Through a survey of the literature of published corporate business plans and models, military reports, Army depot case studies, and comparative analysis of emerging computer software technology, factors fundamental for successful transformation within the Institutional Army are identified. This study finds that working corporate models, such as Lean Six Sigma (LSS), are available which are already enabling the transformation of a very specific aspect within the institutional Army. However, the study has also discovered that this model does not possess the capability to serve as an all-encompassing model facilitating the total transformation within the institutional Army, implying that the application of several models in conjunction with LSS is a better use of resources. The research has also shown that other civilian models can be applied to the Institutional Army as well. They include enterprise resource planning systems (ERP) and information networks (IN). Clearly, each one of these civilian models brings different capabilities to the Institutional Army.

Book excerpt: With the March 2010 publication of FM 5-0, The Operations Process, the U.S. Army formally introduced Design into its doctrine. Design is defined in FM 5-0 as “a methodology for applying critical and creative thinking to understand, visualize, and describe complex, ill-structured problems and develop approaches to solve them” (Headquarters; Department of the Army, 2010) p. 3-1). The intent of Design is to help Commanders respond more adeptly to interactively complex, dynamic, and novel situations. It emphasizes using collaborative discourse to develop a holistic understanding of a problem space so that the appropriate solution becomes apparent. Though many people contend that successful Commanders have always engaged in Design-type activity, the codification of Design in doctrine nonetheless represents a significant organizational change for the Army. Organizational change efforts are often met with resistance, and the intended benefits of the change may go unrealized. Introducing an innovation, even when it is arguably an improvement over current practice, does not assure successful adoption of the innovation. A host of challenges that are often unrelated to the technical merits of new ideas can undermine successful implementation. The goal of this research effort was to illuminate the issues associated with introducing Design into the U.S. Army. A primary focus of the project was to identify and document significant organizational barriers to integration and operational use of Design. The research team also developed recommendations for steps the Army can take to address the challenges and facilitate the assimilation of Design into operations. The research team conducted three main tasks to identify significant obstacles to incorporating Design into operations. The first task was a literature review, focusing on military publications, doctrine, Combined Arms Center (CAC) blog posts, literature from the field of cognitive psychology, and literature from the field of organizational change. The second task was to conduct interviews with a variety of subject-matter experts, including those who teach Design, those who have received formal education in Design, and those who have applied Design-type activities in the field. The third task consisted of analysis and synthesis of the data, and development of recommendations. Although aspects of these findings have been documented elsewhere, there are currently no sources that address a comprehensive collection of barriers to adopting Design in the Army, nor that offer strategies for facilitating integration. Thus, this report offers a comprehensive account of the range of challenges affecting institutionalization of Design in the Army, in addition to suggestions for mitigating them. Recommendations are organized around the following topics: promoting Design within the Army, accumulating an evidence base, educating/instructing Design, rewards and incentives, facilitating the link to practice, and future research. The authors believe that awareness of the barriers and attention to strategies for addressing them will enhance the likelihood of effectively infusing Design into the way the Army does business. The findings of this research can benefit a variety of stakeholders, including Army leaders who are communicating and educating forces on the concept of Design and its application, doctrine authors who will be evolving the concept of Design in future iterations of doctrine, and Commanders and planning staff who are implementing Design in military operations. The findings may also be useful for those seeking insight into future research needs.

Book excerpt: As a follow-on to the Army Science Board 2005 Summer Study on Best Practices, the Army Science Board was tasked to identify areas where alternative approaches and application of transforming practices and policy could benefit the Army in the areas of: 1) Human Resources Management; 2) Weapon Systems, Real Property and Installation Lifecycle Management; 3) Material Supply and Service Management; and 4) Financial Management. Study activities were divided into 4 subpanels on these enumerated areas of interest. With respect to these areas, the Board was instructed to: Focus on Army processes where alternative approaches can be applied within a 2 year period; Examine "leverageable" changes in other Service/Joint processes; Designate/develop metrics to gauge performance; and, Recommend organizational changes, Return on Investment (ROl) of resource savings, implementation costs plus internal and external regulatory/statutory considerations. Major recommendations include: 1) Establish a Human Capital Development Command; 2) Develop an enterprise-wide decision support system; 3) Consolidate and lean BRAC-identified organizations prior to moving; 4) Establish a team of subject matter experts to develop a Time Defined Acquisition process for the Army; 5) Establish financial management policy, data structures and analytic capabilities to leverage the General Fund Enterprise Business System (GFEBS) for support of the Planning, Programming, Budgeting and Execution System (PPBES), Enterprise-wide analysis and decision support tools; and 6) Improve the supply chain by a) Implementing Purchasing and Supply Chain Management and major component Performance Based Logistics (PBL), b) Establishing a policy to obtain Pre-war Obligation Authority (including surge provisions in supply contracts and resource war reserve); and c) Implementing a shared services contract process for goods and services to provide price advantages for local ordering.

Book excerpt: Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.
