Book excerpt: "Inflows of foreign direct investment (FDI) in ASEAN increased by 42 per cent in 2021 to $174 billion, the pre-pandemic record level (figure 1). The rebound underscores the resilience of the region, which has been battered by successive waves of the pandemic. The recovery in ASEAN compares favourably with the 30 per cent average growth in developing economies (WIR 2022). Six Member States recorded a rise in inflows and in two, inflows remained flat. This contrasted with the situation in 2020 when only two Member States recorded a rise. ASEAN remained a top recipient of FDI in developing regions (second after China in 2021) and continued to be an engine of growth. The region0́9s share of global FDI inflows rose from a pre-pandemic annual average of 7 per cent in 20110́32017, to 11 per cent in 20180́32019, to 12 per cent in 20200́32021. Strong inflows pushed up FDI stock in the region to $3.1 trillion, an increase of 72 per cent from 2015 ($1.8 trillion)"--ASEAN Secretariat.

Book excerpt: The past two years (2019 and 2020) were exceptional for ASEAN in terms of foreign direct investment (FDI): 2019 saw the region0́9s highest-ever inflows, at $182 billion 0́3 making ASEAN the largest recipient of FDI in the developing world 0́3 and 2020 saw the unprecedented impact of the COVID-19 pandemic, with a 25 per cent fall in FDI, to $137 billion (figure 1). The decline followed lockdown measures, supply chain disruptions, falling corporate earnings, successive waves of the pandemic, economic uncertainty and postponement of investment by multinational enterprises (MNEs). Investment activity in the region shrank across all types. Announced greenfield investment declined by 17 per cent to $68 billion, international project finance fell by 21 per cent to $53 billion, and cross-border mergers and acquisitions (M&As) recorded a precipitous dive from $9.8 billion in 2019 to -$4.7 billion.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: The establishment of the ASEAN Economic Community (AEC) at end-2015 has brought into sharp focus the issue of financial and economic integration in the region. This paper takes stock of ASEAN’s financial integration and prospects. ASEAN integration could accelerate in the years ahead; it will likely be a safe, gradual process consistent with the “ASEAN way” of consensus decision-making. Properly phased and sequenced, closer financial integration has the potential to help increase real incomes and accelerate real convergence within ASEAN and narrow the region’s gap with advanced Asia. Realizing the promise of financial integration will require ASEAN countries to make long-term investments in financial infrastructure. Policymakers can draw on the experience of their more advanced peers and of other regions. Gradualism and safeguards should not be excuses for inaction or financial protectionism. Reliance on flexible policy frameworks and a strengthened and tested regional financial safety net should be part of the agenda. Closer engagement with the Fund could also help.

Despite this, the causes and consequences of multinational firm activity are little understood and until recently relatively unexamined in the theoretical literature. This CESifo volume fills this gap, examining the multinational enterprise (MNE) and foreign direct investment (FDI) from both theoretical and empirical perspectives. In the theoretical chapters, leading scholars take a wide range of modern analytical approaches--from new growth and trade theories to new economic geography, industrial organization, and game theory.
