This publication replaces FM 6-02.70, Army Electromagnetic Spectrum Operations and introduces the subject in the form of an Army techniques publication. Aligned with FM 6-02, Signal Support to Operations and FM 3-38, Cyber Electromagnetic Activities, this publication provides the Army's current doctrine with regard to spectrum management operations. ATP 6-02.70 contains updated doctrinal information and makes numerous changes to the information found in FM 6-02.70. The most significant change is the introduction and use of the acronym SMO (spectrum management operations), introduced in FM 6-02, Signal Support to Operations. This change provides less confusion to Soldiers and legitimizes the acronym already in use within the spectrum community. The content in ATP 6-02.70 aligns with FM 6-02.70 however, changes to current Army doctrine and the Army's emphasis on cyber electromagnetic activities prompted new terminology. This publication contains five chapters and five appendixes- Chapter 1 provides an overview of spectrum management operations, states the objectives, and describes spectrum management operations core functions. Chapter 2 discusses spectrum management operations support and input to the military decisionmaking process and briefly describes the common operational picture. Spectrum managers provide support at every step of the military decisionmaking process. Chapter 3 links Army spectrum management operations to the warfighting functions, describes how spectrum management operations support, and enables commander's efforts as they exercise mission command. Chapter 4 describes spectrum information and products necessary at the corps and joint task force levels. Spectrum managers are located within three organizations in a joint task force: the joint frequency management office, the joint spectrum management element, and the cyber electromagnetic activities (CEMA) element. These agencies have a wide variety of inputs, collaboration, and products. This chapter shows input and products from different joint agencies displayed in table format. Chapter 5 is an overview of the many useful tools spectrum managers use in support of unified land operations. These tools operate within a network-centric environment using shared databases within the spectrum community. Finally, the ATP contains five appendixes containing standard tasks and steps that describe spectrum management operations related tasks. Appendix A describes the electromagnetic spectrum manager task list and each supporting sub-tasks. This appendix also contains flow charts that show the collaboration process between electromagnetic spectrum managers and the CEMA element. Appendix B provides spectrum management operations tool capabilities and compatibility between software systems. These net-centric systems are in many cases linked and accessible through Nonsecure Internet Protocol Router Network (NIPRNET) and SECRET Internet Protocol Router Network (SIPRNET). Appendix C provides basic electromagnetic physics and underlying principles of the electromagnetic spectrum. Appendix D introduces the 12-step spectrum management lifecycle. This process serves as a guide to follow in establishing a functional and efficient spectrum management program. The lifecycle encompasses the complete process of providing spectrum management operations support to the commander and is applicable to all spectrum managers regardless of duty location. Appendix E provides the reader with an overview of the military time zone designators. This appendix describes time zones for civilian and military uses. The chart, included in this appendix, provides a valuable tool to reference time zones in all parts of the world.

Department of Defense (DOD) personnel responding to a CBRN incident may be responsible for CBRN CM and/or crisis planning and may be required to execute plans across the conflict spectrum. This publication provides a reference for planning, resourcing, and executing CBRN CM in support of domestic or foreign agencies responding to a CBRN incident. This multi-Service publication incorporates the CM guidance and framework identified in JP 3-40 and JP 3-41. This publication is designed for use at the tactical level, but has implications at the operational and strategic level for CBRN CM operations supporting strategic objectives. The document will support command and staff planning in preparing for and conducting CBRN CM operations. This manual focuses on DOD support to domestic or foreign CBRN CM operations and a companion reference, TM 3-11.42/MCWP 3-38.1/NTTP 3-11.36/AFTTP 3-2.83 addresses the CBRN defense response on a DOD installation. The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from JP 3-11, JP 3-40, and JP 3-41 for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. The Army is in the process of replacing SARSS with a web-based enterprise resource planning system called Global Combat Support System - Army thereby making nearly all of the FM 10-15 information obsolete. FM 10-15 provided information for supply officers and leaders in petroleum, water, technical supply as well as supply support activities. Each of these functions is being addressed in separate Army techniques publications making it no longer necessary to address in ATP 4-42.2, Supply Support Activity Operations. FM 10-15 had two sections: Part 1: Supply Officers and Leaders. This section contains information for supply operations officers, supply platoon leaders, petroleum platoon leaders and technical supply officers. With few exceptions, the information presented is operator level procedures rather than management level business practices. Part 2: Supply Operations. This section contains in-depth information on filling out manual forms and data entry screens for Direct Support Unit Standard Supply System and Standard Army Retail Supply System -Interim. ATP 4-42.2 focuses on what Soldiers do rather than on the flow of digital information within the logistics automation systems. ATP 4-42.2 also focuses on aviation specific and multi-class supply support activity operations rather than specific commodity supply points. This ATP does not address management or handling of class III (bulk) or class V. Significant topics of this ATP are as follows: Chapter 1 explores the broad supply mission, supply and storage, support requirements, organizational relationships and roles/responsibilities. Chapter 2 explains the principles of establishing a supply point. Chapter 3 provides information on sustainment operations in a deployed environment. Chapter 4 offers insights for redeploying the supply support activity.

