Trainers and educators throughout the Army may also use this publication. This publication applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. This publication contains four chapters and six appendixes- Chapter 1 provides an overview of spectrum management operations, states the objectives, and describes spectrum management operations core functions. Chapter 2 discusses spectrum management operations support and input to the military decision making process and briefly describes the common operational picture. Spectrum managers provide support at every step of the military decision making process. Chapter 3 links Army spectrum management operations to the warfighting functions, describes how spectrum management operations support, and enables commander's efforts as they exercise command and control. Appendix A describes the electromagnetic spectrum manager task list and each supporting sub-tasks. This appendix also contains flow charts that show the collaboration process between electromagnetic spectrum managers and the CEMA element. Appendix B provides basic electromagnetic physics and underlying principles of the electromagnetic spectrum. Appendix C provides spectrum management tools, to include their compatibilities and capabilities to meet spectrum management operations critical tasks. These network centric systems are in many cases linked and accessible through Non-classified Internet Protocol Router Network (NIPRNET) and SECRET Internet Protocol Router Network (SIPRNET). Appendix D introduces the 12-step spectrum management lifecycle. This process serves as a guide to follow in establishing a functional and efficient spectrum management program. The lifecycle encompasses the complete process of providing spectrum management operations support to the commander and is applicable to all spectrum managers regardless of duty location. The Army spectrum management lifecycle utilizes the joint task force lifecycle adapted for the Army spectrum manager. Appendix E provides the reader with an overview of the military time zone designators. This appendix describes time zones for civilian and military uses. The chart, included in this appendix, provides a valuable tool to reference time zones in all parts of the world. Appendix F describes spectrum information and products necessary at the corps and joint task force levels. Spectrum managers are located within three organizations in a joint task force: the joint frequency management office, the joint electromagnetic spectrum operations cell, and joint spectrum management element. These agencies have a wide variety of inputs, collaboration, and products. This chapter shows input and products from different joint agencies displayed in table format.

The Army's approach to logistics has changed significantly since FM 10-15 was published in 1990. The Army is in the process of replacing SARSS with a web-based enterprise resource planning system called Global Combat Support System - Army thereby making nearly all of the FM 10-15 information obsolete. FM 10-15 provided information for supply officers and leaders in petroleum, water, technical supply as well as supply support activities. Each of these functions is being addressed in separate Army techniques publications making it no longer necessary to address in ATP 4-42.2, Supply Support Activity Operations. FM 10-15 had two sections: Part 1: Supply Officers and Leaders. This section contains information for supply operations officers, supply platoon leaders, petroleum platoon leaders and technical supply officers. With few exceptions, the information presented is operator level procedures rather than management level business practices. Part 2: Supply Operations. This section contains in-depth information on filling out manual forms and data entry screens for Direct Support Unit Standard Supply System and Standard Army Retail Supply System -Interim. ATP 4-42.2 focuses on what Soldiers do rather than on the flow of digital information within the logistics automation systems. ATP 4-42.2 also focuses on aviation specific and multi-class supply support activity operations rather than specific commodity supply points. This ATP does not address management or handling of class III (bulk) or class V. Significant topics of this ATP are as follows: Chapter 1 explores the broad supply mission, supply and storage, support requirements, organizational relationships and roles/responsibilities. Chapter 2 explains the principles of establishing a supply point. Chapter 3 provides information on sustainment operations in a deployed environment. Chapter 4 offers insights for redeploying the supply support activity.

It may also serve as a reference for the development and refining of training and exercises, but shall not supersede Service policy. The principal audience for this multi-Service publication is for CBRN responders who plan and conduct CBRN CM operations in domestic, foreign, or theater operational environments, to include military installations. Department of Defense (DOD) personnel responding to a CBRN incident may be responsible for CBRN CM and/or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides a reference for planning, resourcing, and executing CBRN CM in support of domestic or foreign agencies responding to a CBRN incident. This multi-Service publication incorporates the CM guidance and framework identified in JP 3-40 and JP 3-41. The previous multi-Service tactics, techniques, and procedures (MTTP) also discussed the CBRN aspects of CM as it related to the Federal Response Plan, which was the current guidance at that time. This MTTP provides information on the National Response Framework (NRF), which replaced the National Response Plan (now obsolete) in 2008. The NRF aligns federal coordination structures, capabilities, and resources into a unified, all-discipline, and all-hazards approach to domestic incident management. This manual now complies with the NRF, as appropriate. This publication is designed for use at the tactical level, but has implications at the operational and strategic level for CBRN CM operations supporting strategic objectives. The document will support command and staff planning in preparing for and conducting CBRN CM operations. This manual focuses on DOD support to domestic or foreign CBRN CM operations and a companion reference, TM 3-11.42/MCWP 3-38.1/NTTP 3-11.36/AFTTP 3-2.83 addresses the CBRN defense response on a DOD installation. The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from JP 3-11, JP 3-40, and JP 3-41 for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. During operations, this publication is subordinate to current joint publications addressing this topic.

Rather than establishing a set of hard and fast rules, the objective of doctrine is to foster initiative and creative thinking. To this end, FM 3-06 discusses major Army operations in an urban environment. This environment, consisting of complex terrain, a concentrated population, and an infrastructure of systems, is an operational environment in which Army forces will operate. In the future, it may be the predominant operational environment. Each urban operation is unique and will differ because of the multitude of combinations presented by the threat, the urban area itself, the major operation of which it may be part (or the focus), and the fluidity of societal and geopolitical considerations. Therefore, there will always exist an innate tension between Army doctrine, the actual context of the urban operation, and future realities. Commanders must strike the proper balance between maintaining the capability to respond to current threats and preparing for future challenges.
