The study aims to 1) identify the role that agriculture plays as a source of livelihood for internally displaced persons (IDPs) and returnees; 2) understand the drivers, constraints and challenges confronted by displaced and returnee households regarding return to areas of origin and resumption of farming; and 3) investigate how best to rehabilitate the agricultural sector to create opportunities for resilient and robust agricultural livelihoods for returnees and prospective returnees.

Book excerpt: There is a strong imperative to rebuild Iraq’s agriculture sector as it is a major provider of employment and income in rural and peri-urban areas. This will allow for the return of millions of internally displaced people (IDP) in Iraq to their areas of origin, following the retaking of Iraqi areas that used to be under the control of the Islamic State of Iraq and the Levant (ISIL) – i.e. all or parts of the five affected governorates of Anbar, Diyala, Kirkuk, Ninewa and Salah al-Din. The impact of conflict caused by ISIL on the agriculture sector has been devastating and includes huge population movements, destruction of and damage to water systems, irrigation facilities and other agricultural infrastructure, disruption of value chains and losses of personal assets, crop and livestock production and food supplies. In response, the Government of Iraq has developed the Iraq Reconstruction and Development Framework (IRFD), which contributes to the Iraq Vision 2030 and National Development Plan (2018–2022). Guided by IRFD, Iraq’s United Nations Country Team (UNCT) formulated the Recovery and Resilience Programme (RRP), which prioritizes three (out of nine ) components to be implemented in the retaken areas with high priority: (i) preventing violent extremism; (ii) restoring communities; and (iii) restoring agriculture and water systems. The RRP was presented at the Kuwait International Conference for Iraq's Reconstruction in February 2018, which was jointly organized by the Government of Iraq, the World Bank and the Kuwait Fund for Arab Economic Development.

Iraq has a complex history filled with wars and political instability. Iraq gained independence from Great Britain in 1932 and was ruled by a monarchy until 1958 when a military coup led to the establishment of a republic. The country has been led by a variety of different leaders, including Saddam Hussein who came into power in 1979. Hussein led Iraq into a war with Iran from 1980-1988 and later invaded Kuwait in 1990. This led to the Gulf War, which resulted in Iraq’s defeat and the imposition of heavy economic sanctions. In 2003, the United States led an invasion of Iraq and overthrew Hussein’s government. This led to a prolonged period of instability and violence which has continued up until the present day. Iraq’s population is primarily composed of Shiite Muslims with a significant minority of Sunni Muslims as well as Kurds who predominantly reside in the northern part of the country. Iraq has a rich cultural history, with a diverse mix of ancient civilizations, such as the Sumerians, Babylonians, and Assyrians. The country is also home to many religious sites sacred to both Shia and Sunni Muslims including the cities of Najaf, Karbala, and Samarra. Despite the ongoing conflict and violence in the country, Iraq has made significant progress in recent years towards greater political stability and economic development. However, the country still faces many challenges, such as political corruption, sectarian violence, and the threat of terrorism.

This program was as controversial as the invasion itself, being variously portrayed as the hands-on altruism of Farm Belt army reservists or the neocolonial subjugation of Iraqi farmers to American corporations. Agricultural "development" in Iraq (and simultaneously, in Afghanistan) was conducted differently than previous such projects-largely by contractors rather than USAID employees, and in close coordination with the occupying military forces. While a popular opinion has emerged against the invasion itself, there has been little retrospective discussion about the goals or methods of agricultural aid in Iraq. With close examination of the changes enacted, this book sets out to foster that discussion.

Book excerpt: The Kurdistan region of Iraq is facing an economic and humanitarian crisis as a result of the influx of Syrian refugees which began in 2012 and internally displaced persons (IDPs) in 2014. The region's population increased by 28 percent over a short period, placing strains on the local economy, host community, and access to public services. This book provides national and regional policy makers with a technical assessment of the impact and stabilization costs needed for 2015 associated with the influx of refugees and IDPs. The stabilization cost for 2015 is estimated at US$1.4 billion in additional spending above and beyond the region's budget. This estimate could significantly increase should the crisis persist longer. The study highlights how prices and unemployment have increased, and refugees and IDPs entering the labor market are pushing wages down. A surge in violence led to supply side shocks. The ISIS crisis has had a significant effect on trade of goods and services. Transportation routes were disrupted. Foreign direct investment flows have declined and operations of foreign enterprises have been adversely affected. Disruption of public investment projects have had a negative impact on the economy. Based on the World Bank estimates, economic growth contracted by 5 percentage points in the region and the poverty rate more than doubled, rising from 3.5 percent to 8.1 percent. While the government has been responsive to addressing the needs of the displaced population up until now, more resources are needed to avert this humanitarian crisis and address the needs of the displaced population in the medium- and long-term. The report is an outcome of close collaboration between a wide spectrum of World Bank experts and regional government institutions and international partners.

In line with its human rights approach, this work promotes a narrative that, based on the concept of sovereignty as responsibility, emphasizes the primary responsibility of states to address the needs of IDPs and views them as citizens with rights and agency rather than as vulnerable beneficiaries of humanitarian action. The author concludes that the body of relevant law amounts to an emerging legal regime on internal displacement whose substantive norms are largely adequate, but which faces specific institutional challenges at domestic and international levels that weaken efforts to address the plight of IDPs.

Renahan arrived in southern Iraq just three days before the capture of Saddam Hussein in 2003. Later he worked in Baghdad through the dark days of the country's sectarian violence and then in Iraqi Kurdistan. One of the few Americans to serve in all three major regions of Iraq, he spearheaded projects to develop democratic institutions, promote democracy and elections, and fight corruption. With inside accounts of two USAID projects and of a Kurdish government ministry, this engrossing and cautionary story highlights efforts to turn Baathist Iraq into a democratic country. Renahan examines the challenges faced by the Iraqi people and international development staff during this turbulent time, revealing both their successes and frustrations. Drawing on his on-the-ground civilian perspective, Renahan recounts how expatriate staff handled the hardships and dangers as well as the elaborate security required to protect them, how Iraqi staff coped with the personal security risks of working for Coalition organizations, and the street-level mayhem and violence, including the assassinations of close Iraqi friends. Although Iraq remains in crisis, it has largely defeated the ISIS terrorists who seized much of the country in 2014. Renahan emphasizes, however, that reconciliation is still the end game in Iraq. In the concluding chapters he explains how the United States can support this process and help resolve the complex problems between the Iraqi government and the independence-minded Kurds, offering hope for the future.
