Such alienation is unhealthy, as it threatens both sufficient civilian control of the military and the long-standing ideal of the 'citizen soldier'. Nowhere is this issue more predominant than at many major universities, which began turning their backs on the military during the chaotic years of the Vietnam War. Arms and the University probes various dimensions of this alienation, as well as recent efforts to restore a closer relationship between the military and the university. Through theoretical and empirical analysis, Donald Alexander Downs and Ilia Murtazashvili show how a military presence on campus in the form of ROTC (including a case study of ROTC's return to Columbia and Harvard universities), military history and national security studies can enhance the civic and liberal education of non-military students, and in the process help to bridge the civil-military gap.

He calls attention to the fact that when two world powers face each other with massive allocations of resources for arms, and when each regards the other as the major, if not the sole, threat to its own security, the question of accurate information about the strength and intentions of the adversary arises for each side in many and various ways. As a result, this study is a pioneering, analytic effort to approach the value of keeping secrets from or of obtaining information about an enemy. The author is concerned with such questions as: what is the loss in being only 50 percent confident rather than certain that the adversary doesn't have more X missiles or missiles of yield W megatons or of accuracy C thousand feet? Should one insist on being 95 percent sure when bargaining for arms control? How can a side compensate for its uncertainty most efficiently? An understanding of these problems can not only increase our security; it may help as well to contain or control the entire two-sided race.

No longer could arms manufacturers in industrialized nations subsist by supplying their own states' arsenals, causing them to seek markets beyond their own borders. Challenging the traditional view of arms dealers as agents of their own countries, Jonathan Grant asserts that these firms pursued their own economic interests while convincing their homeland governments that weapons sales delivered national prestige and could influence foreign countries. Industrial and banking interests often worked counter to diplomatic interests as arms sales could potentially provide nonindustrial states with the means to resist imperialism or pursue their own imperial ambitions. It was not mere coincidence that the only African country not conquered by Europeans, Ethiopia, purchased weapons from Italy prior to an attempted Italian invasion. From the rise of Remington and Winchester during the American Civil War, to the German firm Krupp's negotiations with the Russian government, to an intense military modernization contest between Chile and Argentina, Grant vividly chronicles how an arms trade led to an all-out arms race, and ultimately to war.

Ultimately, however, the movement lost sight of its original aims, becoming more authoritarian as the war waged on. In this sense, the history of the MRTA is the story of the euphoric draw of armed action and the devastating consequences that result when a political movement succumbs to the whims of its most militant followers.

He explains how theories of horsemanship, navigating between art and utility, eventually settled on formal manège equitation merged with outdoor hunting equitation as the ideal combination for modern cavalry. He also addresses how the evolution of firepower and the advent of mechanized warfare eventually led to the end of horse cavalry. Riding to Arms tracks the history of horsemanship and cavalry through scores of primary texts ranging from Federico Grisone's Rules of Riding (1550) to Lt.-Colonel E.G. French's Good-Bye to Boot and Saddle (1951). It offers not only a history of horsemen, horse soldiers, and horses, but also a survey of the seminal texts that shaped that history.
