Book excerpt: The Armed Forces Pension and Compensation Bill will enable the Government to implement new pension compensation schemes for the armed forces. The Committee has found that several crucial elements of the schemes though, have not yet been finalized, and is not happy about the emphasis on managing cost rather than achieving best practice. The Committee is also critical of the standard of consultation that the Government has carried out with the armed forces personnel on these issues. The Committee does commend the improved entitlements for widow(s), and new rights for unmarried partners, with an appeals mechanism for dealing with unsuccessful claims under the compensation scheme. Another issue raised by the Committee concerns the interpretation of "cost neutrality". This would mean that the value of benefits to the armed forces personnel would be reduced, because of the general trend for people to llive longer, and also means that most personnel will wait an extra five years before they receive their pension.

Book excerpt: The Committee's findings include that the Smart Acquisition procurement programme, introduced by the Ministry of Defence (MoD) in 1998, has failed to deliver on almost all counts. In 2002-03, the top 20 defence equipment projects experienced in-year cost increases totalling £3.1 billion, as well as time delays on promised delivery dates. The head of the Defence Procurement Agency has found that only one of the seven principles underlying Smart Acquisition has been implemented in full, and a fundamental overhaul of the initiative has been announced. On specific projects, the Committee's findings include that the in-service date for Eurofighter/Typhoon was achieved during 2003, a total of 54 months late; and an assessment phase contract for the Future Rapid Effect System (FRES) is to be placed at the end of the year, although there are concerns that the in-service date of 2009 is unrealistic.

Book excerpt: The MoD sought, in the Estimate, a net increase in Capital and Resource Expenditure (Departmental Expenditure Limits-DELs) of £2,804 million which generated an additional cash requirement of £644 million. It also sought a reduction in Annually Managed Expenditure of some £1,063 million. The Committee welcomes the MoD's efforts to improve the management of assets and stock. They recognise that such exercises and the implementation of the Strategic Defence Security Review are likely to result in significant write-offs, but we would expect the MoD to have a greater understanding of the financial implications of these write-offs and, therefore, greater certainty of the non-cash costs by the time the Main Estimates and the Supplementary Estimates for 2012-13 are prepared. They recommend that, if the way expenditure is classified is changed in future, the MoD should provide a comparison of expenditure on a like-for-like basis between years within its memorandum on the Supplementary Estimates and should also provide full details of the items and amounts affected and the reasons for the changes. In general, while the Committee has no argument with the content of the MoD's Supplementary Estimate, it is unreasonable to expect Committees and Parliament to scrutinise the Supplementary Estimates in less than three weeks. More time is needed to consider the Supplementary Estimate, the associated memorandum and the MoD's responses to questions on the Estimate.
