Book excerpt: On 1 May 1 2004, after a 14-year transitional period from central planning to market economics, eight Central and Eastern European (CEE) countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia) became members of the European Union (EU). Bulgaria and Romania are preparing for accession and are expected to join in 2007. Croatia submitted its application for membership in 2002 and Macedonia in 2004. Part One of this paper presents an overall analysis of the situation and development of producer groups and farmer cooperatives across the CEE countries, including the new EU members, the applicant countries and Balkan states alike. Part Two provides a case study of FAO's experiences and lessons learned with technical assistance programmes and projects in the subregion. The example presents a number of practical suggestions as to how development organisations, governments, donors and advisers might be best able to facilitate the formulation and implementation of policies and strategies that promote the further development of more autonomous and financially sustainable producers' organisations and cooperatives in CEE countries.

Book excerpt: This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

David Cottington examines the cubist movement and sets it within the complex political, economic, and cultural forces of pre-World War I France. Cubism, as a part of the Parisian artistic avant-garde, played an integral role in the turbulent Belle Epoque. The author focuses on cubisms relation to the particular discourses?of nationalism, aestheticism, gender, the social purpose of art?that gave meaning to the experience of modernity in Paris in the decade before the war. In Part I of the book, the author discusses the "cubist conjuncture," the years that followed the collapse of the Bloc des Gauches. The Bloc, more than a parliamentary alliance, represented an effort of collaboration between the liberal middle class and sectors of the working class led by Parisian intellectuals and artists (future cubists among them). In the wake of the Blocs failure, workers withdrew into trade unionism and artists into aesthetic avant-gardism. Cottington analyzes this consolidation of the artistic avant-garde, its relation to the expanding dealer-centered art market, and the dominant and counter discourses of the day. In Part II, he considers specific aspects of cubist art and the cubist movement?from the conservative modernism of the paintings of Le Fauconnier and Gleizes to the aestheticism of Picassos papiers-collés to the collective architectural and interior design project of the "cubist house." These examples and others, Cottington concludes, reveal cubism as a contradictory and unstable constellation of interests and practices, sometimes complicit with dominant social and political forces, sometimes opposed to them, but in every case shaped by them.

Lesbian, Gay, Bisexual, Transgender, and Intersex rights are heavily contested across the globe, with over 70 countries criminalizing same-sex relations and at least 10 imposing the death penalty. The book details how the EU, based on different member state positions, attempts to jointly formulate and implement guidelines for the external promotion of LGBTI rights. It also problematizes the various normative and policy-based Eurocentric prescriptions to further these rights. Drawing on an international political sociology framework infused with queer theoretical thought, the author investigates the apparent normative tensions emerging from Europe’s promotion of LGBTI rights as liberal human rights and the ensuing pushback by culturally and politically conservative states. He examines the compatibility of EU institutional and member states’ conceptions of LGBTI rights and the more general question of the EU’s normative agenda-setting power on the world stage. He then explores the external policy areas in which LGBTI rights promotion is formulated and diffused – namely in development and foreign aid, in enlargement and neighbourhood policies, and in other international organizations. In conclusion, the author suggests viewing the contention surrounding LGBTI rights within broader governance contexts, and thus reimagining rights promotion in a more holistic manner. This book will be of great interest to students and scholars of LGBTI and Human Rights, European Politics, and International Relations.
