Book excerpt: This Programmatic Environmental Assessment (PEA) has been developed by the Army Tank-Automotive Armaments Command (TACOM) LCMC for the Mine Resistant Ambush Protected (MRAP) Joint Program Office (JPO) to meet the Army requirements of the National Environmental Policy Act (NEPA) of 1969 as amended; the President's Council on Environmental Quality (CEQ) Regulations for Implementing NEPA (40 CFR 1500-1508); and Department of the Army (DA) 32 CFR 651 Environmental Analysis of Army Actions; Final Rule March 29, 2002, which implements NEPA and CEQ regulations. Though overdue, its purpose is to inform decision-makers during future lifecycle phases, fielding facilities and the public of the expected and any observed environmental consequences of the proposed action and alternatives. TACOM LCMC has conducted NEPA analyses for the Army family of MRAP vehicles being procured and fielded under the direction of the MRAP Joint Program Office (JPO). The MRAP vehicle program is a joint Service program among the United States (US) Army (USA), US Air Force (USAF), US Navy (USN), US Special Operations Command (USSOCOM) and US Marine Corps (USMC). The USMC has been designated as the lead agency and thus heads the MRAP JPO responsible for all MRAP program activities. The Department of the Navy (DoN) is the MRAP Vehicle Program Executive Agent, and the Commander, Marine Corps Systems Command (COMMARCORSYSCOM) functions as the MRAP Vehicle Program Executive Officer (PEO). The Undersecretary of Defense (USD), Acquisition, Technology and Logistics (AT & L) is the Milestone Decision Authority (MDA).

To mitigate the threat from these weapons, the DoD initiated the Mine Resistant Ambush Protected (MRAP) vehicle program, which uses a tailored acquisition approach to rapidly acquire and field the vehicles. MRAP is DoD¿s single most important acquisition program. To date, more than $22 billion has been appropriated to acquire more than 15,000 MRAP vehicles, and about 6,600 of the vehicles have been fielded. This report: (1) describes DoD¿s approach for and progress in implementing its strategy for rapidly acquiring and fielding MRAP vehicles; and (2) identifies the challenges remaining for the program. Designed to meet the challenges of operating in a counterinsurgency environment, the MRAP has taken survivability to a new level. MRAPs are currently manufactured by three companies: BAE Systems, Navistar International Military Group, and Force Protection Inc. Each company manufactures an MRAP according to one of three classifications set by the US Department of Defense: Category I, Category II, or Category III. The Category I MRAPs are designed for urban combat. Category II covers the MRAPs designed for convoy security, medical evacuation, and explosive ordnance disposal. The Category III MRAP performs the same function as Category II but is designed to carry more personnel. Since their introduction in 2007, MRAPs have performed remarkably in the asymmetric warfare environment. Their unique design and survivability characteristics have saved the lives hundreds of soldiers who otherwise would have been lost to landmines or IED attacks. As with any combat system, however, the MRAP is not without its drawbacks.

It produced a flood of vehicles on such a scale that it was the largest single defense acquisition program in Fiscal Year (FY) 2010-an amazing fact given that the program did not even exist in FY 2006. This book is written to answer these questions by providing a history of the program. To deal with the fundamental questions, that history has to be told in thematic terms. So much happened in parallel that a chronology would be misleading. It would fail to convey the special character and achievements of the MRAP program.

The major analysis will focus on the program as a rapid acquisition within the context of the Acquisition Management and Joint Capabilities Integration and Development System (JCIDS) framework. The goal for analysis is to answer the following question: What are the key factors and decisions that contributed to program success, with success defined as meeting program objectives and warfighter needs? In addition, this report will address the key trade-offs made within the MRAP program and the potential long-term impacts of these decisions.

Book excerpt: The purpose of this paper is to discuss the Improvised Explosive Device (IED) threat to the US Army and various methods used to counter this threat. The Mine Resistant Ambush Protected vehicle (MRAP) is the current method. This paper will address the US Army's needs to defeat the IED threat as well as the capabilities and limitations of the MRAP. The Secretary of Defense, Robert Gates, made the MRAP the top priority for the US military purchases, accelerating the procurement process that routinely takes ten years into nine months. This paper will answer the question: Does the MRAP meet the needs of the US Army to protect troops from IED threat? This will be answered by looking at the IED threat to determine requirements to protect troops. These requirements include protection, rapid fielding, and supportability. Non-MRAP countermeasures will be examined to determine if they meet these requirements. The MRAP will be analyzed to determine if the capabilities of the MRAP meet these requirements. This paper will examine facts that will show non-MRAP methods alone do not have the capacity to effectively protect troops from the IED threat.

Book excerpt: This Programmatic Environmental Assessment (PEA) evaluates potential direct, indirect, and cumulative impacts of standard targetry replacement and alternatives on environmental and land use resources. The Army believes that the majority of typical and recurring actions associated with standard targetry replacement can be best and most efficiently addressed in this PEA, instead of a separate environmental assessment (EA) for every action, as normally or historically required. To insure proper utilization of this PEA, as well as compliance with the President's Council for Environmental Quality (CEQ) recommendations, a specific Record of Environmental Consideration (RE CEQ) is developed as part of these analyses for use in subsequent or "tiered" documents supplemental analyses requirements are specified, and certification requirements by each individual project proponent are required. The purpose of this PEA is to facilitate a specific Army installation's compliance with the National Environmental Policy Act (NEPA); providing (1) a framework to address the impacts of this type of actions, (2) a procedure to certify a complete understanding and mitigation plan (when required) for all impacts addressed in this PEA through the use of a specific REC, and (3) a procedure to insure the preparation of a focused, supplemental EA or Environmental Impact Statement (ElS), as required when site specific (tiered) analyses identify the need. This PEA provides the public and decision-makers with the information required to understand and evaluate the potential environmental consequences of targetry replacement actions, comprehend the need for required mitigations and certify their viability, and realize when supplemental analyses are required. This PEA can be used to evaluate the potential environmental effects of standard targetry replacement and determine if any site-specific requirements require more detailed, focused, analyses.
