It is designed to provide commanders and staffs at the operational and tactical levels with capability employment planning data and considerations to shape military operations involving CBRN threats and hazards (CBRN shape) and a better understanding of where and when to expect CBRN hazards by applying information management (IM) to the military decisionmaking process (MDMP)/Marine Corps planning process (MCPP). This publication incorporates the characteristics of CBRN shape as addressed in joint concepts and in doctrine; and it provides doctrine and tactics, techniques, and procedures (TTP) for managing CBRN threats and hazards in the larger context of multi-Service military operations. This publication is designed for use at the tactical level, but has implications at the operational and strategic level for CBRN CM operations supporting strategic objectives. The document will support command and staff planning in preparing for and conducting CBRN CM operations. This manual focuses on DOD support to domestic or foreign CBRN CM operations and a companion reference, TM 3-11.42/MCWP 3-38.1/NTTP 3-11.36/AFTTP 3-2.83 addresses the CBRN defense response on a DOD installation. The National Incident Management System (NIMS) is a comprehensive approach to all aspects of incident management, regardless of size, complexity, or cause. The guidance for NIMS was published by the Department of Homeland Security (DHS) in March 2004, and the guidance continues to be refined and updated by the NIMS Integration Center. One of the six primary elements of NIMS is the use of a standardized command and management system for incident scene operations, the Incident Command System (ICS); and for supporting operations centers, the Multiagency Coordination System. In addition, NIMS prescribes specific standards regarding all aspects of preparedness, including planning, training, certification, equipment, and information systems. DOD guidance embraces NIMS, and this manual adopts NIMS when applicable. This manual also incorporates updated information concerning mass casualty decontamination (MCD) operations that was not previously available. Specific tactics, techniques, and procedures (TTP) are included in the appendixes. This manual incorporates the joint doctrine elements from JP 3-11, JP 3-40, and JP 3-41 for conducting CBRN CM (foreign and domestic), including planning, preparation, response, and recovery considerations. In particular, execution activities are organized into a structural hierarchy that seeks to illustrate the elements of CBRN R&S. These elements are forms, modes, methods, tasks, and techniques. CBRN reconnaissance operations are partitioned into three possible forms (route, zone, and area), as are CBRN surveillance operations (area, point, and medical). There are three modes common to CBRN reconnaissance and surveillance (mounted, dismounted, and aerial), while there are four methods (standoff, remote, direct, and indirect). There are five common CBRN R&S tasks (detect, identify, quantify, collect samples, and report). CBRN reconnaissance-unique tasks (locate, survey, and mark) are supported by thirteen specific techniques, and CBRN surveillance-unique tasks (observe and monitor) have four embedded techniques. This structure is intended to provide a systematic means of promoting the production of usable information that supports the commander's critical information requirements (CCIR) relative to CBRN threats and hazards. The selection of the appropriate CBRN R&S element to satisfy information requirements is accomplished after methodically allowing for the mission, enemy, terrain and weather, troops and support available, time available, and civil considerations (METT-TC). Another significant change in this manual is the migration to the new Department of Defense (DOD) four-tier system for determining the identity of CBRN hazards. The identification levels are: presumptive, field confirmatory, theater validation, and definitive. This publication becomes the proponent for doctrinal definitions of these four identification levels. It must be noted that forward-deployed U.S. Navy medical assets possess the ability to conduct field confirmatory and theater validation level analyses and, as such, have opted to continue to operate in the legacy three-tiered system. These identification levels support applied military decisionmaking at the tactical, operational, and strategic levels. Finally, this publication introduces the sample management process and notes the vital role played by precise sample collection techniques in eventually providing commanders with the analyzed data necessary to make informed CBRN protection, prophylaxis, and medical treatment decisions. While environmental samples and clinical specimens are included in the sample management process, clinical specimens are only collected by specially trained personnel. Clinical specimens will not be discussed in this manual, and the reader should refer to Multiservice Tactics, Techniques, and Procedures for Health Service Support in a CBRN environment for more information on clinical specimen collection.

Book excerpt: This two-volume book provides a comprehensive analysis of the lawfulness of the use of nuclear weapons, based on existing international law, established facts as to nuclear weapons and their effects, and nuclear weapons policies and plans of the United States. Based on detailed analysis of the facts and law, Professor Moxley shows that the United States’ arguments that uses of nuclear weapons, including low-yield nuclear weapons, could be lawful do not withstand analysis. Moxley opens by examining established rules of international law governing the use of nuclear weapons, first analyzing this body of law based on the United States’ own statements of the matter and then extending the analysis to include requirements of international law that the United States overlooks in its assessment of the lawfulness of potential nuclear weapons uses. He then develops in detail the known facts as to nuclear weapons and their consequences and U.S. policies and plans concerning such matters. He describes the risks of deterrence and the existential nature of the effects of nuclear war on human life and civilization. He proceeds to pull it all together, applying the law to the facts and demonstrating that known nuclear weapons effects cannot comply with such legal requirements as those of distinction, proportionality, necessity, precaution, the corollary requirement of controllability, and the law of reprisal. Moxley shows that, when the United States goes to apply international law to potential nuclear weapons uses, it distorts the law as it has itself articulated it, overlooks law in such areas as causation, risk analysis, mens rea, and per se rules, and disregards known risks as to nuclear weapons effects, including radioactive fallout, nuclear winter, electromagnetic pulses, and potential escalation. He then shows that the policy of deterrence is unlawful because the use of such weapons would be unlawful. Moxley urges that the United States and other nuclear weapons States take heed of the requirements of international law as to nuclear weapons threat and use. He argues that law can be a positive force in society’s addressing existential risks posed by nuclear weapons and the policy of nuclear deterrence.

