Book excerpt: This paper uses a global integrated assessment model to assess how developing Asia, the world's fastest-growing source of carbon emissions, could transition to low-carbon growth. It finds that national net-zero pledges do not have a high chance of keeping peak warming below 2°C. Under an efficient approach to achieve the Paris Agreement goals, the power sector would almost fully decarbonize by mid-century, and emissions from land use would strongly fall. Although the climate has a lagged response to emissions reductions, climate benefits outweigh costs by a factor of 3, with gains concentrated in the lowest-income subregions of Asia. Air quality would also improve, saving about 0.35 million lives in the region by 2050. Including these co-benefits raises the benefit-cost ratio for Asia under ambitious decarbonization to 5. Energy-related employment also rises during the transition. However, appropriate policies are needed to address potential effects on disadvantaged groups.

The transition to a low-carbon, climate-resilient economy (LCE), which involves many steps towards improved energy efficiency, alternative energy sources and transport systems, sustainable land use, eco-friendly consumption and proactive adaptation, may be regarded as the world's fourth revolution, after the industrial revolution, agricultural revolution, and the information revolution. Asia is highly vulnerable to impacts of climate change. Yet because of its dynamic economies and massive populations, Asia offers the greatest opportunity for overcoming the trade-offs and pursuing low-carbon development pathways. With a growing consensus that there is limited time to avoid the worst impacts of climate change, scientists, engineers, policymakers, and economists across Asia have recently begun discussions on how Asia can make a transition to LCE. Most discussions, however, focused on transfer of technologies from developed to developing countries and overlooked other equally important challenges such as financing, governance, and information dissemination. This book is the first to look at these neglected aspects of LCE and attempt to integrate both market-based and technology-based solutions into a comprehensive strategy to creating a roadmap for LCE in Asia. This book is an essential reading for economists, policy makers, practitioners, engineers and researchers concerned with climate change, energy production and development in Asia and the impacts and potential for the world.

Achieving net zero by 2050 requires an energy transition at an unprecedented scale and speed, even as the region must ensure energy security and affordability. The region must also address its vulnerability to climate change as it comprises many countries highly exposed to climate hazards increasing in severity and frequency with global warming. If managed well, the green transformation in Asia and the Pacific will create opportunities for economies not only in the region, but also around the world for inclusive and sustainable growth. The global economy is still far from achieving net zero by 2050, and the Asia and the Pacific region must play its part to deliver on mitigation and adaptation goals. Understanding Asia’s perspectives on the constraints and issues with climate ambitions, climate policy actions, and constraints is central for devising climate strategies to meet climate goals. To this end, this chapter draws on novel surveys of country authorities and public in the region to distill climate ambitions and challenges faced and identify sources of major gaps in achieving mitigation and adaptation goals. Measures to help close the gaps are drawn from policy discussions with country authorities in bilateral surveillance and related studies.

Major carbon-emitting countries or entities such as the European Union, US, Japan, Korea, China, and India have proposed specific timetables for net-zero carbon emissions and carbon neutrality before or at the COP26. Policy-makers around the world would also work closely with scientists, experts, and enterprises seeking appropriate policy instruments such as the development of carbon tax, carbon pricing, carbon sinks, global or regional carbon emission trade schemes, energy transitions, and other carbon-neutral policies moving toward net-zero emission society by the mid of the century. At a time when carbon pricing policies are being formulated, climate change related laws and policies will reshape the global governance and industrial layout during the period of 2021–-2030, and it is critical to move toward energy and industrial transformation, ecological conservation, and sustainable agricultural development.
