Book excerpt: During the nineteenth century, British-owned railways grew under the protection of an Argentine ruling elite that considered railways both instruments and symbols of progress. Under this program of support for foreign enterprise, Argentina had by 1914 built the largest railway network in Latin America. During the first decades of the twentieth century, the railways were successful in following a policy of calculated disregard for Argentine interests in general. However, following the end of World War I, the British economic empire began to decline and Argentine economic nationalism grew. A number of popularistic political movements incorporated economic nationalism into their platforms, and even among the ruling elite there were signs of increasing nationalistic sentiment. Although most studies of economic nationalism have emphasized the importance of the middle-class Radical party in the rise of xenophobia, Winthrop R. Wright's study shows that antiforeign economic nationalism was not entirely a reaction to the conservative elite. Between 1932 and 1938 the nationalistic programs of General Agustin Justo's government—basically a conservative regime—led the British interests to decide to sell their holdings. The British govemment had arrived at a position of supporting the economic withdrawal of the large British-owned firms long before Juan D. Perón appeared on the political scene. Perón combined traditional Argentine economic nationalism with his own scheme to gain power over all elements in Argentina. His solution to the railway problem, although more dramatically executed, did not differ greatly from that of the conservative Justo. Perón purchased the railways outright in 1947–1948, but his use of nationalism was in reality covering his own inability to outbargain Britain and the United States following the conclusion of World War II.

As one example of importance, it may be stated that the total capital invested in private and State-owned Railways in the year 1895, amounted to $485,360,121, while in 1915, the capital employed in Argentine Railways reached upwards of $1,300,000,000, of which more than half is held in the United Kingdom. In 1895, the total foreign capital invested in the country, including, at that time, about $400,000,000 of External National Debt, barely exceeded $1,000,000,000, by comparison with more than three times that amount to-day; yet, this marked expression of the confidence of investors abroad in the soundness of Argentine investments is not entirely due to the magnitude of the national resources and to the opportunities presented for a handsome return upon capital invested in the country's undertakings. The Protection of Foreign Interests This foreign investment growth may be attributed in an almost equal degree to the honesty of the Argentine Nation and to the liberality and care bestowed upon the protection of foreign capital in that country. In confirmation of this statement, reference may be made to the fact that so far back as twenty years ago when the Republic had not attained anything like its present standing among the nations of the world, the National Government assumed full responsibility for the loans issued abroad, amounting to hundreds of millions of dollars, by some of the Argentine Provinces then in default. Book excerpt: Nationalism has played a uniquely powerful role in Argentine history, in large part due to the rise and enduring strength of two variants of anti-liberal nationalist thought: one left-wing and identifying with the “people” and the other right-wing and identifying with Argentina’s Catholic heritage. Although embracing very different political programs, the leaders of these two forms of nationalism shared the belief that the country’s nineteenth-century liberal elites had betrayed the country by seeking to impose an alien ideology at odds with the supposedly true nature of the Argentine people. The result, in their view, was an ongoing conflict between the “false Argentina” of the liberals and the “authentic”nation of true Argentines. Yet, despite their commonalities, scholarship has yet to pay significant attention to the interconnections between these two variants of Argentine nationalism. Jeane DeLaney rectifies this oversight with Identity and Nationalism in Modern Argentina. In this book, DeLaney explores the origins and development of Argentina’s two forms of nationalism by linking nationalist thought to ongoing debates over Argentine identity. Part I considers the period before 1930, examining the emergence and spread of new essentialist ideas of national identity during the age of mass immigration. Part II analyzes the rise of nationalist movements after 1930 by focusing on individuals who self-identified as nationalists. DeLaney connects the rise of Argentina’s anti-liberal nationalist movements to the shock of early twentieth-century immigration. She examines how pressures posed by the newcomers led to the weakening of the traditional ideal of Argentina as a civic community and the rise of new ethno-cultural understandings of national identity. Identity and Nationalism in Modern Argentina demonstrates that national identities are neither unitary nor immutable and that the ways in which citizens imagine their nation have crucial implications for how they perceive immigrants and whether they believe domestic minorities to be full-fledged members of the national community. Given the recent surge of anti-immigrant sentiment in Europe and the United States, this study will be of interest to scholars of nationalism, political science, Latin American political thought, and the contemporary history of Argentina.
