Book excerpt: The objective of this report was to assist in attaining the Army's goals in reducing energy use while still accomplishing its military missions, this Energy Engineering Analysis has been performed for the USASCH Facilities on the Islands of Hawaii and Oahu, Hawaii. Objective of the study is to assist energy-conservation administration and policy by identifying measures to be developed into Energy-Conservation Investment Programs (ECIP) projects, operation and maintenance (O & M) alteration and/or construction projects, and recommendations for improving energy utilization by means requiring little or no capital expenditure. The scope of the project included studies and field checks of buildings and utilities at each of ten designated installations under WESTCOM command, to see where most energy is used, and how its consumption can be reduced. Engineering analysis of the data was used to define technical requirements and costs of prospective ECIP projects generally requiring capital investment of more than $100,000 and evaluating their effectiveness by E/C ratio; the energy saved (millions of British Thermal Units, MBTU, per year) divided by the cost (thousands of dollars of capital) required.

Book excerpt: There are many areas of desired improvement for the Army Energy and Water Reporting System. The purpose of system is to serve as a data repository for collecting information from energy managers, which is then compiled into an annual energy report. This document summarizes reported shortcomings of the system and provides several alternative approaches for improving application usability and adding functionality. The U.S. Army has been using Army Energy and Water Reporting System (AEWRS) for many years to collect and compile energy data from installations for facilitating compliance with Federal and Department of Defense energy management program reporting requirements. In this analysis, staff from Pacific Northwest National Laboratory found that substantial opportunities exist to expand AEWRS functions to better assist the Army to effectively manage energy programs. Army leadership must decide if it wants to invest in expanding AEWRS capabilities as a web-based, enterprise-wide tool for improving the Army Energy and Water Management Program or simply maintaining a bottom-up reporting tool. This report looks at both improving system functionality from an operational perspective and increasing user-friendliness, but also as a tool for potential improvements to increase program effectiveness. The authors of this report recommend focusing on making the system easier for energy managers to input accurate data as the top priority for improving AEWRS. The next major focus of improvement would be improved reporting. The AEWRS user interface is dated and not user friendly, and a new system is recommended. While there are relatively minor improvements that could be made to the existing system to make it easier to use, significant improvements will be achieved with a user-friendly interface, new architecture, and a design that permits scalability and reliability. An expanded data set would naturally have need of additional requirements gathering and a focus on integrating with other existing data sources, thus minimizing manually entered data.

Specifically, we reviewed the status of eight Army non-small-business NTEET research and development projects valued at $72.9 million (1) to determine whether DOD and the Department of the Army complied with Recovery Act requirements, Office of Management and Budget (OMB) guidance, the Federal Acquisition Regulation (FAR), and DOD implementing guidance and (2) to ensure that planning and implementation efforts by DOD and the Army facilitated accountability and transparency. We recommend that the Commander, Army Research, Development, and Engineering Command: direct contracting officers to include appropriate FAR clauses in solicitation announcements posted on public Web sites and implement OMB guidance on Recovery Act contracts and cooperative agreements solicited and awarded by the Command.
