Book Are EU Cohesion Policy Funds Well Spent on Roads

Download or read book Are EU Cohesion Policy Funds Well Spent on Roads written by European Court of Auditors and published by . This book was released on 2013 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Court audited a sample of EU co-financed road projects in Germany, Greece, Poland, and Spain. The audit found that, although the projects increased security of travellers and reduced travelling time, some roads were built larger and over complex than were the actual traffic requirements. Significant cost differences exist between countries audited. The Court recommends analysing the causes of the cost differences and more realistic planning for future road projects."--Page [4] of cover.

Book EU Cohesion Policy

Download or read book EU Cohesion Policy written by John Bachtler and published by Routledge. This book was released on 2016-10-26 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Open Access version of this book, available at http://www.tandfebooks.com/doi/view/10.4324/9781315401867, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives 3.0 license. This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Book The Governance of Infrastructure

Download or read book The Governance of Infrastructure written by Kai Wegrich and published by Oxford University Press. This book was released on 2017-03-01 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure only tends to be noticed when it is absent, declining, or decrepit, or when enormous cost overruns, time delays, or citizen protests make the headlines. If infrastructure is indeed a fundamental driver of economic growth and social development, why is it so difficult to get right? In addressing this perennial question, this volume-the fourth edition in an annual series tackling different aspects of governance around the world-makes the case for a governance perspective on infrastructure. This implies moving beyond rational economic analysis of what should be done towards an analysis of the political, institutional, and societal mechanisms that shape decision-making about infrastructure investment, planning, and implementation. Engaging with theories from sociology, political science, and public administration, and drawing on empirical analyses bridging OECD and non-OECD countries, the contributions to this volume dissect the logics of infrastructure governance in a novel way, providing timely analyses that will enrich both scholarly and policy debates about how to get infrastructure governance right.

Book A European Public Investment Outlook

Download or read book A European Public Investment Outlook written by Floriana Cerniglia and published by Open Book Publishers. This book was released on 2020-06-12 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: This outlook provides a focused assessment of the state of public capital in the major European countries and identifies areas where public investment could contribute more to stable and sustainable growth. A European Public Investment Outlook brings together contributions from a range of international authors from diverse intellectual and professional backgrounds, providing a valuable resource for the policy-making community in Europe to feed their discussion on public investment. The volume both offers sector-specific advice and highlights larger areas which should be prioritized in the policy debate (from transport to social capital, R&D and the environment). The Outlook is structured into two parts: the chapters of Part I respectively explore public investment trends in France, Germany, Italy, Spain and Europe as a whole, and illuminate how the legacy of the 2008 Global Financial Crisis is one of insufficient public investment. Part II investigates some areas into which resources could be channelled to reverse the recent trend and provide European economies with an adequate public capital stock. The essays in this outlook collectively foster a broad approach to and definition of public investment, that is today more relevant than ever. Offering up a timely and clear case for the elimination of bias against investment in European fiscal rules, this outlook is a welcome contribution to the European debate, aimed both at policy makers and general readers.

Book The Infrastructure We Ride On

Download or read book The Infrastructure We Ride On written by Joseph Berechman and published by Springer. This book was released on 2018-04-13 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the various economic and institutional factors that explain why huge investments are made in unworthy transportation mega-projects in the US and other countries. It is based on research, the general literature, economic analyses, and results from a specifically collected database showing that a significant proportion of implemented mega-projects have been found to be inferior ex-ante or incapable of delivering the returns they promised ex-post. Transportation infrastructure and other public investments of a similar scope (“mega-projects”) reflect public sector priorities and objectives, non-pecuniary as well as financial constraints, and a range of decision-making processes. This book describes how decisions made in the public sector with respect to transportation infrastructure investments are affected by the large populations and territories they serve, the estimation of the substantial opportunity costs they entail, the formal procedures instituted for quantitatively appraising projected outcomes and monetary returns, and the political environment in which these decisions are made.

Book Infrastructure in Central Eastern and Southeastern Europe

Download or read book Infrastructure in Central Eastern and Southeastern Europe written by Anil Ari and published by . This book was released on 2020-09-28 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: CESEE countries lag in terms of infrastructure compared to the EU15, and deficient infrastructure is often cited as a constraint to growth and convergence. Investing in infrastructure is therefore an important long-standing policy issue for the region. In the context of the Covid-19 pandemic, infrastructure investment has also gained some ground as economies look to support activity in the recovery phase once the virus has been contained. Against this backdrop, this project seeks to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policies issues to maximize such impact. First, we benchmark infrastructure in the region versus the EU15, across various infrastructure sectors and using different methodologies. Second, deploying empirical estimates and model-based simulations, we analyze the macroeconomic impact of boosting infrastructure investment. Third, we present an in-depth analysis of policy issues: enhancing public investment management, managing fiscal risks, and mobilizing private sector participation.

Book Process and Procedure in EU Administration

Download or read book Process and Procedure in EU Administration written by Carol Harlow Harlow KC and published by Bloomsbury Publishing. This book was released on 2014-11-20 with total page 540 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about the administrative procedures of the European Union, which we see as the 'super glue' holding in place the sprawling structures of the EU governance system. The early chapters deal with the structures expansively defined, the diverse functions of administrative procedures in the EU and the values that underpin them, concentrating on the respective contributions of the legislature and administration. A separate chapter deals with the important procedural function of rights protection through the two Community Courts and the contribution of the European Ombudsman. We then turn to 'horizontal' or general procedures, dealing with executive law-making, transparency and the regulation of government contracting. A study of Commission enforcement procedure ends the section. 'Vertical' or sector-specific studies in significant areas of EU administration follow, including competition policy, cohesion policy (structural funds) and financial services regulation. Separate chapters deal with policing cooperation through Europol and with the interplay of international and EU institutions in the fields of environmental procedure and human rights. The final chapter contains the authors' reflections on current proposals for codification but ends with a general evaluation of the role and contribution of administrative procedure in the construction of the EU.

Download or read book State Building in Kosovo written by Andrea Lorenzo Capussela and published by Bloomsbury Publishing. This book was released on 2015-03-19 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The history of Kosovo is a complicated one which typifies the darker side of modern Balkan history. Milosevic s Serbia withdrew from Kosovo in 1999 and the province was handed over to a special UN body who governed until 2008, when the West allowed Kosovo to become independent. The aim was to erect a stable and well governed democracy, but the outcome was a fragile state, which still threatens the stability of the Balkans and Europe s internal security. How did this happen? Here, Andrea Lorenzo Capussela offers an inside look at the process of building democracy in Kosovo. As head of the economics unit of Kosovo s international supervisor, Capussela has had access to previously unknown sources and information regarding the roles of the EU and the US in the crisis. This will be an essential reading for those studying the Kosovo crisis.
