Selected joint and Army terms and definitions appear in both the glossary and the text. For definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. This publication is not the proponent for any Army terms. ATP 4-42.2 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated. ATP 4-42.2, Supply Support Activity Operations, replaces FM 10-15, Basic Doctrine Manual for Supply and Storage. FM 10-15 was published December 1990. There has been much advancement in strategic and operational logistics processes and procedures in response to Army transformation and recent conflicts. ATP 4-42.2 contains new operational methods resulting from lessons learned and contains processes that did not exist previously. The Army's approach to logistics has changed significantly since FM 10-15 was published in 1990. The Army is in the process of replacing SARSS with a web-based enterprise resource planning system called Global Combat Support System - Army thereby making nearly all of the FM 10-15 information obsolete. FM 10-15 provided information for supply officers and leaders in petroleum, water, technical supply as well as supply support activities. Each of these functions is being addressed in separate Army techniques publications making it no longer necessary to address in ATP 4-42.2, Supply Support Activity Operations. FM 10-15 had two sections: Part 1: Supply Officers and Leaders. This section contains information for supply operations officers, supply platoon leaders, petroleum platoon leaders and technical supply officers. With few exceptions, the information presented is operator level procedures rather than management level business practices. Part 2: Supply Operations. This section contains in-depth information on filling out manual forms and data entry screens for Direct Support Unit Standard Supply System and Standard Army Retail Supply System -Interim. ATP 4-42.2 focuses on what Soldiers do rather than on the flow of digital information within the logistics automation systems. ATP 4-42.2 also focuses on aviation specific and multi-class supply support activity operations rather than specific commodity supply points. This ATP does not address management or handling of class III (bulk) or class V. Significant topics of this ATP are as follows: Chapter 1 explores the broad supply mission, supply and storage, support requirements, organizational relationships and roles/responsibilities. Chapter 2 explains the principles of establishing a supply point. Chapter 3 provides information on sustainment operations in a deployed environment. Chapter 4 offers insights for redeploying the supply support activity.

The focus of Army techniques publication (ATP) 4-42 is operational and tactical level general supply and field services operations which are conducted in support of Army forces in a deployed environment. It discusses these functions through the various support levels of multi-functional and Quartermaster logistics units. From a supporting commander's perspective, it provides information on the functions of general supplies and field services to allow that commander to understand better how to execute support to the force. From a supported commander's perspective, it provides information on the types of support available in order to allow proper planning. This ATP incorporates modular unit capabilities, designs and concepts, plus updated terminology in accordance with ADP/ADRP 3-0 and other commensurate doctrine. The net effect was to reduce the manual from approximately 300 pages down to approximately 60 pages. The significant reduction in the various types of units between Army of Excellence and modular forces contributed the most to size reduction. Additionally, material that was repeated in/from other manuals was eliminated to comply with Doctrine 2015 content requirements. ATP 4-42 contains seven chapters: Chapter 1 discusses the overall concept of support and describes the general supply and field services operational overviews. Chapter 2 focuses on the roles and missions of strategic partners, joint and multinational support, executive agency and proponency, the general supply and field services units, and the higher level management organizations involved at theater sustainment command, expeditionary sustainment command, sustainment brigade, combat sustainment support battalion, and brigade support battalion levels. Chapter 3 covers operational planning to include special considerations such as operational contract support and the Logistics Civil Augmentation Program. Chapter 4 details the general supply concept of support to include automation, inventory and materiel management, property accountability, the specifics of the individual classes of supply, supply support activities, configured loads, and retrograde operations. Chapter 5 details the field services operations concept of support to include personnel responsibilities, shower and laundry operations, field site selection and layout considerations, and production reports. Chapter 6 discusses environmental stewardship considerations to include guidelines, training, and hazardous material/waste management. Chapter 7 outlines fire, toxic, and lifting hazards, security and protection, risk assessment, antiterrorism measures, and information protection. ATP 4-42 provides guidance for commanders, supervisors, Soldiers and other personnel involved in providing general supplies and field services during deployed operations. This manual is the operational level description the provision of general supplies and selected field service functions. It addresses these operations from the theater sustainment command (TSC) level, where the critical sustainment handover occurs from strategic agencies and commands, down to the tactical level, including applicable operations of the brigade support battalion (BSB). This manual will present the roles and mission of the various munitions organizations so that proper coordination can be conducted. Ammunition supply operations are addressed to include receipt, turn-in, issue, shipment and retrograde. Storage procedures and consideration are presented and maintenance functions are addressed. Logistic Information Technology is presented both in terms of specific Information Systems needed to perform munitions handling functions and Information Technology enablers that will assist personnel in accomplishing the mission. This manual is intended to provide munitions handlers the information necessary to safely perform munitions operations and fully support the operational requirement. The primary focus of explosives safety is to reduce the probability and limit the damage caused by unintended initiation of munitions. Safety, fire protection, prevention, and safety awareness during munitions is every soldier's responsibility. The guidelines in this publication should be followed as closely as possible within the constraints and restrictions of the tactical situation.

