Book excerpt: In November 2008, Center for Asia-Pacific Area Studies (CAPAS), Academia Sinica, Taiwan, the ASEAN Studies Centre (ASC), Institute of Southeast Asian Studies (ISEAS), Singapore, and the Taiwan Institute of Economic Research (TIER) organized a symposium in Taipei on ASEAN-Taiwan economic relations. The symposium concluded that while a free trade agreement between Taiwan and ASEAN was not, for political reasons, possible at the moment, Taiwan businesses could take part in the ASEAN regional integration process. Involvement in ASEANs production chain would give Taiwanese enterprises access to other markets Australia, New Zealand, India, Japan, etc. The symposium also concluded that to strengthen ASEAN-Taiwan relations, a Taiwan-ASEAN business council could be formed among Taiwanese companies doing business in ASEAN. However, ASEAN needed to provide the appropriate environment including schools and medical facilities for Taiwanese investors and managers. Information on ASEAN countries and doing business in them should be readily available, especially in Chinese, as many Taiwanese investors had limited grasp of the English language.

Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the long-term challenges for trade and foreign direct investment (FDI) of the Association of Southeast Asian Nations (ASEAN). The region has emerged as an important production base for multinational corporations by joining East Asia's supply chains. While proceeding to establish the ASEAN Economic Community (AEC) by the end of 2015, ASEAN has also forged five major free trade agreements (FTAs) with its dialogue partners (People's Republic of China, India, Japan, Republic of Korea, and Australia-New Zealand) and is currently negotiating the Regional Comprehensive Economic Partnership (RCEP). In addition, four ASEAN member states are working on the Trans-Pacific Partnership (TPP) negotiations. Econometric evidence suggests that (i) trade flows and inward FDI mutually reinforce each other, i.e., an increase in trade flows stimulates inward FDI and vice versa; (ii) a larger market attracts more inward FDI; (iii) FTAs tend to help stimulate inward FDI; and (iv) strong institutions, good physical infrastructure, and low costs of doing business are critical in boosting inward FDI. The paper concludes that in the long run ASEAN should aim to further integrate itself with the rest of Asia and the world (through a Free Trade Area of the Asia-Pacific and an Asia-Europe FTA), while substantially deepening its internal integration (by moving from the AEC to a customs and economic union) and thereby maintaining ASEAN centrality.

The integration of logistics is important for deepening economic integration in ASEAN as it facilitates the movement of goods, services and people within and across countries, among producers and from producers to consumers. In view of its importance, ASEAN has identified logistics as one of its priority integration sectors. It has also developed a Connectivity Master Plan and a Strategic Transport Plan, where logistics plays an important role. This book examines the current state of services liberalization in the ten ASEAN economies. It also assesses the FDI enabling environment and the extent of FDI liberalization in the logistics sector as well as the liberalization challenges encountered in each of the ASEAN economies. The book, thus, provides a comparative picture of services liberalization as well as the state of logistics liberalization and development in each of the ten ASEAN member countries. All these have important bearings on deepening ASEAN economic integration for 2025 and beyond.

This paper takes stock of ASEAN’s financial integration and prospects. ASEAN integration could accelerate in the years ahead; it will likely be a safe, gradual process consistent with the “ASEAN way” of consensus decision-making. Properly phased and sequenced, closer financial integration has the potential to help increase real incomes and accelerate real convergence within ASEAN and narrow the region’s gap with advanced Asia. Realizing the promise of financial integration will require ASEAN countries to make long-term investments in financial infrastructure. Policymakers can draw on the experience of their more advanced peers and of other regions. Gradualism and safeguards should not be excuses for inaction or financial protectionism. Reliance on flexible policy frameworks and a strengthened and tested regional financial safety net should be part of the agenda. Closer engagement with the Fund could also help.
