Book excerpt: In Jan. 2012, Sec. of Defense Leon E. Panetta issued Sustaining U.S. Global Leadership: Priorities for 21st Century Defense. Key elements of that new strategic guidance were a rebalancing to the Asia-Pacific region while maintaining our commitment to partners in and around the Middle East. It also emphasized developing innovative ways to achieve security objectives, such as combined exercises and other means of building partner capacity and interoperability, and an increased use of rotational presence overseas. The 2012 Army Strategic Planning Guidance (ASPG) provided the initial vision for how the Army could best support the new strategic guidance. The 2013 ASPG is a refinement of that vision, incorporating a year’s worth of study, analysis, and experience. Though in Afghanistan the Army is proceeding to transfer security responsibility to the Afghan National Security Forces, the fight there is not yet finished. The Army has already begun preparing to meet the demands of the rebalance to the Asia-Pacific region and the emphasis on building partner capacity and shaping the security environment as directed by the new Defense strategic guidance. These changes must be made carefully, however, in this time of decreasing budgets. Figures. This is a print on demand report.

Book excerpt: For several years, the Strategic Studies Institute has annually published the Key Strategic Issues List (KSIL). The overall purpose of this document is to make students and other researchers aware of strategic topics that are of special interest to the U.S. Army. Part I of KSIL is entitled "Army Priorities for Strategic Analysis" (APSA) and is a list of high-priority topics submitted by Headquarters, Department of the Army. Part II is entitled "Command Sponsored Topics" and represents the high-priority command-specific topics submitted by MACOMs and ASCCs. This KSIL provides military and civilian researchers worldwide a listing of the Army's most critical national security issues. The KSIL is developed by soliciting input from the appropriate elements of HQDA to develop the Army's high priority topics for strategic analysis. In addition, a similar solicitation is made to the Geographic Combatant Commands and Major Army Commands to identify their high-priority command-specific topics researchers can address. Topics for the APSA are organized to support the four imperatives and related objectives as identified in the "2013 Army Strategic Planning Guidance." Research on these topics will continue to contribute to the transition to the Army of the future. Part II of the KSIL incorporates many critical strategic issues that are both unique to the submitting organizations, and common to a number of commands. The intent of this document is to achieve greater fidelity and harmony between the research needs of the Department of Defense, and the considerable work done by the many different research assets.

Book excerpt: United States Army War College Department of Military Strategy, Planning, and Operations Campaign Planning Handbook Academic Year 2017 The purpose of this document is to assist United States Army War College students during the Theater Strategy and Campaigning (TSC) course. It also serves to assist commanders, planners, and other staff officers in combatant commands (CCMD), joint task forces (JTF), and service component commands. It supplements joint doctrine and contains elements of emerging doctrine as practiced globally by joint force commanders (JFCs). It portrays a way to apply doctrine and emerging doctrine at the higher levels of joint command, with a primary emphasis at the combatant command level. Commanders have used campaign planning to synchronize efforts and sequence several related operations throughout history. Gen. George Washington planned the Campaign of 1781 to coordinate the actions of a French fleet, a French expeditionary army, and his "main army" to destroy the British forces at Yorktown. Lt. Gen. Ulysses S. Grant planned simultaneous offensives by his subordinate commands against the Confederacy for the 1864 Campaign. During World War II, campaign planning became essential to coordinate the actions of joint and combined forces in all Allied theaters. As a mature example of campaign planning in the Pacific Theater of War, General of the Army Douglas MacArthur issued his Strategic Plan for Operations in the Japanese Archipelago, DOWNFALL, in May 1945. In this 25-page document, MacArthur explained how the plan ..".visualizes attainment of the assigned objectives by two (2) successive operations (OLYMPIC and CORONET)." The cover letter described this plan as a "general guide covering the larger phases of allocation of means and of coordination, both operational and logistic. It is not designed to restrict executing agencies in detailed development of their final plans of operation." Campaign planning received new emphasis during Operation DESERT STORM in 1991, when Gen. Norman Schwarzkopf used a campaign plan to guide the synchronized employment of his forces in Iraq. In the wake of Operations ENDURING FREEDOM and IRAQI FREEDOM, theater strategy and campaign planning have become high priorities within the Department of Defense, and several other executive departments have given both a higher priority. Theater and subordinate joint commanders now develop a comprehensive set of nested strategies and plans, beginning with a theater or global strategy, followed by a theater or functional campaign plan, and supported by theater security cooperation, contingency, and posture plans. All of these are nested within the context of ongoing operations. This handbook focuses at the combatant command and subordinate joint force command levels. In some cases, where there is an apparent dichotomy between joint and Service doctrine, the handbook reconciles the differences where possible and focuses on "best practices" for theater commanders
