A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument.While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. This volume provides a forum for academics and practitioners from around the globe to discuss these developments in depth and to assess the specific strengths and weaknesses of these new instruments of arms control. In agreeing to limit or proscribe certain classes of weapons, states will constrain their military capabilities and therefore decrease the threat they pose to potential adversaries. Focusing on the expected military impact of technological change and the capacity of states to confidently monitor the activities of its negotiating partners, it may be possible to forge lasting agreements that improves the security of the participating states. However, at other times, the nature technological change may force states to engage in competitive behavior, precluding cooperation and increasing the probability of conflict. Examining a diverse set of cases, including the Washington Naval Conference, The World Disarmament Conference at Geneva, the Baruch Plan for the International Control of Atomic Energy, and the SALT I Accords (including the ABM Treaty), this volume presents a persuasive, comprehensive and interesting contribution to the literature on arms racing and arms control, and should be of interest to students of international relations theory and security studies. By presenting a theoretical-informed model that explicitly links the security strategies of states to their choices about development and deployment of new weapons and, consequently, their willingness to engage in arms control cooperation, this book provides an important refinement upon existing theoretical and historical approaches.

Security, economic, and industrial interests are incrementally explored to help answer this question using the North Atlantic Treaty Organization (NATO), a mature alliance, as a basis for analysis. The author reviews arms cooperation from a historical perspective and describes the means by which arms cooperation is accomplished. Policies, positions, perspectives and lines of authority are reviewed in light of the emerging new world order. National interests are incrementally analyzed in the areas of national security, economics interests, and the impact on industry. The author concludes with detailed findings and recommendations which cumulatively propose that arms cooperation policies should continue to be pursued which open defense markets, avoid protectionist positions, and support a collective security strategy. Policies must be clearly articulated, avoid conflicting lines of authority, safeguard competition and technological advantage, and provide for a responsive industrial base. The author calls for rhetoric in this critical area be translated into real leadership.

The pace of implementation for many of these agreements slowed during the Clinton Administration, and the Bush Administration usually preferred unilateral or ad-hoc measures to formal treaties and agreements to address U.S. security concerns. But the Obama Administration resumed bilateral negotiations with Russia and pledged its support for a number of multilateral arms control and non-proliferation efforts. This book provides an overview of the treaties, agreements and control regimes currently in place and relating to co-operative arms control and non-proliferation.
