Book excerpt: The author seeks to broaden our understanding of the determinants of student achievement among East Asian economies using the TIMSS-R data set and, in the process, to remedy some of the ambiguities in the literature to date. These ambiguities are frequently due to the sparseness of detailed data on students, teachers, and schools. The TIMSS-R data set offers detailed information on these variables, which is not typically available from other sources, allowing the author to isolate the impact of various factors affecting student achievement, while controlling for specific characteristics of the students, teachers, and schools surveyed. The results indicate that the most consistent factors affecting student performance are characteristics associated with students (innate abilities and home resources). Moreover, the author does not find any consistent relationship between the performance of students and school resources or teacher autonomy, both of which are often advocated in the discussion of education reform.

COVID-related school disruptions have only made things worse. Learning poverty -- defined as the percentage of 10-year-olds who cannot read and understand an age-appropriate text -- is as high as 90 percent in several countries. Several large Southeast Asian countries consistently perform well below expectations on adolescent learning assessments. This report examines key factors affecting student learning in the region, with emphasis on the central role of teachers and teaching quality. It also analyzes the role education technologies, which came into widespread use during the pandemic, and examines the political economy of education reform. The report presents recommendations on how countries can strengthen teaching to improve learning and, in doing so, can enhance productivity, growth, and future development in the region.

However, most of them have not yet fully developed the individual, institutional, and system capacities in undertaking necessary education reforms, especially under decentralization and privatization requiring new roles at various (central and local, or public and private) levels of administration and stakeholders. Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries.
