The focus of this paper is current and future energy demand for Army facilities and how demand will be met in the face of global resource shortages. Utility services for facilities on Army installations include: purchased electricity, steam, hot water and other utilities, and operation of electrical, heating, air conditioning, refrigeration, water distribution, and wastewater collection and treatment systems worldwide. In recent years, facility energy costs have escalated and demand has increased due to higher wartime operating tempo. This paper examines the impact this trend has on national security and the Army budget. This includes a survey of the Energy Policy Act of 2005 (EPACT 2005) and other defense relevant directives and an assessment of their impact on resulting Army energy strategy (e.g., Army Energy Strategy for Installations, Army Energy and Water Campaign Plan for Installations, etc.). This paper also addresses what the Army has accomplished to meet energy goals. Lastly, it considers the effect of energy efficiencies and employment of alternative sources of energy as well as the implications of failing to invest sufficient resources today to meet future energy demand.

Projects selected for implementation as a result of this analysis will enable OARB to achieve the 1985 goal. Total annual energy savings from implementing Increment A, B, and G projects will be approximately 75,000 MBTU's. The total cost of these projects is estimated at approximately $3.0 million. The implementation of Increment F projects will result in an additional annual energy savings of 41,900 MBTU's per year at an implementation cost of $80,000. Total savings for ail projects are estimated at 117,000 MBTU's at a cost of about $3.08 million.

The Hawthorne Army Ammunition Plant is a Government Owned and Contractor Operator (GOCO) Army facility. Consequently, any reference made in this document to the Energy Conservation Investment Program (ECIP) is directly analagous to Energy Conservation and Management (ECAM). The ECAM designation pertains specifically to GOCO Army installations. All Programming Documents for projects developed from this study reference ECAM wherever ECIP is called for.
