This regulation takes precedence over other Army regulations with respect to the management of Army acquisition programs. Statutes, the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and mandatory DOD policies take precedence over this regulation with respect to contracting matters. This regulation applies to the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve unless otherwise stated. The proponent of this regulation is the Assistant Secretary of the Army (Acquisition, Logistics and Technology). The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency in the grade of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for- warded through their higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance. This regulation contains internal control provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendixes E and F). Supplementation of this regulation and establishment of command and local forms are prohibited without prior approval from the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (SAAL-PA), 2800 Crystal Drive, Arlington, VA 22202-2800. Users are invited to send comments and suggested improvements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (SAAL-PA), 2800 Crystal Drive, Arlington, VA 22202-2800. This regulation is intended for the Regular Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve.

Additionally, it was to review what is being done to implement revised policies on procuring foreign systems to meet Army requirements, and to ascertain the impact this would have on the Project Manager (PM). DOD and Army regulations, mainly 5000.1, 5000.2, and 2010.6, and AR 15-14, 70-1, and 1000-1, were reviewed. The specific policy directing the Army's participation in the acquisition of foreign systems was extracted and summarized. The PM must consider foreign systems when he evaluates equipment to meet the service requirements. A series of interviews with Army officials updated the implementation being made by the Army staff and major commands. The Army has conducted several studies on the procurement of foreign systems, has established an office on the Army staff to act as a focal point for this activity, and is conducting a conference in December 1977 to solidify their policy. Foreign acquisition is closely associated with NATO standardization and interoperability, and the Army is deeply involved with both activities. The PM must know the new policy, his responsibilities in carrying it out, and the impact it may have on his program. (Author).

In this report, researchers from the RAND Corporation and the Center for Naval Analyses (CNA) conduct an independent assessment of DoD standards, processes, procedures, and policies relating to civilian casualties resulting from U.S. military operations. In particular, the researchers examine DoD's efforts to assess, investigate, and respond to civilian harm, as well as DoD's resourcing and structure to address such issues. The researchers outline their findings and recommendations for how DoD can improve in these areas.