Attempting to analyze them to determine if we should engage them is a combination of art and science and often depends upon the purpose for that engagement and the paradigms from which we perceive them. The Army engages human networks through the range of military operations in order to achieve U.S. objectives. Network engagement provides staff orientation for unity of effort Network engagement supports the overarching framework provided by mission command to guide the tailored application of current doctrinal processes, such as the Army design methodology, the military decisionmaking process (MDMP) and intelligence preparation of the battlefield/battlespace, targeting, or assessment. Network engagement helps to bind the staff together and introduces them to the networks that exist within their area of operation. As described in this publication, network engagement, can and should be applied in any operational environment (OE) and across the spectrum of conflict. Network engagement is an evolution of attack the network. While attack the network focused on neutralizing the threat network, this focus often led commanders to overlook friendly and neutral networks. Past techniques to grapple with the challenges of some of the different components of network engagement have included forming ad hoc fusion centers, employing the civil military operations center (CMOC), establishing an information operations working group, and enforcing the use of a District Stability Framework (DSF). Network engagement provides the doctrinal guidance to conduct network engagement activities integrated into the Operations Process. These activities change the commander's focus from attacking threat networks to identifying, defining, and effectively interacting with friendly and neutral networks, while simultaneously engaging threat networks. There are significant overlaps between network engagement and information operations. Both seek to affect the behavior and will of relevant actors (nodes) and audiences (networks) in the human domain. Network engagement and information operations are tightly connected, mutually supporting, and mutually reinforcing. All echelons from the BCT up to the Army Service component command level can use the information and techniques within this publication as appropriate. The more widespread these techniques are understood and applied, the more effective network engagement will be executed across echelons. However, network engagement is neither analyzed, planned, nor executed in isolation at any echelon. Effective network engagement is a shared and collaborative effort across all unified action partners, the entire intelligence enterprise, other communities (for example, civil affairs and information operations), and all echelons down to the BCT Network engagement requires the detailed integration and synchronization of all warfighting functions and many unique capabilities. As a part of network engagement, it is important to understand small unit information collection doctrine within ATP 3-55.4. The analytical requirements to support network engagement are significant. This associated analytical support is both advanced and time-intensive. It requires a certain level of expertise to effectively analyze information from sensitive, technical, and unique sources of information. BCT inclusion of network engagement considerations and execution of specific network engagement tasks is critical. However, BCT analytical capabilities are limited and the BCT is dependent on the other echelons to provide detailed network engagement analytical products. This should be thought of as a top-down push of analytical support and products.

Army leaders recognize that organizations, built on mutual trust and confidence, accomplish missions. Every member of the Army, military or civilian, is part of a team and functions in the role of leader and subordinate. Being a good subordinate is part of being an effective leader. Leaders do not just lead subordinates-they also lead other leaders. Leaders are not limited to just those designated by position, rank, or authority.

Rather than establishing a set of hard and fast rules, the objective of doctrine is to foster initiative and creative thinking. To this end, FM 3-06 discusses major Army operations in an urban environment. This environment, consisting of complex terrain, a concentrated population, and an infrastructure of systems, is an operational environment in which Army forces will operate. In the future, it may be the predominant operational environment. Each urban operation is unique and will differ because of the multitude of combinations presented by the threat, the urban area itself, the major operation of which it may be part (or the focus), and the fluidity of societal and geopolitical considerations. Therefore, there will always exist an innate tension between Army doctrine, the actual context of the urban operation, and future realities. Commanders must strike the proper balance between maintaining the capability to respond to current threats and preparing for future challenges.
