Chapter 5 describes military expertise as an essential characteristic that provides ethical design, generation, support, and application of landpower, primarily in unified land operations, and all supporting capabilities essential to accomplish the mission, in the right way, in defense of the American people. Chapter 6 recognizes that stewardship, an essential characteristic, is the responsibility of Army Professionals to strengthen the Army as a profession and to care for the people and resources entrusted to us by the American people. Stewardship provides for the long-term readiness and resilience of our people and organizations. Chapter 7 provides a discussion of esprit de corps, an essential characteristic of our profession that denotes our collective ethos of camaraderie within cohesive teams. Esprit de corps is embedded in the Army culture of trust and is carried on through customs, courtesies, and traditions. Appendix A expands on the discussion of the Army culture. Appendix B restates the oaths, creeds, and norms of conduct. As trusted Army professionals-Soldiers and Army Civilians-we are honorable servants of the Nation, Army experts, and faithful stewards of the people, other resources, and profession entrusted to our care. By our oath, we are morally committed to support and defend the Constitution. This duty requires a foundation of trust with the American people, reinforced as the Army Profession contributes honorable service, military expertise, and stewardship with courageous esprit de corps. Within the Army Profession, Army professionals earn and sustain trust by demonstrating character, competence, and commitment. We make right decisions and take right actions that are ethical, effective, and efficient.

The AUTL provides a common language and reference system for doctrine, capability, and training developers. Proponents and schools use AUTL tasks, those tasks' recommended measures of performance, and the unit's table of organization and equipment to establish unit-specific, collective task training and evaluation outlines. Proponent training and evaluation outlines provide the measurable conditions and standards to be used by commanders in evaluating an organization and individuals' abilities to perform these tasks. The AUTL's link to the Universal Joint Task List (UJTL) at tactical, operational, and strategic levels aids analysts and planners in understanding the Army's role and integrating joint operations. The AUTL is a comprehensive, but not all-inclusive listing of Army tasks, missions, and operations. Units and staffs perform tasks, provide capabilities, accomplish missions, and conduct operations at corps level and below. For each task, the AUTL provides a numeric reference, a task title, a task description, a doctrine reference, and, in most cases, recommended measures of performance (measures). Training developers use these measures to develop training and evaluation outline evaluation criteria for supporting collective tasks. The task proponent is responsible for developing the training and evaluation outlines that supports each AUTL task. As a catalog, the AUTL captures doctrine as it existed on the date of its publication. The principal audience for ADRP 1-03 is the institutional force, specifically personnel performing capability development, integration functions, and training development. Commanders and staffs in the operational force should refer to the Combined Arms Training Strategies (known as CATS) in the Army Training Management System (known as ATMS) which contain training and evaluation outlines (known as T&EO) for collective and individual task. Irregular warfare requires a deliberate application of an understanding of culture due to the need to understand a populated operational environment, what specifically is causing instability, the nature of the threat, and the ability to work with host-nation governments and security forces. Often, training and operations rely on cultural training and education to build cultural expertise, but this may not provide the cognitive link to situational understanding. This ATP does not simply focus on culture, which often generalizes aspects of a society, does not account for diversity, and rarely represents a specific working identity (as in useful and relevant identity, which is distilled or created for a purpose) for an entire region, nation, or even an area. Alternatively, this publication builds on doctrinal publications, including ADRP 5-0 and FM 3-24, which detail terms and references regarding culture and help link these foundations to situational understanding. Situational understanding facilitates Soldiers' and leaders' abilities to make informed decisions regarding their area of operations because of their recognizing "what looks right" and "what looks wrong." This ATP covers the basics of one aspect of enhancing situational understanding through cultural understanding, and links these basics to methodologies and training tools to more rapidly gain cultural understanding through a deliberate process, rather than simply gaining awareness through learned patterns by immersion in a community or area of operations. Leaders at every level need to emphasize cultural training and understanding. Developing expertise in cultural and geopolitical knowledge, understanding, and application are requirements for all Army professionals and leaders and one of the four fields of knowledge of professional military expertise. (See ADP 1.) A deliberate, synchronized and coherent plan to develop cultural expertise is vital. If leaders set the standard, their Soldiers will follow. Leaders are expected to be culturally and situational aware. They will conduct and participate in meetings, negotiations, and other exchanges with host-nation citizens in which cultural and situational understanding are essential to influence target audiences. Obtaining keen situational awareness will also help leaders recognize and understand the prerequisites of insurgency in their area of operations, enemy patterns, how insurgents use prerequisites of insurgency to get close to the local population, and ways counterinsurgents can separate insurgents from the local population.

For definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition. The use of the term influence throughout this publication reflects the definition of common English usage "the act or power of producing an effect without apparent exertion of force or direct exercise of command," as distinct from the usage outlined in FM 3-13. It is contrary to law for DOD to undertake operations intended to influence a domestic audience; nothing in this publication recommends activities in contravention of this law. ADRP 6-22 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated.
