Drawing on interviews, colonial correspondence, and early government records to document the genesis of two of the twentieth century's most celebrated independence movements, Maya Tudor refutes the prevailing notion that a country's democratization prospects can be directly attributed to its levels of economic development or inequality. Instead, she demonstrates that the differential strengths of India's and Pakistan's independence movements directly account for their divergent democratization trajectories. She also establishes that these movements were initially constructed to pursue historically conditioned class interests. Book excerpt: This edited book complements and follows up on the book, Thompson and Volgy et al, Regions, Power and Conflict: Constrained Capabilities, Hierarchy, and Rivalry. It is predicated in part on the paucity of published material available on comparing regional international politics. Monadic, dyadic, and systemic approaches all have their uses and have been exploited extensively. The same cannot be said about comparative regional analysis. The premise is that a great deal of international politics takes place within regional parameters. Most states simply lack the capability or interest in devoting many resources to extra-regional affairs. Yet each region is distinctive. In some, military coups remain common while they have died out as a form of political practice in others. A few have been highly conflictual and then become more pacific, while others persist in their conflict intensity. Some have powerful neighbors with intervention tendencies, while others are surrounded by relatively weak states. Some are rich; others are poor. The point is that regions, all with proper names, have attributes that can be harnessed through comparison to explain why regional behavior differs greatly across the planet. The aim is to replace the proper names with the leading variables that appear to drive behavior. For instance, to shrug and say “that’s the Middle East for you” does not take us very far. Replacing the Middle East label with conceptualization about how a set of small, weak, autocratic states behave subject to high penetration by major powers might take us farther than shrugging off regional identity. We have good reasons to think that comparative regional analysis can deliver an explanatory value-added product just as much as alternative “levels of analysis” can. Ultimately, we might desire to integrate separate levels of analysis, rather than segregating them. But in the short term, we need to encourage comparative regional analysis because it is the least developed perspective. Why that might be the case can be debated, but it stems in part from our disciplinary tendencies for some analysts to specialize in regional behavior largely in a descriptive vein while others prefer to focus on explaining universal behavior. Comparative regional behavior tends to be squeezed out by regional scholars who suspect generalization about behavior and universal scholars who suspect particular contexts such as regions. Comparative regional analysis requires analysts who are willing to explore generalization but acknowledge regional contexts more explicitly than is customary. At the same time, more general substitutes for those regional labels must be introduced if explanatory headway is to be achieved.

Book excerpt: Naval modernization is an extremely expensive, time-consuming, and a relatively rare phenomenon. Scholars have proposed various arguments to explain this process ranging from bureaucratic politics, to nationalism, and to the security dilemma. The Nexus of Naval Modernization in India and China demonstrates that from 1990 until 2020, the primary driver of naval modernization resulted from a strategic rivalry. Key to strategic rivalries is perceived threat perceptions that cause decision makers to prepare for worst-case scenarios when trying to decipher their enemy's behaviour. When a state believes it is threatened by a rival's naval power it is likely to pursue its own form of naval modernization for self-protection. Importantly, rivalries do not exist in a vacuum and are frequently linked. This project will reveal how the interconnected nature of rivalries can also cause naval modernization. Through a close examination of scholarly works, government documents, and in-depth focused interviews with experts based in India, China, Australia, and the U.S. Colley argues that while strategic rivalry is not the only driver of naval modernization, it is the most compelling explanation. Other arguments are frequently embedded within the strategic rivalry model and thus are best seen as only partial drivers. This study contributes to the rivalry research program as well as the policy and security studies literatures.

Book excerpt: This book project studies the variation of sovereignty in international order by analysing how the general model of sovereignty is localised in the political practice of two major non-Western rising powers, namely China and India. It aims to investigate how the sovereignty of these states is constituted, which includes the question of how sovereignty works and becomes constituted in specific contexts and cases that fall outside the discourses and positions of the so-called Westphalian (conservative, absolutist) sovereignty that is dominantly advocated by these two states on a global level. The core of this project explores specific contested cases and situates them vis-à-vis the broader approaches of China and India to sovereignty. I specifically analyse four particular cases: China’s approach to sovereignty in relation to Hong Kong and Taiwan and India’s approach to sovereignty in relation to Bhutan and Kashmir. In doing so, I will illustrate that sovereignty is a flexible and plastic phenomenon which can be intertwined with principles, models or practices that are usually seen as divergent from or contradicting sovereignty; for example, those that derive from China’s and India’s imperial and colonial history.
