Book excerpt: The intent of this publication, Army Techniques Publication ATP 1-0.2 Theater-Level Human Resources Support January 2013, is to help guide Human Resources (HR) actions and enable decision making in conducting HR support at the operational level in a deployed theater of operation. ATP 1-0.2 provides a comprehensive view of HR doctrine at the operational level and focuses on the five key functions and tasks required in the execution and management of HR support. These functions and tasks include: - Casualty Operations. - Personnel Accountability (PA) Operations. - Postal Operations. - HR Planning and Operations. - HR Automation Support. ATP 1-0.2 discusses the roles, missions, and responsibilities of HR organizations and sustainment elements involved in theater-level HR operations. HR organizations include the Human Resources Sustainment Center (HRSC), Theater Gateway Personnel Accountability Team (TG PAT), Military Mail Terminal (MMT) Team, and HR companies and their subordinate platoons. Sustainment elements involved in HR operations include elements that enable HR organizations the ability to accomplish their mission. They include the Human Resources Operations Branch (HROB) located in the Expeditionary Sustainment Commands (ESCs) and sustainment brigades (SBs). Leaders, their staffs, and HR professionals at all levels must apply HR techniques using the military decisionmaking process (MDMP), risk management, troop leading procedures, and mission, enemy, terrain and weather, troops and support available, time available, and civil considerations (METT-TC). This publication also provides a doctrinal base for developing operational plans and associated standing operating procedures (SOPs). ATP 1-0.2 applies to all Active Army, the Army National guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. This doctrine applies across phases of unified land operations (offensive, defensive, stability, and defense support of civil authorities) and is applicable to all military operations, regardless of location. Army headquarters (HQs) serving as a Joint Force Land Component Command (JFLCC) or Joint Task Force (JTF) HQs should refer to Joint Publication (JP) 1-0, Personnel Support to Joint Operations and other JPs.

This manual, along with FM 1-0, provides sufficient information to allow for execution of all required HR missions and functions dictated by current operational requirements and anticipated future actions. ATTP 1-0.1 provides the doctrinal base for developing operations plans (OPLANs) and associated standing operating procedures (SOPs). Leaders and HR operators at all levels must apply these fundamentals using the military decision-making process (MDMP); troop leading procedures; and mission, enemy, terrain and weather, troops and support available, time available, civil considerations (METT-TC). This publication is an authoritative guide that requires judgment in application. ATTP 1-0.1 was previously published as Field Manual Interim 1-0.1 to address the Army's HR transformation concept and the transition to Personnel Services Delivery Redesign (PSDR), which transferred and consolidated HR functions at brigade and battalion-level. This transition supported Army transformation from large, powerful fixed organizations, typically a division, to a brigade-centric design based on smaller, more self-contained organizations. Likewise, the S-1 structure was enhanced to support S-1 operations throughout all force pools of ARFORGEN, and S-1s now have the capabilities and resources to plan, coordinate, and execute all HR support core competencies and their subordinate key functions and tasks. HR transformation will impact S-1 sections as strategic objectives, structures, and processes change. These changes include—Reshaping HR processes and business practices; Using technology to apply a relevant, reliable, and achievable multi-component HR system; Realigning Army HR structures to meet needs and capabilities; Revising doctrine and training to integrate best practices and lessons learned; Delivering and executing HR service functions as close to Soldiers as possible; Continuing to build on the ability to provide support from home station. While the focus of this manual is on S-1 sections assigned to modified table of organization and equipment (MTOE) units, it also applies to tables of distribution and allowances (TDA) organizations and the support agencies (Installation Management Command [IMCOM]). IMCOM HR support to MTOE units in garrison is limited. Regardless of the type of organization or whether the unit is deployed or not deployed, providing effective and efficient HR support relies on trained HR professionals at all levels that can coordinate necessary HR support when needed.

