Book Army Facility Energy Demand and the Impact on National Security

Download or read book Army Facility Energy Demand and the Impact on National Security written by Isabella Clapp and published by . This book was released on 2007 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sustaining the Army base ensures soldiers and their families have adequate resources to live and work. The focus of this paper is current and future energy demand for Army facilities and how demand will be met in the face of global resource shortages. Utility services for facilities on Army installations include: purchased electricity, steam, hot water and other utilities, and operation of electrical, heating, air conditioning, refrigeration, water distribution, and wastewater collection and treatment systems worldwide. In recent years, facility energy costs have escalated and demand has increased due to higher wartime operating tempo. This paper examines the impact this trend has on national security and the Army budget. This includes a survey of the Energy Policy Act of 2005 (EPACT 2005) and other defense relevant directives and an assessment of their impact on resulting Army energy strategy (e.g., Army Energy Strategy for Installations, Army Energy and Water Campaign Plan for Installations, etc.). This paper also addresses what the Army has accomplished to meet energy goals. Lastly, it considers the effect of energy efficiencies and employment of alternative sources of energy as well as the implications of failing to invest sufficient resources today to meet future energy demand.

Book Energy Trends and Their Implications for U S Army Installations

Download or read book Energy Trends and Their Implications for U S Army Installations written by Eileen T. Westervelt and published by . This book was released on 2005 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary issues affecting energy options are those of availability, affordability, sustainability, and security. Since energy resources are unevenly distributed around the world, and the impacts of energy consumption have global reach in both environmental and political terms, any meaningful review of energy-related issues must take a global perspective. This work synopsizes world and national energy issues (including energy source options, resource stocks, and future prognosis) in the context of how Army installations need to respond to changing trends. This report presents implications of actions that may be taken in response to the national and world energy situation, to help the Army to make informed choices on energy utilization that will contribute to sustaining the Army's mission.

Book New realities

Download or read book New realities written by John R. Deni and published by . This book was released on 2014 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Revolutionary changes among energy producers and dramatically altered patterns of energy consumption across the planet are having profound implications for American national security in general and the U.S. Army specifically. All of these changes will have implications for U.S. security generally and the U.S. military specifically. Evolving energy-based U.S. national interests in Africa or the Middle East may shape the degree to which the U.S. military becomes involved in political or humanitarian crises in those regions. Tightening energy supplies may alter fundamentally the way in which the United States wields military force in a contingency operation. And closer to home, increasingly vulnerable domestic energy infrastructure may undermine military installation operations and security.

Book Methodology for Prioritizaon of Investments to Support the Army Energy Strategy

Download or read book Methodology for Prioritizaon of Investments to Support the Army Energy Strategy written by Center for Nation Reconstruction and Cap and published by Createspace Independent Publishing Platform. This book was released on 2015-12-22 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current state of the energy grid in the United States is a threat not only to energy production and way of life but also to our national security. Currently the energy infrastructure is extremely vulnerable, not resilient, and susceptible to a host of physical and cyber attacks. In the event of a major attack against the United States, the energy grid would be a vulnerable and important target that might cripple our military capacity to project forces. In addition to the threat that is posed by a fragile energy grid, the military is also under pressure from the senior decision and policy makers to use more renewable energy. With more than 30 presidential mandates having been imposed on the Army, significant funding cuts, and a strategic objective to have secure and reliable energy from renewable sources, the Army must have a defensible and transparent investment strategy and a means to assess economic and non-economic value of energy investments. Unfortunately, there are insufficient funds for resourcing renewable energy projects focused solely on energy security. This study attempts to use multi objective decision analysis and data envelopment analysis to evaluate value as a function of life cycle costs of different energy security measures and renewable energy for military installations. We used a portfolio approach in an effort to capture both the true costs and to develop technology feasible alternatives. This study will propose methods, processes, and tools for the decision makers to compare the portfolios' value and cost effectiveness. This paper will culminate in a demonstration of the methodology to illustrate its' utility.

Book Energy Security and National Security

Download or read book Energy Security and National Security written by David Williams and published by . This book was released on 2009 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States has long been dependent on foreign oil and foreign energy sources. The Energy Independence and Security Act of 2007 (EISA 2007) identified multiple areas in which the U.S. should focus in order to become more energy independent. Throughout the course of the historic 2008 Presidential primaries and Presidential campaign, one of the common themes and promises from each candidate was to set a course for the U.S. to achieve energy independence. The U.S. Department of Defense (DOD) continues to look for ways to reduce our dependency on fossil fuels and foreign oil, while at the same time maximizing our energy efficiency and conservation. This paper will look at DOD's energy demand and examine the economic and national security impacts it has on our nation. The paper will also examine renewable energy sources that can be used on DOD installations to create "off the grid" energy capabilities.

Book excerpt: This book documents electric power requirements for the dismounted soldier on future Army battlefields, describes advanced energy concepts, and provides an integrated assessment of technologies likely to affect limitations and needs in the future. It surveys technologies associated with both supply and demand including: energy sources and systems; low power electronics and design; communications, computers, displays, and sensors; and networks, protocols, and operations. Advanced concepts discussed are predicated on continued development by the Army of soldier systems similar to the Land Warrior system on which the committee bases its projections on energy use. Finally, the volume proposes twenty research objectives to achieve energy goals in the 2025 time frame.

Book Sustainability and National Security

Download or read book Sustainability and National Security written by James Hartman and published by . This book was released on 2011 with total page 501 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the importance of sustainability and its impact on the Department of Defense, CSL's National Security Issues Branch has collected works from subject matter experts who cover the topic in a variety of ways in everything from sustainability and national security to sustainability of installations. In particular, Dr. Jim Hartman's chapter, "Sustainability and National Security", examines the evolution of the Army's sustainability program and its contributions to the national strategic security objectives. The growing world population and imbalance of natural resources are expected to affect US, as well as Army, interests. Dr. Hartman asserts sustainability is the nexus to ensure future security, which can only be achieved through the development and implementation of sound business practices. Dr. Hartman opines the Army, as a large institution, is well suited to lead a whole of government approach to sustainability.

Book Installation Energy the Future Challenge

Download or read book Installation Energy the Future Challenge written by Andrew Liffring and published by . This book was released on 2016 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Energy security, defined as having assured access to reliable supplies of energy and the ability to protect and deliver sufficient energy to meet mission essential requirements, is a strategic issue for the United States. The U.S. Army is the DoD’s greatest energy user, consuming 36 percent of the DoD’s total in 2014, and therefore has a vested interest in increasing its energy security posture. However, the Army faces a critical energy security threat in the form of domestic utility disruptions due to the service’s dependence on commercial power grids, especially due to enemy action such as cyber-attack. However, the Army is only funded to meet current energy demands, receiving very little to invest in renewable energy projects. Currently, the Army must rely on third party financing and prioritize projects based on economic variables to increase energy security on Army installations. This strategy fails to increase readiness and allocate the Army’s limited means efficiently. By using the Energy Security framework proposed in this paper, the Army can better manage energy security projects in a risk-informed way.
