After decades of landscape gutting and community resistance, mine developers and their allies are facing new challenges. The outcomes of the anti-mining pushback have varied, as increasing payments, episodic repression, and international pressures have deflected some opposition. But operational space has been narrowing in the extractive sector, as evidenced by the growing adoption of mining bans, moratoria, suspensions, and standoffs. This book tells the story of how that happened. In Breaking Ground, Rose J. Spalding examines mining conflict in new extraction zones and reactivated territories--places where "mining as destiny" is a contested idea. Spalding's innovative approach to the mining story traces the construction of mine-friendly rules in up-and-coming mining zones, as late-comers gear up to compete with mining giants. Spalding also excavates the tale of mining containment in countries that have turned away from the extraction model. By challenging deterministic assumptions about the "commodities consensus" in Latin America, Breaking Ground expands the analysis of resource governance to include divergent trajectories, tracing movement not just toward but also away from extractivism. Spalding explores how people living in targeted communities frame their concerns about the impacts of mining and organize to protect local voice and the environment. Then she unpacks the emerging array of policy responses, including those that encompass national level mining rejection. Breaking Ground takes up a timeless set of questions about the interconnection between politics and the environment, now re-examined with a fresh set of eyes.

Book excerpt: Public violence, a persistent feature of Latin American life since the collapse of Iberian rule in the 1820s, has been especially prominent in Central America. Robert H. Holden shows how public violence shaped the states that have governed Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Linking public violence and patrimonial political cultures, he shows how the early states improvised their authority by bargaining with armed bands or montoneras. Improvisation continued into the twentieth century as the bands were gradually superseded by semi-autonomous national armies, and as new agents of public violence emerged in the form of armed insurgencies and death squads. World War II, Holden argues, set into motion the globalization of public violence. Its most dramatic manifestation in Central America was the surge in U.S. military and police collaboration with the governments of the region, beginning with the Lend-Lease program of the 1940s and continuing through the Cold War. Although the scope of public violence had already been established by the people of the Central American countries, globalization intensified the violence and inhibited attempts to shrink its scope. Drawing on archival research in all five countries as well as in the United States, Holden elaborates the connections among the national, regional, and international dimensions of public violence. Armies Without Nations crosses the borders of Central American, Latin American, and North American history, providing a model for the study of global history and politics. Armies without Nations was a CHOICE Outstanding Academic Title for 2005.

Luego restableció la vigencia de los capítulos de garantías nacionales, individuales y sociales de la Constitución de 1871. El 3 de septiembre de 1948, la Junta convocó a elecciones para una Asamblea Constituyente. Esta entró en funciones el 15 de enero de 1949, reconoció como presidente a Otilio Ulate y dispuso que éste ejerciera la primera magistratura de 1949 a 1953. Durante 1949, la Junta Fundadora de la Segunda República nombró una comisión de juristas para preparar un proyecto de Constitución. Tras estos pasos, el 7 de noviembre de 1949, la Asamblea aprobó esta Constitución política de Costa Rica de 1949, que es la actualmente vigente.
