ATP 2-01.3 applies to the Active Army, the Army National Guard/Army National Guard of the United States, U.S. Army Reserve, unless otherwise stated.The IPB process is unique-it impacts the range of military operations, is relevant across all echelons, and is the fundamental element used in all planning and decision making. IPB serves as the initial framework for analysis of the battlefield in all operations. The revision of this publication addresses complex OE in which U.S. forces will operate across all domains (air, land, space, maritime, and cyberspace) and the information environment and worldwide. The goal of this revision is to- Highlight staff processes and products to assist commanders and staffs in identifying when and where to leverage friendly capabilities in the scope of an operation.Add some unique considerations for IPB supporting certain missions not addressed in the 2014version of this publication.ATP 2-01.3 updates and describes the fundamentals of IPB. It contains eight chapters and four appendixes: Chapter 1 provides the fundamentals of IPB and introduces topics such as the operational framework, peer threats, multi-domain operations, and identifying windows of opportunity.Chapter 2 discusses IPB support to decision making and the relationship between IPB and the military decision-making process.Chapter 3, step 1 of the IPB process, discusses the analysis of the significant characteristics of or activities within the OE that may influence friendly and threat courses of action and command decisions, as well as the physical space the mission will occupy.Chapter 4, step 2 of the IPB process, discusses how the significant characteristics of the OE can affect friendly and threat operations.Chapter 5, step 3 of the IPB process, discusses threat force capabilities and the doctrinal principles and tactics, techniques, and procedures threat forces prefer to employ.Chapter 6, step 4 of the IPB process, identifies and describes how threat courses of action can influence friendly operations.Chapter 7 discusses IPB support to offense, defense, and stability tasks and the unique characteristics of littoral, urban, and subterranean environments.Chapter 8 discusses unique aspects of each domain, the information environment, and the electromagnetic spectrum.

This publication provides details on the four continuing functions of planning requirements and assessing collection. It includes techniques for developing planning requirements tools and keeping them current throughout an operation. It addresses factors to consider when supporting offensive, defensive, and stability tasks. It also discusses considerations when operating in urban and nontemperate environments. Although the discussions and descriptions in this manual may seem linear, planning requirements and assessing collection is a dynamic, continuous, and interactive process requiring constant interaction between the commander and staff. Depending on the mission, time available, ongoing operations, and standard operating procedures (SOPs), units may develop techniques for abbreviated information collection planning to meet the commander's needs. The information presented is descriptive, not prescriptive or restrictive. However, it describes the optimal process. This manual complies with Doctrine 2015 guidelines. Chapter 1 discusses information collection and its tasks-planning requirements and assessing collection, task and direct collection, and execute collection-across the echelons and the vital role of the commander and staff. It also addresses the linkage between planning requirements and assessing collection, the military decisionmaking process (MDMP), intelligence preparation of the battlefield (IPB), and targeting. Chapter 2 describes how the commander provides the staff with inputs necessary to perform planning requirements and assessing collection and how the staff develops their respective running estimates, requests for information, and requirements. It also outlines the functions of planning requirements and assessing collection. Chapter 3 discusses the development of requirements-the identification, prioritization, and refining of gaps in data and relevant information-and knowledge concerning the operational environment that must be resolved for the commander to achieve situational understanding. Chapter 4 describes the development of planning requirements tools. These tools, developed by the intelligence staff, begin the process of synchronizing the information collection plan with the scheme of maneuver and are updated as the scheme of maneuver changes. Chapter 5 discusses assessing the information collection plan, providing feedback to information collection assets, and retasking of assets. Chapter 6 discusses the process of updating planning requirements tools and updating or revising the information collection plan to remain synchronized with operations. Chapter 7 discusses the considerations for planning requirements and assessing collection when conducting offensive, defensive, and stability tasks. Chapter 8 discusses the considerations for planning requirements and assessing collection for urban, mountain and cold weather, jungle, and desert environments. Appendix A discusses joint, national, and multinational intelligence, surveillance, and reconnaissance (ISR) planning considerations. Appendix B provides tactics, techniques, and procedures for requesting aerial collection.

