Explicitly, ARL's mission is to "Discover, innovate, and transition science and technology to ensure dominant strategic land power"; to achieve these goals, the laboratory maintains a broad-based, multidisciplinary technical portfolio dedicated to fundamental research to support the Army's strategic land power dominance through new and greatly improved methodologies, techniques, and materials. Founded on the tenets of discovery, innovation, and transition, ARL drives opportunities in power projection, information, lethality & protection, and Soldier performance for the Army of 2030 and beyond using a framework of eight S&T Campaigns - a systematic course of aggressive science and technology activities envisioned to lead to enhanced land power capabilities in the deep future. These S&T Campaigns - in Extramural Basic Research; Computational Sciences; Materials Research; Sciences-for-Maneuver; Information Sciences; Sciences-for-Lethality & Protection; Human Sciences; and Assessment & Analysis - operate in concert to provide ARL with a robust technological foundation to execute its mission. More, each of these S&T Campaigns is designed to explore, better understand, mature, and exploit S&T developments leading to Power Projection Superiority, Information Supremacy, Lethality & Protection Superiority, and Soldier Performance Augmentation that are essential to the future Army. ARL's Extramural Basic Research Campaign is focused on identifying, forming, driving, and transitioning innovative research discoveries in the Physical Sciences, Information Sciences, Life Sciences, and Engineering Sciences that are critical to the U.S. Army's future technological superiority. This campaign concentrates on high-risk and high-payoff transformational basic research that is expected to have revolutionary impacts on the Army's warfighting capabilities. In addition to significantly improving the Army's existing warfighting capabilities, it creates disruptive and game-changing new technologies for the Army, while also preventing technological surprises from potential adversaries.

The current report summarizes findings for the 2007-2008 period, during which 95 volunteer experts in fields of science and engineering participated in the following activities: visiting ARL annually, receiving formal presentations of technical work, examining facilities, engaging in technical discussions with ARL staff, and reviewing ARL technical materials. The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology--the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community. This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.

Artificial intelligence, the use of cyberspace, the revolution in the life sciences, new manufacturing methods, new platforms and equipment for agent delivery, hypersonic weapons systems, information tools utilised in hybrid warfare – these and other technologies are reshaping the global security environment and CBRN landscape. But laws and technology denial alone will not suffice, and institutional mechanisms can at times be weak. Given the pace of technological progress and the diffusion of critical knowledge, tools and materials, policymakers must accept that CBRN risks cannot be eliminated altogether. Instead, society has to learn to manage these risks and develop resilience against them. This requires a “softer”, broadly based multi-stakeholder approach involving governments, industry, the research and development communities, educators, and civil society. Furthermore, educating policymakers that cutting-edge technologies may seriously affect global strategic stability could create incentives for developing a more creative and contemporary arms control strategy that fosters cooperation rather than incremental polarisation.
