The history of water development in Arizona goes hand in hand with the state's economic growth, and Arizona's future is inextricably tied to this scarce resource. Fuel for Growth describes and interprets the history of water resource development and its relationship to urban development in Arizona's three signature cities: Phoenix, Tucson, and Flagstaff. These three urban areas could hardly be more different: a growth-oriented metropolis, an environmentally conscious city with deep cultural roots, and an outdoor-friendly mountain town. Despite these differences, their community leaders and public officials have taken similar approaches to developing water resources with varying degrees of success and acceptance. Douglas Kupel has created a new vision of water history based on the Arizona experience. He challenges many of the traditional assumptions of environmental history by revealing that the West's aridity has had relatively little impact on the development of municipal water infrastructure in these cities. While urban growth in the West is often characterized as the product of an elite group of water leaders, the development of Arizona's cities is shown to reflect the broad aspirations of all their citizens. It seems deceptively simple: even when clear evidence was available that the Colorado River could not sustain ambitious dreaming and planning by decision-makers throughout the twentieth century, river planners and political operatives irresponsibly made the least sustainable and most dangerous long-term decisions. Arguing that the science of the early twentieth century can shed new light on the mistakes at the heart of the over-allocation of the Colorado River, authors Eric Kuhn and John Fleck delve into rarely reported early studies, showing that scientists warned as early as the 1920s that there was not enough water for the farms and cities boosters wanted to build. Virtually no one wants America’s rural landscapes, farmland, and natural areas to be lost to bland, placeless malls, freeways, and subdivisions. Yet few of America’s fast-growing rural areas have effective rules to limit or contain sprawl. Oregon is one of the nation’s most celebrated exceptions. In the early 1970s Oregon established the nation’s first and only comprehensive statewide system of land-use planning and largely succeeded in confining residential and commercial growth to urban areas while preserving the state’s rural farmland, forests, and natural areas. Despite repeated political attacks, the state’s planning system remained essentially politically unscathed for three decades. In the early- and mid-2000s, however, the Oregon public appeared disenchanted, voting repeatedly in favor of statewide ballot initiatives that undermined the ability of the state to regulate growth. One of America’s most celebrated “success stories” in the war against sprawl appeared to crumble, inspiring property rights activists in numerous other western states to launch copycat ballot initiatives against land-use regulation. This is the first book to tell the story of Oregon’s unique land-use planning system from its rise in the early 1970s to its near-death experience in the first decade of the 2000s. Using participant observation and extensive original interviews with key figures on both sides of the state’s land use wars past and present, this book examines the question of how and why a planning system that was once the nation’s most visible and successful example of a comprehensive regulatory approach to preventing runaway sprawl nearly collapsed. Planning Paradise is tough love for Oregon planning. While admiring much of what the state’s planning system has accomplished, Walker and Hurley believe that scholars, professionals, activists, and citizens engaged in the battle against sprawl would be well advised to think long and deeply about the lessons that the recent struggles of one of America’s most celebrated planning systems may hold for the future of land-use planning in Oregon and beyond.

He was refused the reference letters needed for college admission by teachers who told him he would fail and thus embarrass them. Several years later, these instructors would receive invitations from Zah to a party celebrating his graduation from Arizona State University. And so began a career that took Zah to the presidency of the Navajo Nation. His life and accomplishments have exemplified the ongoing efforts by American Indian communities to gain greater control over their lives and lands. He has made important contributions in many areas, but education has always been one of his main priorities. Perhaps no one in the Southwest has done more than Peterson Zah to increase the recruitment, retention, and graduation of American Indian students from colleges and universities. Zah's presentations to Peter Iverson's classes at Arizona State University, employed examples drawn from his own experiences. Students praised his thoughtful, honest and direct observations.
