Book excerpt: The first revolution in the Chinese countryside was the land reform implemented in the 'liberated areas' and extended throughout China after the proclamation of the People's Republic of China in 1949. This was important in the consolidation of the Communist Party's political power. The second revolution was the decollectivization of agriculture and the shift to the household responsibility system as a basis for agricultural production. The phenomenal increase in Chinese agricultural output from 1978 to 1984 resulted partly from the new system of production and with a resulting explosion of farm incomes. The second revolution in the Chinese countryside from the late 1970s set the scene for the third revolution: the freeing of markets for farm products and the linking of domestic markets and international markets. The third revolution is still in progress and this book explores its beginnings. Initially, the book covers the issues of poverty in China and feeding the population. The second section describes the agricultural markets in China and the price reform of agricultural products. The next two parts discuss international and regional issues of China's agricultural economy. Finally there are contributions on what institutional changes have been associated with the third agricultural revolution. The contributions are from a team of experts on the Chinese economy from inside and outside China led by Professor Garnaut.

Book excerpt: "International trade in apparel and textiles is regulated by a system of bilateral tariffs and quotas known as the Multifiber Arrangement or MFA. Using a time series of detailed product-level data from the United States on the quotas and tariffs that comprise the MFA, we analyze how the MFA affects the sources and prices of US apparel imports, with a particular focus on the effects on East Asian exporters during the 1990s. We show that while a large fraction of US apparel is imported under binding quotas, there are many quotas that remain unfilled. We also show that binding quotas substantially raise import prices, suggesting both quality upgrading and rent capture by exporters. In contrast, tariffs reduce import prices. Lastly, we argue that the substantial shift of US apparel imports away from Asia in favor of Mexico and the Caribbean during the 1990s is only partly due to discriminatory trade policy: the other reason is an increasing demand for timely delivery that gives a competitive advantage to nearby exporters"--NBER website

It makes use of a unique new database that tracks U.S. trading partners' performance under the quota regimes established by the global Multifiber Arrangement (1974 to 1995) and subsequent Agreement on Textiles and Clothing (1995 to 2005). We find that China was relatively more constrained under these regimes than other countries and that, as quotas were lifted, China's exports grew disproportionately.
