Book excerpt: Visualizing the future requires a process that anticipates the nature of warfare in the next century and the evolution of US national security requirements. For that purpose, AAN conducts broad studies of future warfare to frame issues vital to the development of the US Army and to provide those issues to the senior Army leadership in a format suitable for integration into TRADOC combat developments programs. These studies focus on1y but are not constrained to, the period 2010 and beyond. The choice of a 30-year point of focus is intended to place a distant intellectual beacon far enough in front of the pace of change so that ideas and a vision of the future will not be constricted by near term budgetary and institutional influences. Such an approach is needed to break free of the action-reaction cycle of incremental change, which can only hold the future hostage to the past. To ensure a comprehensive and holistic perspective focused on 2025, the program is organized around four broad research areas: the geostrategic setting, the evolution of rnilitary art, human and organizational issues, and technology trends.

Major survey documents include: Quadrennial Defense Review, Report of the National Defense Panel Joint Vision 2010, Army Vision 2010, Army After Next Study Program; and the Department of Defense and Army Science and Technology Plans. Following the broad survey, the paper highlights two technologies with the potential to provide leap-ahead capabilities during the AAN time frame. The two technologies are: (1) the use of computer simulations to enhance tactical decision-making (planning, preparation, and execution) and (2) a Future Combat System equipped with an Electromagnetic Gun. A short section of the paper presents. from an outsider's perspective, several observations concerning evolving Army After Next operational concepts. Based on these observations, the paper recommends continued research and efforts to identify alternative Army After Next operational concepts. Additionally, the paper recommends a thorough review of assumptions concerning the potential effectiveness of Active Protection Systems. This is a very important issue because the front running Army After Next operational concept - air-mechanization - relies heavily on Active Protection Systems to provide survivability to a new class of 15-ton fighting systems.

Book excerpt: The Army After Next (AAN) wargames provide a structured forum for a discussion of national security issues associated with the nature of warfare in the early-to-mid 21st century. This report summarizes issues generated during the AAN Spring Wargame 1998. The wargame was set in 2021. The major game activity involved an attack by Red on the states on the south shore of the Persian Gulf. The United States was also involved in a multinational peacekeeping operation in Indonesia. In addition, continuing border conflict between India and Pakistan escalated dangerously during the game, eventually resulting in nuclear weapon use. These three separate events were designed to examine the role of AAN forces in global conflicts. Five dominant themes cut across the twelve issues identified in this study: rapid deployment into theater, asymmetric responses, urban warfare, homeland defense, and information operations.
