Book excerpt: The evaluation of government programmes designed to prepare for future contingencies is an ongoing challenge for analysts and public managers. Despite significant focus in emergency management, the existing approaches have difficulty linking preparedness inputs to their effect on performance at future response operations. Adapting techniques from the analysis of technical systems, an approach for assessing response reliability - the likelihood that a response system will be able to deliver response capabilities at or above a specific level at a future incident - is described. The approach bases evaluation on the systematic assessment of the likelihood and consequences of events that would disrupt operations and reduce response performance. By doing so, it provides a clearer method for assessing the cost effectiveness of different preparedness policies and evaluating the performance of past investments in preparedness programmes.

Book excerpt: Too often evaluation findings end up on the shelf! Why? Many interventions have several moving parts working together to achieve something each part cannot do independently. Unfortunately, many of the available evaluation approaches oversimplify this reality. A major reason for this is that evaluators do not have a blueprint to plan, and the associated methods to execute, an evaluation fit for this purpose. As such, they revert to using methods with which they are familiar, but are not suitable, for evaluating complex interventions. Consequently, the evaluation findings do not make sense to decisionmakers, so they are ignored. This book provides evaluators of all skill levels with a simple 3-step framework, System Evaluation Theory, that will lead to more actionable recommendations because the methods better capture the reality in which interventions operate; that is as a system. The book first reviews the limitations of program evaluation approaches that pointed to a need for a different way of thinking, one grounded in systems. After defining a system, the book explains how SET is intentionally aligned to evaluate a system’s two essential properties: interdependence and emergence. Individual chapters are dedicated to explaining how to execute each SET step. Book excerpt: Information can be provided by studying and evaluating past emergencies and the response in connection to them. This information would then be useful in efforts directed at preventing, mitigating and/or preparing for future emergencies. However, the analysis and evaluation of emergency response operations is not an easy task, especially when the operation involves several cooperating actors (e.g. the fire and rescue services, the police, the emergency medical services, etc.). Here, we identify and discuss four aspects of this challenge: (1) issues related to the values governing the evaluation, (2) issues related to the complexity of the systems involved, (3) issues related to the validity of the information on which the analysis and evaluation is based and (4) issues related to the limiting conditions under which the emergency response system operated. An outline of a framework for such an analysis and evaluation, influenced by systems theory, accident investigation theories and programme evaluation theories dealing with the above aspects, is introduced, discussed and exemplified using empirical results from a case study. We conclude that the proposed framework may provide a better understanding of how an emergency response system functioned during a specific operation, and help to identify the potential events and/or circumstances that could significantly affect the performance of the emergency response system, either negatively or positively. The insights gained from using the framework may allow the actors involved in the response operation to gain a better understanding of how the emergency response system functioned as a whole, as well as how the actors performed as individual components of the system. Furthermore, the information can also be useful for actors preparing for future emergencies.
