Book excerpt: In its 40 years of existence, the Association of Southeast Asian Nations (ASEAN) has played well above its collective weight in world politics, though its reputation for effective diplomacy was seriously tarnished by an inability to resolve the region's 1997- 98 financial crisis and other political challenges in the 1990s, including East Timor's secession from Indonesia, annual forest fire haze from Indonesian Borneo that creates a regional public health hazard, and the 1997 Cambodian coup that overturned an ASEAN-endorsed election. The primary explanation for ASEAN's political weakness has been its attachment to the principle of noninterference in its members' domestic affairs. Much of ASEAN's political effort in the early 21st century is devoted to overcoming this weakness. The primary impetuses for ASEAN moving beyond sovereignty protection are transnational challenges, particularly terrorism, the exploitation of ocean resources, and maritime security, all of which require international cooperation. Secessionists from southern Thailand and the southern Philippines flee to northern Malaysia and Borneo respectively; illegal arms trafficking moves from Cambodia and Thailand to insular Southeast Asia; and radical Islamists go back and forth between Indonesia and the Philippines. Porous borders, suspicious border guards, inadequate coast guards, and armed forces that rarely collaborate beyond bilateral exercises are all counterproductive with respect to transnational challenges. ASEAN states are attempting to overcome these deficits. Trilateral maritime cooperation in the Malacca Strait by its littoral members (Singapore, Malaysia, Indonesia) to patrol for pirates and terrorists receives technical assistance from Japan and the United States. Anti-terrorist collaboration has expanded through ASEAN states' law enforcement and intelligence communities, with significant technical support and training from the United States and Australia. Moreover, in 2007 ASEAN tabled a draft charter that alters the association's noninterference principle and, for the first time, promotes democracy as a regional goal. On broader security matters, ASEAN declared Southeast Asia to be a nuclear weapons free zone via treaty in 1995. Concerned about nuclear weapons proliferation in Northeast and South Asia, ASEAN desired to separate itself from the nuclear standoffs of its Asian neighbors. Moreover, ASEAN sees the nuclear free zone treaty to be an extension of its 1976 Treaty of Amity and Cooperation (TAC) that prohibits the use of force in settling international disputes. Signing the TAC has become the prerequisite for joining Asia's latest security discussion forum, the East Asia Summit (EAS) which held its first annual meeting in December 2005. Inspired by ASEAN and its Northeast Asian partners (the Republic of Korea [ROK], Japan, and China), India, Australia, and New Zealand have also joined, but so far not the United States. Some in Washington are concerned that ratifying the TAC could limit U.S. military actions in the Pacific, though the treaty's advocates point out that America's closest Asian allies-Japan, the ROK, and Australia-are EAS members and do not believe their security obligations toward the United States have been jeopardized.

The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. Book excerpt: Triangular relations which frame China and Japan as two sides of an isosceles triangle usually focus on the United States as the significant third side. This edited book examines another relatively underexplored set of triangular relations—those between China, Japan and Southeast Asia. The region, comprised of eleven small and medium-size states, is often considered inconsequential in the tempestuous world of international politics where political clout, economic prowess, military strength and soft power matter most. Often seen as easily dominated by extra-regional great powers, this volume reconsiders the region’s relationship with China and Japan, their two Asian neighbours to the northeast which also happen to be the world’s second and third largest economies. While China and Japan do compete for turf in Southeast Asia, states in the region do not perceive themselves as strategic pawns of these two great Asian powers but instead as proactively engaging China and Japan in the region. The country-specific case studies of this book collectively support the thesis that the Southeast Asian states actively seek to manoeuvre between China and Japan for their own advantage and at the same time grapple with developments in Northeast Asia through regional integration efforts. Some predictions assumed the emerging unipolarity of the liberal world order would end neutrality policies in East and West, but, as this volume shows, this was not the case. While some traditional Cold War neutrals like Sweden and Finland have been edging closer to security alignment with western institutions, there are others like Austria, Switzerland, Ireland, and Malta that remained committed to their traditional nonaligned foreign policy approaches.
