Book The ASEAN Regional Forum Asian Security Without an American Umbrella

Download or read book The ASEAN Regional Forum Asian Security Without an American Umbrella written by Larry M. Wortzel and published by . This book was released on 2013-01-31 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are some real problems for ASEAN, not the least of which is how to retain initiative and control as the dialogue expands and new countries are admitted to ASEAN. Canada pushes for formality, Northeast Asian countries push for separate forums, and the United States continues to pursue its policy of "enlargement," which for ASEAN means pressure over human rights. And the United States is trying to tell the ASEAN ministers what countries to admit to the status of dialogue partners. ASEAN's perception is that the United States does not have a post-Cold War policy and strategy. In fact, the ambiguity of U.S. policy has been a major problem, one that was not corrected until the successive rounds of Chinese threats against Taiwan, when Washington finally deployed a decisive naval force of two carrier battle groups off Taiwan as a signal to Beijing that the United States will not stand by to see a military resolution to the political dispute between the Mainland and Taiwan. Although it may not be what ASEAN wants to hear, the U.S. policy and strategy has been set forth reasonably clearly. It is not a single-minded containment strategy. Nor is it a strategy that replaces the Soviet threat with a Chinese threat. China does not threaten the United States at the present time, and U.S. interests are best served by the inclusion of China in a dialogue as a responsible regional actor. The United States seeks to maintain regional stability in the world; seeks to avoid ethnic and religious strife; wants to counter weapons and nuclear, biological, and chemical proliferation; and seeks to advance democracy and human rights throughout the world. Participating in the multilateral dialogues like the ARF is a tenet of the new U.S. policy. The policy is flexible and is designed to bring the nations of the world into the international community. The strategy to implement the policy has political, military, and economic components that permit Washington to employ U.S. power and pursue U.S. interests in a measured way. There is a plan of application for the regional interests of the United States and the existence of the ARF advances those interests. The United States is engaged and involved in Asia. Dialogue may not work, and exercises are demon-strations of military force. If the ARF is to be more than a venue for communication and dialogue on transparency, it is really up to ASEAN to make it so. If ASEAN is afraid of the Chinese "Dragon," ASEAN must continue to engage China or must confront China on issues either as a body or as individual states. However, the "slow dance" in Bangkok in July 1994 failed to keep the Chinese from seizing another part of the Spratlys in February 1995, when Beijing took over Mischief Reef. Perhaps the ASEAN states would do well to review again the U.S. policy, which permits pressure through a variety of levers: economic, political, military, and even ideological. With such strong economies but weak militaries, there could still be a way to tame the "Dragon" through economic pressure. China depends heavily on investment to prop up its regime and stabilize economic growth. In the final analysis, however, as Indonesian strategist Dewi Fortuna Anwar pointed out, fundamentally, the "Dragon" respects strength.

Book Cooperative Security in the Asia Pacific

Download or read book Cooperative Security in the Asia Pacific written by Haacke J??rgen and published by . This book was released on 2010 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers the most comprehensive analysis yet of the ASEAN Regional Forum (ARF), which remains the foremost dialogue forum for the promotion of cooperative security in the Asia-Pacific. Contributors focus on the perspectives and roles of the key players in the ARF – ASEAN, the United States, China, Japan, and Australia – and discuss to what extent these participants have shaped the Forum's institutional development and affected its achievements and prospects against the backdrop of the evolving regional security architecture. They also examine in depth how participants have used the Forum to respond to a range of important transnational security issues and challenges, including terrorism and maritime security, as well as disaster relief. This work also explores how, despite the difficulties in reaching a new consensus regarding the collective pursuit of preventive diplomacy, some activist participants have succeeded in bringing about a notable, albeit incipient, 'practical turn' in the ARF's security cooperation. This book will appeal to students of South-East Asian Politics, Asian Security Studies and International Relations in general.

Book Security and Sustainable Development in Myanmar

Download or read book Security and Sustainable Development in Myanmar written by Helen James and published by Routledge. This book was released on 2006-09-27 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Helen James considers security in Myanmar/Burma. She uses the ideas put forward in the United Nations Development Programme's 1994 report, of human, as opposed to state and security, going on to argue that freedom from want, and freedom from fear (of the regime) are in fact mutually supportive ideas, and that the security of the people and the security of the state are in fact in a symbiotic relationship with each other. Presenting new and significant information of the security concept of Myanmar/Burma, James’ original work considers economic development, health, education, environmental issues, the drugs trade, human rights, minority peoples and political, social and economic reforms, arguing that improved governance, the development of civil society and economic development would both strengthen the state and ensure the security and well-being of its citizens.

Book Constructing Regional Security

Download or read book Constructing Regional Security written by W. Durch and published by Springer. This book was released on 2016-04-30 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this book William Durch examines conventional weapons proliferation since World War II, the role of arms transfers in fueling regional conflict, and prospects for curbing the global arms trade. Noting that supply side arms control efforts, which seek to constrain the companies and countries that produce and distribute major conventional weapons, have a poor international track record, Durch argues for a broader approach that tries to get at the demand side of the equation. Addressing the political and regional dynamics that impel arms acquisitions, he looks at how arms control might be combined with confidence and security-building measures to contain demand, and how value-based arms trade control measures like 'codes of conduct' could be implemented in stepwise fashion consistent with US national interests in regional stability.

Book Building the Asia Pacific

Download or read book Building the Asia Pacific written by Kuniko P. Ashizawa and published by . This book was released on 2005 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States and Japan supported the creation of Asia-Pacific multilateral institutions, first in the economic realm (Asia-Pacific Economic Cooperation) and then in the security (the ASEAN Regional Forum), after having comfortably tolerated a conspicuous absence of such regional arrangements for more than four decades. In both cases of regional institution-building, Japan was an early proponent of the idea to create these regional groupings, taking unusually active diplomatic initiatives. The United States, on the other hand, took little initiative in the first stage, initially responding indifferently or negatively to the institution-building proposals. Yet, at one point, it started to favor the proposals, and eventually, participated in both cases of institution-building. Given these characteristics of the two countries' attitudes, the chief question addressed is: Why did Japan and the United States each exhibit such distinctive behavior patterns across the two institution-building cases of APEC and the ARF, despite obvious sectoral differences---economic and security---between the two regional institutions?

Book The New US Strategy towards Asia

Download or read book The New US Strategy towards Asia written by William T Tow and published by Routledge. This book was released on 2014-12-17 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Barack Obama’s "rebalancing" or "pivot" strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China – engagement with, and containment of – and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America’s regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States’ exercise of power and influence in the region.
