The endurance of Army forces is primarily a function of their sustainment and is essential to retaining and exploiting the initiative. Sustainment provides the support necessary to maintain operations until mission accomplishment. The relationship between sustainment and operation is depicted in introductory figure-1 on page vi.Sustainment must be integrated and synchronized with operations at every level to include those of our joint and multinational partners. Sustainment depends on joint and strategic links for strategic airlift, sealift, intratheater airlift, and strategic and theater-level supply support. Sustainment depends on our host nation (HN) partners to provide infrastructure and logistics support necessary to ensure both maneuver forces and followon sustainment are delivered to right place, at the right time, and in an operable condition.

Book excerpt: The significance of the Persian Gulf to international peace and security and to the global energy market cannot be overstated. Events such as the attacks of September 11 and the rise in energy demand and prices have only highlighted the importance of stability in the Gulf to the health of the global economy. This book demonstrates that the nature of military and political threats in the Gulf states (Bahrain, Saudi Arabia, Iran, Iraq, Qatar, Yemen, and the UAE) has shifted during the past three years. Although the threat from Saddam Hussein's Iraq, which produced three recent, major conventional wars-Iran-Iraq (1980-88), Persian Gulf (1990), and Iraq (2003)-has largely disappeared, it has been replaced by concerns over the asymmetric warfare conducted by terrorist organizations and over the proliferation of WMDs by both states and terrorists. These developments are affecting the defense planning and strategic posture of each country, and this book analyzes developments in the force structures of the Gulf states and their ability to deal with this shift in the nature of the threat. The military and security forces of the Gulf states must evolve to adapt to the changing nature of the threat and take into account the risk of the Iraqi insurgency and the uncertainty surrounding Iraq's future. The key areas covered in this book include the internal terrorist threat to Saudi Arabia and the Gulf states; the impact of Iran's nuclear program and the risk it poses to energy and internal security in the Gulf area; and border disputes within the region that could develop into conflict. In addition, the book studies the impact of the Iraq War on regional security and the fear of the insurgency spilling over into neighboring states. Cordesman and Al-Rodhan demonstrate a shift toward using internal security services to deal with the threat of extremism and asymmetric warfare. They also suggest that high energy prices and export revenues provide the Gulf countries the opportunity to upgrade their military forces and deal with their undercapitalization as a result of low oil prices in the 1990s. Moreover, they insist that the future of Iraq, the strategic and nuclear posture of Iran, and the terrorist threat will remain major risks and uncertainties in the short to medium run.

Book excerpt: GAO's analysis of DOD data indicates that more than 531,000 reservists have been mobilized in support of GWOT as of June 30, 2006, and more than 378,000 reservists, or 71 percent of the number mobilized, have been deployed. The number of reservists deployed increased through fiscal year 2003 and remained stable through fiscal year 2005. The majority of reservists have been deployed once. GAO's analysis further indicates that of the more than 378,000 reservists who have deployed in support of GWOT, 81 percent have spent a year or less deployed and 17 percent of reservists have spent more than 1 year but less than 2 years deployed. Of those who deployed, almost 98 percent were U.S. citizens. Since GWOT began, about 78 percent of reservists who were deployed were White, about 14 percent were Black or African American, and almost 90 percent identified themselves as non- Hispanic and 8 percent as Hispanic. Of those who were deployed, 89 percent were male and 11 percent were female. There were three variables volunteer status, location deployed, and unit deployed required by DOD policy for which the Defense Manpower Data Center (DMDC) could not provide data because the data either did not exist or were not reliable enough for the purposes of GAO's report. GAO found the deployment and mobilization data used to be reliable for providing descriptive information. However, the mobilization data, some deployment data fields, and DMDC's processes for data analyses need improvement. DMDC and the services have recently taken steps to improve the reliability of mobilization data; however, additional steps are needed to make mobilization data more reliable. DMDC and the services have undertaken a large-scale, challenging effort to replace all previous service provided mobilization data in DMDC's CTS database with new data from the services, referred to as rebaselining.
