Book excerpt: OBJECTIVES: Establish and develop a network for mutual collaboration in vocational training in Asia and the Pacific through APSDEP. FINDINGS: Prodoc revisions did not embody the above immediate objectives. They contained ambiguities and contradictions resulting from defering views of what was being attempted, and also from shortcomings in the understanding and application of the project design methodology. Two major deficiencies affected the project: (a) the listing of immediate objectives as activities which were not related to the development of the APSDEP network, but more to what APSDEP would do once the network was established; and (b) the lack of a clear distinction between the project and APSDEP. Consequently, APSDEP had no professional staff of its own with obvious implications when the project terminated. Progress in implementing the substantive activities had been satisfactory but uneven. Findings positively affecting implementation include the cooperative attitude of participating countries in creating the network as well as government identification of institutions in the network. Negative influences included lack of funds, difficulty in balancing regional and national requirements, and uneven quality and performance of "focal points" in participating countries.
