Book excerpt: This paper provides a review of the recent empirical growth literature which includes human capital as a determinant of economic growth; special attention is given to the studies which investigate gender-separate human capital effects. While there is a general consensus regarding the role of (gender-neutral) human capital in the growth process - increasing educational attainment and health status increases labour productivity resulting in greater economic growth - there is a great deal of contradictory evidence regarding the effect of gender-separate human capital on economic growth. For example, in their seminal article, Barro and Lee (1994) find that, while growth is positively related to male education, it is negatively related to female education; Caselli, Esquivel and Lefort (1996), however, find the opposite, while Birdsall, Ross and Sabot (1997) report no significant difference between the genders. This article attempts to appraise and critique this confusing literature, and in the process, resolve many of the existing ambiguities.

For this study, investments in human capital include such factors as educational level, on-the-job skills training, health care, migration, and consideration of issues regarding regional prices and income. Taking into account varying cultures and political regimes, the research indicates that economic earnings tend to be positively correlated to education and skill level. Additionally, studies indicate an inverse correlation between education and unemployment. Presents a theoretical overview of the types of human capital and the impact of investment in human capital on earnings and rates of return. Then utilizes empirical data and research to analyze the theoretical issues related to investment in human capital, specifically formal education. Considered are such issues as costs and returns of investments, and social and private gains of individuals. The research compares and contrasts these factors based upon both education and skill level. Areas of future research are identified, including further analysis of issues regarding social gains and differing levels of success across different regions and countries. (AKP).

Book excerpt: Women, Men, and Human Capital Development in the Public Sector: Return on Investments analyzes the gap in wages paid to women and men who work for federal, state, and local governments; factors that contribute to disparities in pay; and organizational strategies for narrowing the gap. The gender gap in wages and status is closing. Changes in public policies and social and organizational changes have facilitated the development of human capital. However, many systemic, sociopsychological, and social barriers still limit women's career advancement in the public sector. American women earn approximately eighty cents for every dollar earned by men. Women hold less than 30 percent of executive positions in the private sector as well as federal, state, and local governments. This study analyzes factors, both legal and illegal, that lead to inequities in the pay and status of men and women. In recent turbulent economic times many organizations have eliminated jobs, facilitated early retirements, and lost employees frustrated by the lack of opportunities for advancement. Proactive organizations prepare for the unexpected by fully developing their human capital. Public policies have been less than effective in closing the wage gap, due in part to American culture and individual women's choices. Women are more likely than men to complete lower levels of education, enter the workforce later in life, and occupy lower-level positions. For these reasons the gender-based wage gap may never close, but, as the author points out, investments in human capital development may facilitate women's career advancement and narrow the gap. The author develops specific strategies for narrowing the wage gap and explores avenues of implementation. Book jacket.

Book excerpt: Abstract: This paper reviews empirical findings from economic analyses of the role of gender equality and women's empowerment in reducing poverty and stimulating growth. Going beyond the large literature documenting the impact of female education on a range of development outcomes, the paper presents evidence on the impact of women's access to markets (labor, land, and credit) and women's decision-making power within households on poverty reduction and productivity at the individual and household level. The paper also summarizes evidence from studies examining the relationship between gender equality and poverty reduction and growth at the macro level. Although micro level effects of gender equality on individual productivity and human development outcomes have been well documented and have important ramifications for aggregate economic performance, establishing an empirical relationship between gender equality and poverty reduction and growth at the macro level has proven to be more challenging. The paper concludes by identifying priority areas for future research.

The study specifically used secondary school enrolment as a comprehensive measure of education human capital, while life expectancy at birth was used as a measure of health human capital. By employing annual secondary time series data, the research aimed to assess the relationship between education human capital and economic growth in Nigeria. The data, obtained from the World Development Indicators of the World Bank, were subjected to appropriate descriptive and econometric techniques, including the Autoregressive Distributive Lag method. The findings revealed a significant positive correlation between education human capital development, as measured by secondary school enrolment, and economic growth in Nigeria. Therefore, the study recommends that government expenditures be directed towards human capital development, with a particular emphasis on education, to promote increased, sustainable, and equitable economic growth. In summary, this research highlights the importance of gender analysis in understanding the effects of human capital developments on economic growth in Nigeria. By recognizing the specific impact of education and health on economic growth, policymakers can make informed decisions to foster sustainable economic development.

We use an extended version of the Solow growth model with per capita gross domestic product (GDP) a function of the key variables, viz. physical capital accumulation, human capital accumulation, trade openness and capital flows, fiscal policy and financial development. The key contribution of this study is to show that openness when interacted with the human capital stock disaggregated by gender, has differential impacts on economic growth. While the positive impact of male secondary schooling captures the direct skill effect relative to primary schooling, the marginal influence of female primary/secondary schooling fails to show a positive impact on growth at higher levels of openness. An implication stemming from this study is that educational opportunities for females at the secondary level should be increased for South Asia.

The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.
