This monograph offers, possibly for the first time, a systematic historical review as well as a substantive theory of NSAs and their arming efforts. From the Jewish rebellions against Rome to the war between the Ukrainian separatists and the Ukrainian government, NSAs’ weapons acquisition has been vital for the build-up of their force, enabling both the employment of that force and its sustainability. While weapons are not necessarily the most important factor in military build-up, NSAs need weapons to fight, and revolts usually erupt after the organizers have acquired a certain number of weapons. Conversely, many revolts lose momentum and operations are not carried out, or turn ineffective, due to shortages of arms and ammunition. A major theme of this monograph is that in spite of dramatic political and technological changes, armed NSAs in different periods have employed similar methods to acquire weapons. Self-production, looting and stealing, external support, and the arms trade were always the major ways for NSAs to acquire weapons, though the importance of each method and the type of arms has changed remarkably over time. Understanding Non-State Actors discusses the factors – political, social, cultural, technological, and organizational – that have both facilitated and constrained the ability of NSAs to acquire arms. The arms trade treaty of 2013 has been a first attempt towards a harder control on small arms trade, however today it can be stated that the attempt failed and it hasn’t achieve any real effects on the volume of sales in both legal and illicit conventional weapons, military defense systems and their parts, accessories or ammunition. The five hypothesis the author make about the system of arbitrary trade prior to the analysis are the following: Firstly, Guns are being produced and traded not solely for purposes of the defense industry in a political sense of security dilemma, but also for purposes of war making. Conflicts and wars profit certain groups in the international world order. Secondly, global gun trade is regulated not solely by the states foreign policy, but also by gun manufacturing corporations that try to influence the emergence of new conflicts in destabilized parts of the world. Business actors are mainly interested to increase their profits. Thirdly, dominant states abuse arms trade over third world states as a tool of foreign policy, in order to have influence in domestic matters. New opportunities with digital technologies are not applied in the international society, due to the international society structure of sovereign states. This structure makes state cooperation in international order based on self binding norms with little or no consequences for the rule breaking country. Lastly, the restrictions in arms trade volumes or restrictions for states to acquire armaments would lead to less new conflicts in the long term. The challenge of this thesis is to combine three areas, that don’t seem to match to each other, namely international relations, gun trade and new digital technologies to give a practical solution to one particular policy problem - unrestricted international gun trade. This paper will challenge orthodox ways of problem - solving approaches in international relations by focusing mostly on empirical evidence, rather than theory. It will combine international relations with the power of new digital technologies, including blockchain technology, to deal with international political and economic problems.

Book excerpt: This paper looks at small arms transfers to non-state actors in the Syrian conflict as an under analyzed aspect of intervention in intrastate war that is both globalized and potentially destabilizing. I challenge the dominant narrative that the international community has failed to intervene in Syria, by pointing to the manifold government-funded arms transfers to opposition groups beginning in 2012. I find that there are two significant networks of arms trafficking: one through Jordan with Saudi Arabian and American support; the other through Turkey with Qatari support. These patterns and rivalries between donor countries have contributed to three processes within the transformation from revolution to civil war: militarization, increased sectarianism, and fragmentation of the opposition. I review two mechanisms of international arms control: multilateral embargoes and the recent Arms Trade Treaty. Their weaknesses, as evident in the case of Syria, are related to the problems of self-monitoring and enforcement by states that have contradictory incentives. Next, I address the related issue of surplus arms by looking at how the failure of disarmament measures in Iraq and Libya had a direct impact on arms proliferation in Syria. I conclude with a discussion of the legality of arms transfers to non-state actors and the need to focus on political rather than military solutions to globalized conflict.
