Book Pearson and Canada s Role in Nuclear Disarmament and Arms Control Negotiations 1945 1957

Download or read book Pearson and Canada s Role in Nuclear Disarmament and Arms Control Negotiations 1945 1957 written by Joseph Levitt and published by McGill-Queen's Press - MQUP. This book was released on 1993 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lester Pearson was Minister for External Affairs between 1948 and 1957. During this time Canada was a member of two successive United Nations commissions on eliminating or controlling nuclear arms with the United States and the Soviet Union as the main negotiators. The goal of these discussions was to reach an agreement on general principles that reflected the strategic needs of each side, rather than on the technical details necessary for a treaty. While the United States and the Soviet Union played the largest role in the negotiations, two other major powers, Britain and France, allies of the Americans, were also at the bargaining table. Canada was the only middle power to participate in all negotiations.

Available in PDF, EPUB and Kindle. Book excerpt: From the École Polytechnique shootings of 1989 to the political controversy surrounding the elimination of the federal long-gun registry, the issue of gun control has been a subject of fierce debate in Canada. But in fact, firearm regulation has been a sharply contested issue in the country since Confederation. Arming and Disarming offers the first comprehensive history of gun control in Canada from the colonial period to the present. In this sweeping, immersive book, R. Blake Brown outlines efforts to regulate the use of guns by young people, punish the misuse of arms, impose licensing regimes, and create firearm registries. Brown also challenges many popular assumptions about Canadian history, suggesting that gun ownership was far from universal during much of the colonial period, and that many nineteenth century lawyers – including John A. Macdonald – believed in a limited right to bear arms. Arming and Disarming provides a careful exploration of how social, economic, cultural, legal, and constitutional concerns shaped gun legislation and its implementation, as well as how these factors defined Canada’s historical and contemporary ‘gun culture.’

Book The Road to Peace

Download or read book The Road to Peace written by Ernie Regehr and published by James Lorimer & Company. This book was released on 1988-01-01 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1988, as the Berlin Wall began to quake and the United States and the Soviet Union prepared to slash their nuclear arsenals, Canada's government remained firmly tied to a Cold War vision of the world. In this book, Regehr and Rosenblum assessed the international strategic situation at the very moment that the superpowers' nuclear standoff began to melt away. Against the backdrop of significant undertakings to halt the drift towards annihilation, the authors' find much to criticize in Canadian defence policy: complicity in reckless American war-fighting strategies; undue adherence to organizations such as NATO and NORAD whose justifications were fast disappearing; a retrograde approach to defending Arctic sovereignty. The Road to Peace is a compelling document that vividly conveys the heady atmosphere of the Cold War's apogee.

Book The Future of Arms Control

Download or read book The Future of Arms Control written by Michael A. Levi and published by Rowman & Littlefield. This book was released on 2004-12-07 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t

Book Conventional Arms Control and Disarmament in Europe

Download or read book Conventional Arms Control and Disarmament in Europe written by Douglas Hamlin and published by . This book was released on 1990 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper sets out the issue of conventional force reductions in Europe as seen by a Canadian diplomat with long involvement in arms control. In a careful and balanced fashion, it outlines the key factors governing the West's policies, and indicates how they evolved, especially during the Mutual and Balanced Force Reductions negotiations. The paper focuses on the problems of surprise attack and geostrategic disparities between the two alliances, and then sets out Western thinking on such questions as verification and the long-term future of security in Europe. Canada's particular interests in this field are mentioned, and the paper concludes with an outline of the objectives that this country ought to pursue in the new, Conventional Armed Forces in Europe negotiations.

Book Canada and the Nuclear Arms Race

Book excerpt: First published in 1983, this book reports from the middle of the nuclear arms race, when the world's two superpowers, the US and the USSR, were adding increasingly sophisticated weapons to their arsenals, reaching a point where they could effectively wipe each other out many times over. Some of Canada's most distinguished critics of the nuclear arms race examine this drift to annihilation, show how Canada was contributing to it, and explain the policies that Canada could have adopted to encourage the reversal of the arms race.

Book Security Arms Control and Defence

Download or read book Security Arms Control and Defence written by Michael Driedger and published by . This book was released on 1988 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper examines first the perceptions of the United States and the Soviet Union, and then looks closely at perceptions of threat to Canada and to global peace and security. It then looks specifically at perceptions of the possibility of nuclear war. The paper then turns briefly to the international policies Canadians favour to deal with the perceived threats to their security and the danger of war. It looks, as well, at attitudes on a number of defence policy issues of particular interest to Canada, such as the Canadian commitment to NATO and the level of Canadian defence expenditures. Finally, the differences in attitudes amongst various groups of Canadians are considered.