Book excerpt: This publication, Army Techniques Publication ATP 3-21.11 SBCT Infantry Rifle Company February 2016, discusses the techniques used by the Infantry rifle company while conducting missions. These are techniques and are not prescriptive. Mission, enemy, terrain and weather, troops and support available, time available, and civil considerations (METT-TC) condition will dictate how the company commander accomplishes his tasks. This manual provides the commander and his subordinates with an array of methods that can be used or modified. ATP 3-21.11 has eight chapters and one appendix. The chapters consist of an organizational chapter and a chapter on offense, defense, and stability operations. Throughout the chapters, tactical enabling operations are included in the discussions. The chapters and the appendix use examples and illustrations to show techniques that can be used. Doctrine is included only to the extent of understanding the context and relationships between techniques. This manual incorporates the significant changes in Army doctrinal terminology, concepts, constructs, and proven tactics developed during recent operations. Chapter 1 - Organization addresses the organizational characteristics of the SBCT Infantry rifle company as optimized and trained to conduct offensive and defensive tasks, and operations in support of stability to function across the range of military operations. Chapter 1 describes the organization and mission of the company, each of its subordinate elements as well as the duties and responsibilities of its key leaders. Chapter 2 - Offense discusses offensive actions to destroy, defeat, or neutralize the enemy. The chapter addresses the characteristics of a SBCT Infantry rifle company offense and describes the movement to contact, attack tasks, and considerations when participating in exploitation, and pursuit. Chapter 3 - Defense discusses defensive actions to defeat enemy attacks, buy time, control key terrain, protect critical infrastructure, secure the population, and economize forces. The chapter addresses SBCT Infantry rifle company defense characteristics and describes the three defensive tasks: area defense, mobile defense, and retrograde. Chapter 4 - Stability addresses support to operations focused on stability tasks. This chapter encompasses various military missions, tasks, and activities conducted outside the United States in coordination with other instruments of national power. Chapter 5 - Sustainment discusses the process for combat trains that the SBCT Infantry rifle company use to anticipate their needs. Discusses the placement of key sustainment personnel at locations throughout the SBCT footprint. Chapter 6 - Augmenting Combat Power provides techniques for the integration and synchronization of warfighting functions as enablers to enhance the conduct of operations, Chapter 6 includes discussions on- Fires. Protection. Aviation. Military information support operations (MISO). Special operation forces (SOF). Civil affairs. Chapter 7 - Enabling Operations provides the enabling tasks and activities into one chapter. It includes details in the supporting tasks that occur before, during, and after decisive action. Chapter 7 also addresses the following- Assembly areas. Reconnaissance. Security. Patrols. Relief in place. Passage of lines. Linkup. Combined arms breaching and gap. Troop movement. Chapter 8 - Direct Fire Planning and Control provides guidance for planning and integration of the direct fire weapon systems used by the Stryker Infantry rifle company to engage targets. Provides techniques for weapon employment, rates and patterns of fire. Appendix A - Breaching Using MGS gives detail information on how the Stryker Infantry rifle company breaches structures using the mobile gun system (MGS). This technique requires the Infantry and MGS working in direct coordination with one another to accomplish their common goal.

Book excerpt: This publication, Army Techniques Publication ATP 4-46 (FM 4-20.64) Contingency Fatality Operations December 2014, revises field manual (FM) 4-20.64, Mortuary Affairs Operations. It provides a single, ready reference for units and Soldiers. The focus of the ATP is on techniques used by Soldiers, small unit leaders, civilians, contractors or host nation personnel physically responsible for handling, transporting, receiving, or storing human remains or personal effects (PE). This publication will address the new force design of the mortuary affairs units, and emphasize safety and the mortuary affairs reporting and tracking system (MARTS). The principal audience for ATP 4-46 is commanders, staffs, Soldiers at all levels, leaders, instructors, at military institutions, students, and doctrine and training developers. Trainers and educators throughout the Army will also use this publication. The title of ATP 4-46 has been changed to Contingency Fatality Operations to appropriately reflect the actual intended focus and content of the manual. ATP 4-46, Contingency Fatality Operations, serves as a planning and operations guide for all personnel involved in mortuary affairs (MA) within a theater of operations (TO). MA provides for the search, recovery, identification, preparation, and disposition of human remains of persons for whom the Services are responsible by status and Executive Order. The Department of Defense (DOD) Executive Steering Committee (ESC) determined that Mortuary Affairs required delineation to identify the Contingency Fatality Operations. Contingency Fatality Operations provides for the search and recovery, contamination mitigation, tentative identification, preparation and temporary disposition of human remains of persons covered under JP 4-06 during contingency operations. (This includes PE). The mortuary operations process is the point from which human remains are released by the Medical Examiner to the point where remains are evacuated to a receiving funeral home designated by the Person Authorized to Direct Disposition (PADD). ATP 4-46 contains four chapters and five appendixes: Chapter 1 discusses the role of the MA personnel, the geographic combatant commanders (GCC), and how these commanders with geographic responsibilities, designate theaters of operation, area of operations (AO), and line of communications (LOC) throughout a TO. This chapter also addresses why contingency fatality operations must be planned in detail from the unit through the joint level. Chapter 2 describes the new quartermaster mortuary affairs company's mission and all of its functions. The responsibilities are addressed to include the organization structure. This will guide the MA personnel on their role to search for, recover, tentatively identify, and coordinate evacuating remains through the appropriate evacuation systems. Chapter 3 discusses the concepts of offensive, defensive, and stability tasks. This allows units to have the basic knowledge to plan, prepare and execute the basis of contingency fatality operations. Chapter 4 refers to commanders responsibilities; they include the search for, recovery, and evacuation of remains and associated PE to the nearest MA facility. Commanders of all Army units have the responsibility to care for deceased personnel within their AO. Commanders may be tasked to conduct search and recovery operations for remains of individuals of other nations or services.
