Particular focus will be placed on the effort of a small group in Congress and the Pentagon in the 1980s (who coined the term military reform in the modern context). Emphasis will be on the reforms these actors advocated, variously successful and unsuccessful, to fundamentally alter how the Department of Defense designs and buys hardware and how our armed forces fight. The book will use Operations Desert Storm and Iraqi Freedom (and the subsequent insurgency in Iraq) to demonstrate what has been reformed in US armed forces and the Department of Defense, and what has not.

Book excerpt: As entrenched bureaucracies, military organizations might reasonably be expected to be especially resistant to reform and favor only limited, incremental adjustments. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.

His works—The Armies of Asia and Europe and The Military Policy of the United States—fueled the army’s intellectual ferment in the late nineteenth century and guided Secretary of War Elihu Root’s reforms in the early 1900s. Yet as David J. Fitzpatrick contends, Upton is also widely misunderstood as an antidemocratic militaristic zealot whose ideas were “too Prussian” for America. In this first full biography in nearly half a century, Fitzpatrick, the leading authority on Upton, radically revises our view of this important figure in American military thought. A devout Methodist farm boy from upstate New York, Upton attended the United States Military Academy at West Point and served in the Civil War. His use of a mass infantry attack to break the Confederate lines at Spotsylvania Courthouse in 1864 identified him as a rising figure in the U.S. Army. Upton’s subsequent work on military organizations in Asia and Europe, commissioned by Commanding General William T. Sherman, influenced the army’s turn toward a European, largely German ideal of soldiering as a profession. Yet it was this same text, along with Upton’s Military Policy of the United States, that also propelled the misinterpretations of Upton—first by some contemporaries, and more recently by noted historians Stephen Ambrose and Russell Weigley. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: Here is the first detailed study of the British government's late eighteenth-century attempt to reorganize the East India Company's army. The defeat of that attempt by the Company's officers involved the ruin of the governor-general, Sir John Shore, whose "failure" in dealing with the officers has been held against him by generations of historians. Tracing the events from three points of view--those of the British government, the Company's government in Calcutta, and the officers of the Company's service--Raymond Callahan shows that the aspects of the Company's service which struck observers in London as inefficient and corrupt were, in the officers' view, precisely those things that made the Company's service worth entering. Barred by lack of wealth or social standing from the King's service, the officers looked upon their hazardous Indian exile as a chance to build their fortunes. The Company's service, especially its rule of promotion by strict seniority, was designed to facilitate this, and any attempt to restructure it was bound to provoke the opposition and resentment of the Company's officers. Failure to comprehend this fact on the part of both Shore's predecessor, Lord Cornwallis, and the British government made the subsequent clash inevitable. Callahan concludes that Shore handled the officers in the only way open to him and that he was the victim of the mistakes of Cornwallis, whose service as governor-general has heretofore been considered a success.
