It appears fundamea that the social effects attributed to previously constructed highways should be considered when a new highway or relocation of an existing highway is being planned. The requirement for public hearings on route location is a recognition of the need for consideration of highway effects, social as well as economic. At such hearings, socio-economic questions may loom large; for example, the likely effect of a highway relocation on schools, local government services, and residential areas may be of great concern to those that will be affected.
