Available in PDF, EPUB and Kindle. Book excerpt: This report responds to your request that we evaluate the Anny's implementation of the Warfighting Rapid Acquisition Program (WRAP). You had expressed some concern about the program's performance and direction in its first 2 years. This report discusses the current status of the program. During congressional testimony in early 1996, the Army Chief of Staff requested funds from Congress to speed up the fielding of urgently needed new technologies to the soldier. The Chief of Staff stressed that Congress and the Army could accelerate the development of new technologies by making funds available more quickly than is normally required in the budget process for new programs. The Army proposed WRAP as a tool that would help jump-start technologies that were still under development but near mg the production phase. These new technologies were being tested in Army experiments designed to support a new warfighting concept called Force Xx'. Force Xx' embodies the Army's vision of how military operations will be carried out in the 21st century and relies heavily on the fielding in the year 2000 of the 4th Infantry Division, the Army's first digitized division. The Army selected technologies slated for WRAP funding from those tested in the Task Force XXI Advanced Warfighting Experiment (AWE), ' completed in March 1997 and carried out to support the first digitized division. Congress added $50 million to the Army's fiscal year 1997 budget. The money eventually funded the first 11 WRAP initiatives. However, the House Committee on Appropriations, in its report on the fiscal year 1997 defense appropriations biff, expressed concern that WRAP funds might be used for limited fielding of unbudgeted items that had not competed for funds and would not be affordable in future budgets.

First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards.As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

Book excerpt: With the Department of Defense's budget continuing to be reduced, Army acquisition managers must acquire superior weapon systems within shorter time periods with less resources, One effective way to accomplish this with relatively small, urgently needed acquisition programs is through the Army's Warfighting Rapid Acquisition Program (WRAP). This thesis uses a case study of the Bradley Stinger Fighting Vehicle-Enhanced (BSFV-E) air defense system to determine the impact of the WRAP upon accelerated acquisition. WRAP transitions compelling US Army Training and Doctrine Command Battle Lab successes into rapid acquisition successes. Lessons learned from the BSFV-E case are identified which might be used by other acquisition managers to effectively manage programs which emerge as Battle Lab experimentation successes and are approved for rapid acquisition through the WRAP process. One lesson learned is that BSFV-E's streamlined acquisition process permitted a significant reduction in the administrative and procedural requirements which typically burden systems development. Also, this case study identified that lack of funding for WRAP programs such as the BSFV-E can potentially transform a rapid acquisition effort into a business-as-usual program. This study concludes that the BSFV-E is an excellent acquisition streamlining role model.

Book excerpt: From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.
