, catching, and preserving fish. But the great fish race soon brought about the severe depletion of one fish population after another, while pollution and the destruction of mangroves and coral reefs degraded fish habitats. Today the relentless movement into new fishing grounds has come to an end, for there are no new fishing grounds to exploit. The frontier of fisheries has closed. The challenge now is to exploit the seas in ways that preserve the diversity of marine life while providing the people of the region with a source of food long into the future.

In the first session, "Aquaculture Growing Strength", an overview on production and trade was followed by five commodity presentations showing the success in shrimp, salmon, tilapia, catfish and bivalve aquaculture. The second session on "Challenges" highlighted the current and future challenges facing the sector. These included challenges related to assuring food safety in aquaculture products, maintaining and improving consumers' perceptions of the quality and environmental acceptability of aquaculture, improving aquatic animal health management, addressing issues related to feed quality and availability, and improving the view investors take to assure economic and financial sustainability. During the third session, the "Advantages and Opportunities" of aquaculture were covered by taking into account the globalization process and the requirements of processors and the food service and retail sectors, which all seem to have a preference for aquaculture products under special conditions. Seafood and health benefits, and the potential offered new species were seen as driving factors in the aquaculture sector. The opportunities and challenges for the small-scale fish farmers in Southeast Asia were also considered. The fourth session was fully dedicated to the aquaculture sector in China, with presentations on the domestic market, the export potential, safety and quality inspection and China's role in reprocessing seafood for re-export to the global market. In the last session on "Progress - The Future", the future developments expected for aquaculture were covered. Here the interaction between capture fisheries and aquaculture was analyzed and also presented in a case study on wild and aquacultured salmon. Aquaculture was viewed within the context of other intensive animal production systems. The enormous potential of the technical innovations in aquaculture compared to capture fisheries was highlighted under the term of "Blue revolution". The last session was closed with a description of the political framework required to allow for the sustainable development of aquaculture.
