It examines how a top-down policy approach has been implemented from central government right down to the district level within the public education system in China. It shows the way networks support negotiation and bargaining at the district level which, in turn, influences the broader education policy of the central government. Using statistical data from education yearbooks, government documents analysis and interviews with main stakeholders in this policy arena, the book incorporates case studies from railway State-Owned Enterprise schools. Analysis of these indicates that the processes of formulating and implementing Chinese education policy can be characterised as a form of network governance, which coordinates actors, decision-making processes and stakeholders’ motivation to comply with collective decisions in Chinese education. Network governance acts as an effective and legitimate way of problem solving that assists policy implementation and education reform in China. By comparing two traditional modes of governance (governance through bureaucracy and the governance through markets), this book shows the network mode of governance in Chinese education is more powerful and significant, especially since the negotiated results among actors in the policy community are favourable.

Book excerpt: This report refers predominantly to the second phase (State-wide survey) of data collection of the funded, longitudinal, research project - The Internationalisation of Australian Independent Schools: The Influence of Confucian Heritage Culture of Pedagogy. In this phase, we sent invitations by mail and email to 231 principals of Victorian independent schools. We asked them to complete a 15-minutes, online, Qualtrics survey with 25 questions based on the type and depth of information we sought. Broadly, they were asked to provide their perspective on the impact of internationalisation on their school cultures and how their schools support international students. The survey aimed to investigate the diversities of school culture in different types of Victorian independent schools and their influence on learning and teaching. The preliminary analysis of the survey results provided insights for us to design and conduct the third phase of data collection- case studies of independent schools willing to voluntarily participate further in the project. Considering the representativeness of the independent schools and the generalisation of findings, we finally chose 8 case schools according to the school's structure (such as girls' school, boys' school, co-educational school or parallel structured school), classes offered (such as senior secondary college, secondary school, F-Y6, F-Y9/10 and F-Y12), school affiliations (such as Anglican, Catholic, Presbyterian and etc.), school size and geographic location (metropolitan and regional). A series of semi-structured interviews or focus groups will be conducted with school principals, subject teachers, CHC-background, international, secondary students, Australian-born, Confucius Heritage Culture (CHC)-background, secondary students and non-CHC-background, secondary students in the third stage. To date, we have conducted a few interviews with school principals: the third phase of data collection is ongoing. This report includes some interview quotations to further elaborate the survey findings.
