Book excerpt: This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

Based on in-depth interviews with 40 research participants, mostly former combatants within the Irish Republican Army (IRA), this book offers a critical exploration of republican women and conflict transition in the North of Ireland. Drawing on the feminist theory of a continuum of violence, this book finds that the dichotomous separation of war and peace within conventional approaches represents a gendered fiction. Despite undertaking wartime roles that were empowering, agentic, and subversive, this book finds that the ‘post-conflict moment’ as experienced by female combatants represents not peace and security, but a continuity of gender discrimination, violence, injustice, and insecurity. The experiences and perspectives contained in this book challenge the discursive deployment of terms such as post-conflict, peace, and security, and moreover, shed light on the many forms of post-war activism undertaken by combatant women in pursuit of peace, equality, and security. The book represents an important intervention in the field of gender, political violence, and peace, and more specifically, female combatants and conflict transition. The participation of children in wars may question the idea of childhood as a "once-upon-a-time story with a happy and predictable ending," disrupting the (natural) idea of a protected and innocent childhood and also eliciting fear, uncertainty, revulsion, horror, and sorrow. Using the perspectives of both childhood studies and critical approaches to international relations, Jana Tabak explores the constructions of child-soldiers as "children at risk" and, at the same time, risky children. More specifically, The Child and the World aims both to problematize the boundaries that articulate child-soldiers as necessarily deviant and pathological in relation to "normal" children and to show how these specific limits participate in the (re)production and promotion of a particular version of the international political order. In this sense, the focus of this work is not on investigating child-soldiers' lives and experiences per se but on their presumed threatening feature as they depart from the protected territory of childhood, disquieting everyday international life.

Due to the host state’s inability or unwillingness to provide protection, camps are often administered by the United Nations High Commissioner for Refugees (UNHCR) and its implementing partners. When a violation occurs in these situations, to which actors shall responsibility be allocated? Through an analysis of the International Law Commission’s work on international responsibility, Maja Janmyr argues that the ‘primary’ responsibility of states does not exclude the responsibilities of other actors. Using the example of Uganda, Janmyr questions the general assumption that ‘unable and unwilling’ is the same as ‘unable or unwilling’, and argues for the necessity of distinguishing between these two scenarios. Doing so leads to different conclusions in terms of responsibility for the state, and therefore for UNHCR and its implementing partners.
