All through the twentieth century, our national forests have been under assault from all sides: first ranchers and loggers laid their claims to our national forests, then recreationists and environmentalists spoke up for their interests. Who are our national forests really for? In this book, leading environmental historians show us what has been happening to these fragile woodlands. Taking us from lumber towns to Indian reservations to grazing lands, Forests under Fire reveals the interaction of Anglos, Hispanics, and Native Americans with the forests of the American Southwest. It examines recent controversies ranging from red squirrel conservation on Mt. Graham to increased tourism in our national forests. These case studies offer insights into human-forest relationships in places such as the Coconino National Forest, the Vallecitos Sustained Yield Unit, and the Gila Wilderness Area while also drawing on issues and concerns about similar biospheres in other parts of the West. Over the past century, forest management has evolved from a field dominated by the "conservationist" perspective—with humans exploiting natural resources-to one that emphasizes biocentrism, in which forests are seen as dynamic ecosystems. Yet despite this progressive shift, the assault on our forests continues through overgrazing of rangelands, lumbering, eroding mountainsides, fire suppression, and threats to the habitats of endangered species. Vulnerable to a host of changing conditions in this global era, forests are in peril as never before. New markets in carbon and environmental services attract speculators. In the name of conservation, such speculators attempt to undermine local land control in these desirable areas. Moral Ecology of a Forest provides an ethnographic account of conservation politics, particularly the conflict between Western conservation and Mayan ontological ecology. The difficult interactions of the Maya of central Quintana Roo, Mexico, for example, or the Mayan communities of the Sain Ka’an Biosphere, demonstrate the clashing interests with Western biodiversity conservation initiatives. The conflicts within the forest of Quintana Roo represent the outcome of nature in this global era, where the forces of land grabbing, conservation promotion and organizations, and capitalism vie for control of forests and land. Forests pose living questions. In addition to the ever-thrilling biology of interdependent species, forests raise questions in the sphere of political economy, and thus raise cultural and moral questions. The economic aspects focus on the power dynamics and ideological perspectives over who controls, uses, exploits, or preserves those life forms and landscapes. The cultural and moral issues focus on the symbolic meanings, forms of knowledge, and obligations that people of different backgrounds, ethnicities, and classes have constructed in relation to their lands. The Maya Forest of Quintana Roo is a historically disputed place in which these three questions come together.

Book excerpt: Excerpt from The National Forests of Arizona: Prepared by the Southwestern District of the Forest Service About one-half of the fires on Arizona national forests in 1923 were the result of the carelessness of man. The rest were caused by light ning. Of those caused by man nearly two-thirds were due to camp ers and smokers. Much damage to the forests could, therefore, be prevented if persons who go into them would be more careful. The forest administration requests the cooperation of the public, both in preventing fires and in reporting them if they do occur. A large grazing industry is dependent for range upon the national forests of Arizona. In fact, much of the summer range of the State is located upon these forests, to which the cattle naturally drift and the sheep are driven in the spring. About cattle and sheep find range on these mountainous areas. Although there are some very large stockmen using national forest range, the great majority of the grazing permittees are owners of small herds, and many of them have farms in connection with their stock business. The Forest Service encourages the use of the range by this class of stock raisers, and under the Government permit system they are given ample protection for their stock.
