Trainers and educators throughout the Army will also use this manual. Effective tactical communications requires the management of keys, devices and other COMSEC material management at the lowest echelon possible, while maintaining the highest level of physical security for the equipment and material. Managers and operators must be capable of handling contingencies such as emergency key supersession, equipment failures, and removing or eliminating the key with minimal equipment outages. The need for security cannot override the basic requirement to communicate; the Army must balance these requirements. ATP 6-02.75 consists of eight chapters- Chapter 1 defines COMSEC, addresses equipment maintenance and the destruction of COMSEC material. This chapter also addresses the roles and responsibilities for civilian and military personnel providing COMSEC. Chapter 2 provides Electronic Key Management System (EKMS) and Army Key Management System (AKMS) overview. This chapter also discusses modern keys and end cryptographic unit (ECU) interface specifications. Chapter 3 addresses distribution planning, distribution execution, over the air rekeying, encrypted (Black) key distribution, encrypted key operations, and transfer key encryption key (TrKEK) management. This chapter includes joint/North Atlantic Treaty Organization/coalition operations, and exercise and deployment COMSEC support. Chapter 4 describes hand receipting COMSEC material, issuing keys to local element, key management system certificate management, compromise recovery, and managing two-person integrity for COMSEC support. Chapter 5 addresses cryptographic network planning and signal operating instructions loadset management. Chapter 6 addresses ECU software upgrade planning and periodic tamper checks of ECUs. Chapter 7 includes identifying controlled cryptographic items, transfer of controlled cryptographic items between Army and Navy accounts, transfer of controlled items between Army and Air Force or other service or agency, and transfer of controlled items from Department of the Army (DA) activity address code accounts. Chapter 8 provides an overview of the KMI capabilities to include roles and responsibilities.

The Army is in the process of replacing SARSS with a web-based enterprise resource planning system called Global Combat Support System - Army thereby making nearly all of the FM 10-15 information obsolete. FM 10-15 provided information for supply officers and leaders in petroleum, water, technical supply as well as supply support activities. Each of these functions is being addressed in separate Army techniques publications making it no longer necessary to address in ATP 4-42.2, Supply Support Activity Operations. FM 10-15 had two sections: Part 1: Supply Officers and Leaders. This section contains information for supply operations officers, supply platoon leaders, petroleum platoon leaders and technical supply officers. With few exceptions, the information presented is operator level procedures rather than management level business practices. Part 2: Supply Operations. This section contains in-depth information on filling out manual forms and data entry screens for Direct Support Unit Standard Supply System and Standard Army Retail Supply System -Interim. ATP 4-42.2 focuses on what Soldiers do rather than on the flow of digital information within the logistics automation systems. ATP 4-42.2 also focuses on aviation specific and multi-class supply support activity operations rather than specific commodity supply points. This ATP does not address management or handling of class III (bulk) or class V. Significant topics of this ATP are as follows: Chapter 1 explores the broad supply mission, supply and storage, support requirements, organizational relationships and roles/responsibilities. Chapter 2 explains the principles of establishing a supply point. Chapter 3 provides information on sustainment operations in a deployed environment. Chapter 4 offers insights for redeploying the supply support activity.

How the Army manages information and facilitates the movement of knowledge has changed dramatically in recent years. This includes the growth of KM within the Army and refinement of associated technology-both hardware and software. Recognizing that the ability to efficiently manage knowledge is essential to effective mission command, the Army authorized the Army Knowledge Management Qualification Course (AKMQ-C), with additional skill identifier (ASI) to prepare Soldiers for KM's complex challenges. KM sections at brigade through theater army headquarters now work with commanders and staffs to help manage knowledge within their organizations; bridging the art of command and the science of control through KM. KM can be summarized in the phrase "Know, Show, Grow!" Know = tacit "head knowledge"; Show = knowledge that is written down and documented (explicit knowledge) to be shared with others; Grow = collaboration toward innovation which sparks new knowledge. What individuals and small elements know that could help others cannot be widely shared without the means to share it. The sheer volume of available information makes it difficult to identify and use that which is relevant. Knowledge management provides the means to efficiently share knowledge, thus enabling shared understanding and learning within organizations. To do this, KM creates, organizes, applies, and transfers knowledge and information between authorized people. It seeks to align people, processes, and tools-to include information technology-within the organization to continuously capture, maintain, and re-use key information and lessons learned to help units learn and adapt and improve mission performance. KM enhances an organization's ability to detect and remove obstacles to knowledge flow, thereby fostering mission success. Because collaboration is the key contributor to KM, it is imperative that everyone be involved in the process, from the generating force that trains and sustains the Soldier to the operating force, which ensures Soldiers survive and thrive every day in every circumstance or location. The contributions of everyone are important because anyone may be the source of an idea that may become the catalyst for a solution that accomplishes missions and saves lives. Though the focus of this document is operations, KM can be used by organizations and individuals to accomplish many tasks. This manual and its successors are intended to provide the guidance on how to use KM successfully to benefit Soldiers at the tip of the spear as well as commanders and staff, in present and future operational environments, in an era of persistent conflict. This manual, "Knowledge Management Operations," provides doctrinal knowledge management (KM) guidance. It provides doctrine for the organization and operations of the KM section, and establishes the doctrinal principles, tactics, techniques, and procedures necessary to effectively integrate KM into the operations of brigades and higher. FM 6-01.1 applies to KM activities in Army headquarters from brigade through Army service component command. ("Brigade" includes brigade combat teams, support brigades, functional brigades, and multifunctional brigades.) It applies to the KM section as well as to commanders, staffs, and Army leaders who will have a role in improving KM effectiveness or implementing KM procedures in their organizations. FM 6-01.1 applies to the Active Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve unless otherwise stated. The Army currently leads the effort to develop doctrine for KM; thus Army headquarters serving as the headquarters of a joint force land component command or joint task force may adapt this field manual with appropriate modifications until joint doctrine or guidance is provided.
