The focus of this paper is current and future energy demand for Army facilities and how demand will be met in the face of global resource shortages. Utility services for facilities on Army installations include: purchased electricity, steam, hot water and other utilities, and operation of electrical, heating, air conditioning, refrigeration, water distribution, and wastewater collection and treatment systems worldwide. In recent years, facility energy costs have escalated and demand has increased due to higher wartime operating tempo. This paper examines the impact this trend has on national security and the Army budget. This includes a survey of the Energy Policy Act of 2005 (EPACT 2005) and other defense relevant directives and an assessment of their impact on resulting Army energy strategy (e.g., Army Energy Strategy for Installations, Army Energy and Water Campaign Plan for Installations, etc.). This paper also addresses what the Army has accomplished to meet energy goals. Lastly, it considers the effect of energy efficiencies and employment of alternative sources of energy as well as the implications of failing to invest sufficient resources today to meet future energy demand.

Currently the energy infrastructure is extremely vulnerable, not resilient, and susceptible to a host of physical and cyber attacks. In the event of a major attack against the United States, the energy grid would be a vulnerable and important target that might cripple our military capacity to project forces. In addition to the threat that is posed by a fragile energy grid, the military is also under pressure from the senior decision and policy makers to use more renewable energy. With more than 30 presidential mandates having been imposed on the Army, significant funding cuts, and a strategic objective to have secure and reliable energy from renewable sources, the Army must have a defensible and transparent investment strategy and a means to assess economic and non-economic value of energy investments. Unfortunately, there are insufficient funds for resourcing renewable energy projects focused solely on energy security. This study attempts to use multi objective decision analysis and data envelopment analysis to evaluate value as a function of life cycle costs of different energy security measures and renewable energy for military installations. We used a portfolio approach in an effort to capture both the true costs and to develop technology feasible alternatives. This study will propose methods, processes, and tools for the decision makers to compare the portfolios' value and cost effectiveness. This paper will culminate in a demonstration of the methodology to illustrate its' utility.

The Energy Independence and Security Act of 2007 (EISA 2007) identified multiple areas in which the U.S. should focus in order to become more energy independent. Throughout the course of the historic 2008 Presidential primaries and Presidential campaign, one of the common themes and promises from each candidate was to set a course for the U.S. to achieve energy independence. The U.S. Department of Defense (DOD) continues to look for ways to reduce our dependency on fossil fuels and foreign oil, while at the same time maximizing our energy efficiency and conservation. This paper will look at DOD's energy demand and examine the economic and national security impacts it has on our nation. The paper will also examine renewable energy sources that can be used on DOD installations to create "off the grid" energy capabilities.

Book excerpt: Energy security, defined as having assured access to reliable supplies of energy and the ability to protect and deliver sufficient energy to meet mission essential requirements, is a strategic issue for the United States. The U.S. Army is the DoD’s greatest energy user, consuming 36 percent of the DoD’s total in 2014, and therefore has a vested interest in increasing its energy security posture. However, the Army faces a critical energy security threat in the form of domestic utility disruptions due to the service’s dependence on commercial power grids, especially due to enemy action such as cyber-attack. However, the Army is only funded to meet current energy demands, receiving very little to invest in renewable energy projects. Currently, the Army must rely on third party financing and prioritize projects based on economic variables to increase energy security on Army installations. This strategy fails to increase readiness and allocate the Army’s limited means efficiently. By using the Energy Security framework proposed in this paper, the Army can better manage energy security projects in a risk-informed way.