The continued trend worldwide of urban growth and the shift of populations from rural to urban areas continues to affect Army operations. The urban environment, consisting of complex terrain, dense populations, and integrated infrastructures, is the predominant operational environment in which Army forces currently operate. Each urban environment is unique and differs because of the combinations presented by the enemy, the urban area itself, the major operation of which it may be part (or the focus), and always changing societal and geopolitical considerations. Enemy forces will take advantage of this complex environment by intermingling with the populace. ATTP 3-06.11 describes the fundamental principles, tactics, techniques, and procedures (TTP) of urban operations (UO) across full spectrum operations, using the UO operational construct (understand, shape, engage, consolidate, and transition) to outline the discussions. ATTP 3-06.11 is based on current BCT structure and lessons learned from ongoing UO. ATTP 3-06.11 primarily addresses offensive and defensive operations in an urban environment. Stability operations are briefly discussed in the context of transition considerations. Stability operations are inherently among the people and generally in urban environments. Field manual (FM) 3-07 is the source manual for stability doctrine and addresses BCT considerations for conducting stability UO. FM 3-07.1 is the primary source for BCT and below considerations for interaction and support to host nation (HN) security forces. This material is not repeated in ATTP 3-06.11. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. The proponent for this publication is the U.S. Army Training and Doctrine Command (TRADOC). The preparing agency is the U.S. Army Maneuver Center of Excellence (MCoE). Urban operations are among the most difficult and challenging missions a BCT can undertake. Most UO are planned and controlled at division or corps level but executed by BCTs. The unified action environment of UO enables and enhances the capabilities of the BCT to plan, prepare, and execute offensive, defensive, and stability operations. Urban operations are Infantry-centric combined arms operations that capitalize on the adaptive and innovative leaders at the squad, platoon, and company level. Combined arms is the synchronized and simultaneous application of the elements of combat power to achieve an effect greater than if each element of combat power was used separately or sequentially. The eight elements of combat power are leadership, information, movement and maneuver, intelligence, fires, sustainment, mission command, and protection. Leadership and information are applied through, and multiply the effects of, the other six elements of combat power. These six-movement and maneuver, intelligence, fires, sustainment, mission command, and protection-are collectively described as the warfighting functions. (See FM 3-0 for details.) The BCT is the Army's largest fixed combined arms organization and the primary close combat force. A key component in UO is the inherent ability of the BCT to tailor its force to meet the requirements of the urban environment. This introduction provides an overview of UO considerations that shape the subsequent discussions of operations at BCT and below.

It provides the tools for CBRN defense personnel to implement active and passive CBRN avoidance measures and supports the decision-making process. It also serves as a key source document for refining existing training support packages, training center exercises, and service school curricula. Application This publication is designed for use at the operational and tactical levels, but has implications at the strategic level in the implementation of Standardization Agreement (STANAG) 2103/Allied Tactical Publication 45C (ATP-45C) and NATO STANAG 2104, Friendly Nuclear Strike Warning (STRIKWARN), May 2003. It will support command staff planning in preparing for and conducting CBRN avoidance operations. It also provides guidance to unit leaders and personnel for implementing CBRN avoidance TTP. Book excerpt: This United States Army field manual, Army Techniques Publication ATP 3-11.74 Chemical, Biological, Radiological, and Nuclear Platoons April 2021, provides fundamental tactics, techniques, and procedures (TTP) for planning, preparing, and executing platoon operations within chemical, biological, radiological, and nuclear (CBRN) platoon formations. It incorporates current doctrine for large-scale combat operations and provides the doctrinal tools to execute platoon missions. ATP 3-11.74 provides CBRN platoon leaders and platoon sergeants with a doctrinal reference to assist them in successfully accomplishing any assigned mission. Although focused on the platoon level, this ATP also applies to CBRN detachments and CBRNE response teams (CRT). These units are smaller than a CBRN platoon but the level of their operations are similar to the CBRN platoon. The officers and noncommissioned officers in charge of these elements should refer to the equivalent platoon leader and platoon sergeant responsibilities in this manual. This publication is designed for use at the tactical level. It applies to active and reserve components and supports command staffs and platoon leadership performing assigned missions and tasks. ATP 3-11.74 applies to the Active Army, Army National Guard/Army National Guard of the United States, and the Army Reserve unless otherwise stated.