ATP 4-94 provides an overview of the theater sustainment command (TSC) and an expeditionary sustainment command (ESC)'s roles, and functions, information on strategic partners, the organization, and guidance within the context of decisive action. ATP 4-94 establishes Army doctrine for operational-level theater deployment and sustainment by providing overarching doctrinal direction for Army operations conducted in support of unified land operations. Major changes from FM 4-94 include clarifying the role of the ESC within unified land operations, primarily, that the TSC can deploy an ESC when the TSC determines that a forward command is required, or when task organized directly under the mission command of a Corps or Army forces (ARFOR). ATP 4-94 also introduces Global Combat Support System-Army materiel management levels. This is a fundamental materiel management information system change, which is being fielded to the total Army force. Introducing the materiel management level responsibilities will allow materiel management at all sustainment levels to understand changes being made to the information system infrastructure, and their roles and responsibilities.

The techniques and procedures prescribed in this manual are used when engaging other government agencies (OGAs), indigenous populations and institutions (IPI), intergovernmental organizations (IGOs), nongovernmental organizations (NGOs), and other military and nonmilitary entities in support of conventional and special operations (SO) missions. This manual elaborates on doctrine contained in Field Manual (FM) 3-57, Civil Affairs Operations. The principal audience for ATP 3-57.10 is the Army Civil Affairs force, officers, and noncommissioned officers who support joint and Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the interagency. As with all doctrinal manuals, ATP 3-57.10 is authoritative but not directive. It serves as a guide and does not preclude CA personnel or units from developing their own standard operating procedures (SOPs). The techniques and procedures presented in this manual should not limit CA forces from using their civilian-acquired skills, training, and experience to meet the challenges they face while conducting CA operations and providing support to CMO. The commander of United States Army Forces Command directed commanders to establish a support area command post (SACP) to improve mission command. The Army's new Field Manual (FM) 3-0, Operations (06 OCT 2017), incorporates this guidance by modifying the geographical organization of an area of operations. FM 3-0 scales down the size of the support area and adds a consolidation area. The consolidation area will be assigned to a maneuver brigade or division. This enables the maneuver enhancement brigade (MEB) to perform its traditional mission and focus efforts on operations in the support area. FM 3-0 formalizes the requirement for divisions and corps to establish a SACP (its doctrinal name, which is used throughout this handbook) to assist in controlling operations in the support and consolidation areas.

These challenges, plus new technologies, require our leaders to use creative measures to provide positive protection to our Soldiers and equipment. In April 1998, Field Manual (FM) 100-14 (FM 5-19) introduced to the Army the first doctrinal publication on risk management. It detailed the application of a step-by-step process to conserve combat power and resources. This milestone manual outlined a framework that leaders could use to make force protection a routine part of planning, preparing, and executing operational, training, and garrison missions. Before the outset of the global war on terrorism it became apparent that FM 100-14 would require updating to meet the needs of the future. Army assessments also indicated that the existing manual needed to be expanded to provide clear standards and guidance on how the risk management process was to be applied. This led to this current revision. During development of this revision the Army broadened its understanding of the risk management process to encompass all operations and activities, on and off duty. This holistic approach focuses on the composite risks from all sources rather than the traditional practice of separating accident from tactical hazards and associated risks. This revision has been refocused to clearly reflect the Army's new composite approach, and has been retitled Composite Risk Management (CRM). CRM represents a culture change for the Army. It departs from the past cookie cutter safety and risk management mentality through teaching Soldiers “how to think” rather than telling them “what to think.” This manual expands the context of the original FM by focusing on the application of composite risk management to the military decisionmaking process (MDMP) and the Army training management system. It further assigns the responsibilities for conducting risk management training during initial entry training and professional military education. It is a tool that works in conjunction with the Army's on-going initiative to firmly attach CRM to all Army processes. It is a milestone document for the standardization and institutionalization of the techniques, tools, and procedures that lead to sound decisionmaking and valid risk acceptance by leaders at all levels. This revision is a full rewrite of FM 100-14. It marks a break with the past by integrating the CRM process into Army operations. CRM is not a stand-alone process, a “paper work” drill, or an add-on feature. Rather, it is used as a fully-integrated element of detailed planning. It must be so integrated as to allow it to be executed intuitively in situations that require immediate action. CRM should be viewed as part of the military art interwoven throughout the Army's military decisionmaking and training management cycles.
