Excerpt: Water Resources Management (WRM) in Chile is widely known for its 1981 Water Code-written after General Augusto Pinochet took control through a military coup d'etat. Free-market mechanisms became the economic philosophy in WRM, including the development of water markets and tradable water permits. A major reform to the 1981 Water Code was signed in 2005 to address social equity and environmental protection concerns. Water resources management in Chile is shared among the private sector which provides investment for infrastructure and distribution, and agencies provide regulatory oversight, maintain records, and issue water rights. Chile is negotiating formalized agreements with both Bolivia and Argentina to manage shared resources and water storage projects. Chile is also supported in rural water supply with $150 million in loans by the World Bank and the Inter-American Development Bank. Book excerpt: The study reviews the challenges water resources management faces, and the opportunities for policy formulation towards sustainable development in Argentina, where regardless of prudent public finances management, water resources management remain disproportionately backward compared to regional, and international best practices. Hence, within a frame of reference on the country's population, institutions, and legal framework, the study examines the current, accelerated degradation of water quality, where arsenic and nitrate pollution are found in groundwater, a main source of drinking water supply in some rural areas, aggravated by the uncontrolled dumping of raw wastewater in urban areas. The uses, and management of drinking water, and sewage are analyzed, revealing eighty-one percent of urban populations are connected to drinking water networks, and only thirty-eight percent to sewer networks. Upon review of the irrigation sector, which accounts for seventy percent of all extractions of water consumption uses, the study shows very low levels of efficiency, compared to similar experiences in other countries. Integrated and modern water management is suggested, and recommendations include: preservation of groundwater resources; promotion of policies, and actions to control surface water pollution; increased coverage to reduce toxicity risks in drinking water; and, modernization of sanitation, and irrigation systems.

The theme for Forum VII was Water for the Americas: Challenges and Opportunities. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change.