These ADRPs provide the foundation for ATP 3-92. It is also necessary to study ADRP 1, ADRP 2-0, ADRP 3-05, ADRP 3-09, ADRP 3-37, ADRP 4-0, ADRP 6-22, and ADRP 7-0 that provide basic information on the profession of arms, other elements of combat power, and how to conduct effective training. It is recommended that FM 3-13, FM 3-53, and FM 3-57 be reviewed in order to obtain a greater understanding of how the corps commander's exercise of mission command is supported by information related capabilities and the information element of combat power. It is recommended to study applicable joint doctrine, such as JP 1 and JP 3-0, to become familiar with the operational environment existing in the region where they will conduct operations.

Book excerpt: This publication, Army Techniques Publication ATP 1-20 Military History Operations Change 1 August 2015, is the first historical ATP released under Doctrine 2015. It replaces FM 1-20. ATP 1-20 makes numerous changes from the now obsolete FM 1-20. ATP 1-20 includes a discussion of how the Army organizes for field history operations to ensure that Army operations are captured for the historical record. The most significant change is the introduction to the various types of military history detachment (MHD) organizations and doctrinal missions. ATP 1-20 also delineates the principles field historians follow to execute their duties. ATP 1-20 contains six chapters: Chapter 1 discusses the Army Historical Program and its component parts, outlines the duties and responsibilities of each element in the Army Historical Program, identifies the responsibilities of commanders for performing command and unit history programs, and discusses field history during Army operations and at home station. Chapter 2 discusses the integral role of military history, and provides guiding principles for field historians to follow when performing their duties and responsibilities. Chapter 3 discusses how the Army organizes field history operations and the duties and responsibilities of historians at each level in the chain of command. It outlines other organizations within the Army and the joint force that contribute to Army field history operations. Chapter 4 outlines MHD historical development, discusses how an MHD is organized, and discusses how MHDs are employed during combat and contingency operations. Chapter 5 discusses the sources and types of historical materials collected by field historians with emphasis on documents, oral interviews, and artifacts. It also provides guidance on historical reporting, both formal and informal, at the various levels of the chain of command. Chapter 6 This chapter describes the military decisionmaking process (MDMP) and planning as it applies to performing field history operations. ATP 1-20 has five appendices that provide guidance on reports and forms. Terms for which this manual is proponent and modified Army terms have been added. Army Techniques Publication 1-20 discusses field history operations and provides guidance on the organization and employment of Army historians. It details the techniques and procedures for the documentation, recording, and preservation of the official history of the Army during combat and contingency operations. The principal audiences for ATP 1-20 are Army commanders, staffs, leaders, and those Soldiers and civilians assigned to historical duties. It outlines responsibilities for commanders and units and the necessary doctrinal guidance for unit historical officers (UHO), military history detachments (MHD), and other field historians to perform historical tasks across the range of military operations. ATP 1-20 helps commanders, and Army field historians assigned to them, with their responsibilities to ensure that Army operational history is captured and preserved, with particular attention to command and unit history officers and MHDs. It is applicable at all command levels of the operational Army that may deploy and perform combat and contingency operations. The doctrinal principles and procedures in this publication provide guidance and are not prescriptive. However, they reflect hard lessons learned over the course of Army history, especially when its operational history was not adequately captured or preserved.

The techniques are not prescriptive. ATP 3-21.20 publication supersedes FM 3-21.20 and FM 3-21.12. Readers must first understand the principles of the Army profession and the Army ethic as described in ADRP 1 to comprehend the doctrine contained in this publication. Readers must understand the principles of joint operations, the nature of unified land operations, and the links between the operational and tactical levels of war described in JP 3-0, ADP 3-0, and ADRP 3-0; FM 3-94, ATP 3-91, and FM 3-96. In addition, readers should understand the fundamentals of the operations process found in ADP 5-0 and ADRP 5-0 associated with offensive and defensive tasks contained in FM 3-90-1 and reconnaissance, security, and tactical enabling tasks contained in FM 3-90-2. The principal audience for ATP 3-21.20 is the commanders, staff, officers, and noncommissioned officers within the Infantry battalion.
