Book excerpt: Published in 2010, this work provides an historic context for military training lands, written to satisfy a part of Section 110 of the National Historic Preservation Act (NHPA) of 1966 as amended. Cultural resources personnel at the installation level and their contractors will use this historic context to determine whether military training resources are eligible for the National Register of Historic Places (NRHP), and whether an adverse effect will take place. This overall project covered five types of military training: small arms ranges, large arms ranges, training villages and sites, bivouac areas, and large-scale operation areas. This document provides an historic context of small arms ranges on military training lands for the U.S. Army, U.S. Navy, U.S. Army Air Corps/U.S. Air Force, and the U.S. Marines, with a focus on the landscape outside the developed core of military installations. This work determined that that military training lands are significant enough in our nation's history to be surveyed for eligibility to the NRHP. However, training lands must be viewed as a whole; individual buildings on a training range are rarely eligible for the NRHP; buildings in their larger context (and the integrity of that larger context) are important. Includes black and white and full color photographs, maps and drawings.

The DoD¿s training ranges vary in size from a few acres, for small arms training, to over a million acres for large maneuver exercises and weapons testing, and include broad open ocean areas for offshore training and testing. DoD has defined a number of factors -- including competition for broadcast frequencies or airspace, air and noise pollution, endangered species, critical habitats and other protected resources, unexploded munitions, urban growth around installations, and civilian access -- that it says encroach upon its training ranges. This report discusses: (1) DoD¿s progress in addressing this issue; and (2) improvements incorporated in DoD¿s 2009 annual sustainable ranges report as well as DoD¿s plans for its 2010 report. The LW consists of five subsystems, with the weapon subsystem the focus of the training research. The training of two platoons in preparation for a LW operational test was observed. Four sights and devices were trained (the close combat optic, two aiming lights, and the thermal weapon sight), plus a bore light. The training adequately prepared the soldiers to qualify on the M4 carbine with the close combat optic and the thermal weapon sight. Qualification standards were extremely difficult to achieve with the aiming lights on the M4, due to environmental conditions typical of Army ranges, not to lack of firer expertise. A standardized technique for boresighting all the devices was developed. Diagnostic skills needed by trainers and soldiers to effectively hit targets with each device were identified. The findings have immediate applicability to the Army, as the devices are currently being fielded. The report describes what contributes to quality training on the devices, and what should be integrated into marksmanship programs of instruction, technical manuals, and the training and doctrine literature." -- Stinet.
